The software used was originally developed to trace missing children. It is now being deployed to act against individuals, thereby not merely preventing them from protesting but doing so without any establishment of guilt. This year, the government issued a tender for an automated facial recognition system on a nationwide basis, whose end date has been extended five times. This is despite the absence of any clear legal framework to guide the use of such technology. The tender explicitly notes the benefits of the technology for crime prevention but omits any reference to privacy or sensitisation. In parallel has come the deployment of drone technology to capture images of protesters. In response, the Internet Freedom Foundation, a not-for-profit advocacy group, petitioned India’s directorate general of civil aviation seeking an independent legal opinion on the legality of drones. IFF has pointed out that the DGCA’s guidelines appear to have been openly flouted for the purposes of surveillance. As in the case with facial recognition, there are no clear parameters on when miniaturised drones can be flown with video cameras and visual recognition software. The state is exercising great power, and great power without authority. These technological moves should raise alarm bells. India has the world’s largest biometric database, with few checks on information processing and data mining, and it recently tabled a personal data protection bill in parliament that does little to address non-consensual data profiling by the state. With communal identification and a hegemonic political configuration on the one hand, and with powerful technological instruments on the other, India stands at a curious junction. It faces a medieval politics being driven by the weapons of the future.

Qualche commento a caldo: questa ricerca ci insegna parecchie cose ed è un contributo importante, soprattutto perché il contesto tedesco (come tutti i contesti non-anglofoni del digital labor) è poco esplorato. Le ricerche recenti di Florian Schmidt si sono concentrate principalmente su forme "presentabili" e quasi professionali di clickwork (ex. taggare immagini per computer vision o veicoli automatici: https://www.boeckler.de/pdf/p_fofoe_WP_155_2019.pdf) Poco o niente era conosciuto finora del clickfarming europeo (a parte qualche sprazzo di evidence dalla campagna presidenziale francese di un paio di anni fa http://www.casilli.fr/2017/02/02/ni-bots-ni-e-militants-francois-fillon-et-…) e il fenomeno era principalmente localizzato in paesi in via di sviluppo (ne parlo parecchio in "En attendant les robots" e ci sono un paio di ricerche interessantissime a riguardo di Johan Linidquist in Indonesia (https://www.hongkongfp.com/2019/01/06/like-economy-behind-illicit-click-far…) e di Jonathan C. Ong & Jason Cabañes nelle Filippine (https://pdfs.semanticscholar.org/332b/eb618fe6b01e27192d65047de50c31f8ea9d.…) Gli highlights di questa ricerca: * in Germania, il clickfarming politico concerne tutti i partiti dell'arco parlamentare, ma solo a livello locale ; * in Germania, i clickworkers/clickfarmers (c'è una certa confusione sulle due categorie) guadagnano fra i 15 e i 450 euro al mese <<-- questi ordini di grandezza sono compatibili con le cifre delle remunerazioni tratte dalla nostra ricerca di quest'anno sul micro-lavoro in Francia (https://diplab.eu) ; * su Facebook ci sarebbero circa 10 miliardi di account creati e in attività. Il che significa che, se escludiamo i 2,45 miliardi che si connettono almeno una volta al mese (e di cui una porzione non nulla è composta di clickfarmers "organici", ovvero veri utilizzatori che accettano di realizzare clic a pagamento dal loro account), ci sarebbero quasi 8 miliardi di, boh... fake? account dormienti? bots? utilizzatori irregolari? C'è molta confusione intorno a questo risultato. Il problema principale di questo studio è che due team hanno lavorato indipendentemente e che (caso classico di interdisciplinarità che finisce in vacca) non sono capaci di imparare l'uno dall'altro. Tipicamente, le persone che fanno un lavoro qualitativo (dirette dalla co-autrice giornalista, che ha condotto un'inchiesta etnografica intervistando i clickfarmers locali (tedeschi) e "organici" (veri account Facebook)) non hanno spiegato i loro risultati a quelli che fanno il lavoro più quantitativo (in questo caso, i due informatici che hanno condotto uno scraping un po' selvaggio su profili facebook e che hanno una visione decisamente grossolana di cosa è un "fake account"), che a loro volta tirano fuori risultati basati su categorie interpretative un po' periclitanti. La sola conclusione alla quale i due team giungono insieme, è che la dichiarazione (basata su cosa?) che "clickworkers are only hyperactive users, and they are selling their hyperactivity" <<== bel caso di approccio neoliberista che patologizza l'utilizzatore e che ignora (coscientemente) i fattori sociali e economici, come per esempio la precarizzazione strutturale nella Germania dei mini-job e delle zero tutele che rendono quelle poche decine di euro al mese insufficienti ma necessarie. Leggo su l’Unione Sarda che Andrea Scano, il maestro ingiustamente punito, già dallo scorso anno scolastico aveva detto no all’utilizzo del registro elettronico, e aveva chiesto di poter continuare a utilizzare il tradizionale registro cartaceo motivando la richiesta con valide considerazioni sulla protezione dei dati sensibili degli studenti. Leggo anche che “questa protezione, oggi, non è garantita con il registro elettronico come segnalato dal Garante per la privacy, che richiede in proposito l’adozione di adeguate misure di sicurezza”. Sarebbe utile verificare questo parere del Garante. Comunque quello scelto dal maestro Scano mi sembra un modo apprezzabile di fare alfabetizzazione informatica. Più in generale potrebbe essere una indicazione per tutti i dipendenti pubblici che si trovano, loro malgrado, a danneggiare chi utilizza servizi pubblici “digitalizzati”, una specie nuova di “obiezione di coscienza” che renda legittimo trasgredire norme pericolose. Perché non utilizzare la solidarietà con il maestro Scano per una campagna in questa direzione?
