cari amici, leggete con attenzione il documento che ci ha inviatp J.C. Gli USA portano a casa migliaia di miliardi attraverso i favolosi fatturati dei GAFAM. Quel che gli USA offrono è uno specchietto per le allodole. L'EU deve insistere sulle sue regole asssolute anche se poi i cittadini europei. e sopratutto gli italiani, ignorano quelle regole. Grazie JC mi risuona molto con l'intervento che feci all'incontro Nexa su digitale e democrazia e' un tema molto serio di cui non stiamo ancora graffiando la superficie. Il soluzionismo tecnologico causa uno strabismo che crea la visione di un futuro di aumento di qualità ed efficienza (che ci possono essere) ma distoglie lo sguardo da possibili effetti negativi su cittadini ed istituzioni. Cittadini ed istituzioni per le quali i sistemi di granzia sono stati pensati sulla base delle tecnologie dell'epoca (carta e funzionari) e non considerando la migrazione a sistemi immateriali dalle proprieta' base radicalmente differenti da quelli materiali e con attori che sono agenti non umani (vero gia' per il software, evidente per il machine learning). uno stato degno di fiducia non deve chiedere ai propri cittadini di fidarsi di lui. abbiamo un grosso problema se uno stato ti dice "fidati, il sistema va bene, fa cose meravigliose" e non fornisce al cittadino (o suoi rappresenanti) i modi per poter verificare con certezza le affermazioni, se l'unico chiamato a verificare la bonta' del vino e' l'oste. gia' in era analogica abbiamo previsto processi, organizzazione e sistemi per assicurare il rapporto di fiducia con i cittadini, quando la scala analogica e' intrinsecamente limitata in quantita' e velocita' e quindi anche eventuali danni che possono essere causati da errori o abusi hanno una scala (relativamente) limitata. ma immaginimao cosa po' accadere quando errori ed abusi possono essere condotti con previsione chirurgica, su una grande mssa di persone, in tempo reale, senza alcuna traccia che non dipenda dall'oste. questo e' un problema serissimo, a mio avviso. il pricipale problema strutturale che affronteranno gli esecutivi nel rapporto di fiducia con la cittadinaza. un problema democrtico fondamentale. ciao, s.
