The NSA phone surveillance program was illegal and expensive: And it did not stop a single terrorist attack.

Mass surveillance costs millions of Dollars. Yet, it does not improve security. Data from the USA and Europe show that mass surveillance does not help to stop terrorist attacks. Yet, the authorities continue to rely on surveillance technology like facial recognition and location tracking. Instead we must focus on our human rights and protect what is important to keep the power with the people: Our right to privacy and freedom of speech. # NSA phone surveillance The NSA phone surveillance program has been in place as part of PRISM from 2008 to 2019 in the USA. It "specifically authorizes intelligence agencies to monitor the phone, email, and other communications of U.S. citizens for up to a week without obtaining a warrant" when one of the parties is outside the U.S. The NSA phone surveillance program to date has cost American tax payers over $100 Million, according to the New York Times. Yet, it did not prevent one single terrorist attack. The program ceased to exist end of 2019 and is no longer in place. Warrantless surveillance of citizens is unconstitutional - in the USA, in Germany as well as in most democratic countries. ## Warrantless surveillance of citizens Nevertheless, PRISM was in place more than a decade, and during this time American citizens were monitored by the secret services without their knowledge. The NSA argued that it needed this kind of information to stop terrorist attacks and keep American people safe. However, a judge ruled beginning of September 2020 that not one single terrorist attack had been stopped with the help of the NSA's phone surveillance program. The ruling was about the one and only case that a study by the Privacy and Civil Liberties Oversight Board found where the NSA produced successful evidence against terrorists based on phone surveillance. The ruling concluded that the evidence produced from the (illegal) phone surveillance was not necessary to convict the criminal and did not bring any further information forward than what was already known to the authorities. ## Mass surveillance not necessary to fight crime A similar investigation of terrorist attacks in Europe came to the same conclusion: Between 2014 and 2017, 13 Islamist terrorist attacks took place in Europe after which 24 offenders were convicted. All 24 of them - one hundred per cent - were already known to the authorities prior to the attack and had been classified as violent. The conclusion from this investigation is that we do not need more surveillance to achieve better security. What we do need is better trained and better equipped police officers so that they can identify potential threats faster. While investing in mass surveillance tools seems a lot easier, all data shows that no one benefits if everyone is monitored. ## End mass surveillance What comes clear from the examples in the USA and in Europe is that we must end mass surveillance. It is neither an adequate tool to fight - let alone predict - crime, nor is it possible to bring it in-line with the constitution. Instead of calling for more surveillance, politicians should focus on protecting citizens' human rights, like our right to privacy and our right to freedom of speech. These human rights are severely damaged when warrantless mass surveillance is in place. In its worst form - and with the help of facial recognition and location tracking - it might lead to a society no longer free to discuss opinions openly and without fear. As new and better surveillance technologies arise, it becomes more and more important that we uphold our democratic values and make sure that our human rights are respected, also, and particularly, by the authorities. For this, we also need strong encryption without backdoors. In the end, it all comes down to a simple choice: Do we want to give all power to the authorities, or do we want that all power remains with the people? Grazie della segnalazione, è uno studio che andrebbe analizzato nel dettaglio, tanti sono gli spunti di riflessione e di dibattito. Solo qualche esempio ... 1) "Location: 14 hanno sede negli USA, 6 in Cina, 3 in Giappone e 2 in Europa (Germania). Ma: tutte le cinesi hanno la sede legale nelle Isole Cayman e tutte le statunitensi (ad eccezione di Microsoft) hanno la sede legale nello stato del Delaware" Che fa il paio con: "La tassazione in Paesi a fiscalità agevolata combinata con i crediti d’imposta sulle spese in ricerca e i benefici fiscali sui profitti delle società cinesi ad elevato impatto tecnologico hanno fatto sì che nel 2019 l’aliquota media delle multinazionali WebSoft risultasse del 16,4%, inferiore a quella teorica del 22,2% (di cui: 21% USA, 25% Cina, 30% Germania e 31% Giappone)" 2) Oltre la metà del fatturato di Amazon è generato dal retail, ma i margini più elevati provengono dai servizi web (cloud computing) 3) L’impennata della digitalizzazione: Microsoft ha precisato che la crescita registrata per l’Italia nell’uso di Microsoft Teams è stata del +775% (Italia sempre terreno di caccia di MS, vero?) 4) "Quota delle WebSoft sul totale delle multinazionali industriali mondiali pari all’8% del giro d’affari e al 7,1% della forza lavoro, ma sale al 15,6% degli utili e addirittura al 24,2% del valore di Borsa" Quest'ultimo dato è particolarmente interessante. Vuol dire due cose, o gli investitori stanno sopravvalutando le WebSoft o prevedono che nei prossimi anni il fatturato e soprattutto gli utili saliranno ancora di tanto. Per adesso è la seconda ipotesi a far testo tanto più che, come si evince dallo studio, la pandemia ha portato grossi guadagni alle WebSoft (tranne la "povera" Booking per ovvi motivi). They open the van’s back doors, and the whining sound of quadcopter drones crescendos. They flip a switch, and the drones swarm out like bats from a cave. In a few seconds, we cut to a college classroom. The killer robots flood in through windows and vents. The students scream in terror, trapped inside, as the drones attack with deadly force. The lesson that the film, Slaughterbots, is trying to impart is clear: tiny killer robots are either here or a small technological advance away. Terrorists could easily deploy them. And existing defences are weak or nonexistent. Some military experts argued that Slaughterbots – which was made by the Future of Life Institute, an organisation researching existential threats to humanity – sensationalised a serious problem, stoking fear where calm reflection was required. But when it comes to the future of war, the line between science fiction and industrial fact is often blurry. The US air force has predicted a future in which “Swat teams will send mechanical insects equipped with video cameras to creep inside a building during a hostage standoff”. One “microsystems collaborative” has already released Octoroach, an “extremely small robot with a camera and radio transmitter that can cover up to 100 metres on the ground”. It is only one of many “biomimetic”, or nature-imitating, weapons that are on the horizon. [...]

Borrowing the idea from Gottfried Wilhelm Leibniz, the Nooscope diagram applies the analogy of optical media to the structure of all machine learning apparatuses. Discussing the power of his calculus ratiocinator and ‘characteristic numbers’ (the idea to design a numerical universal language to codify and solve all the problems of human reasoning), Leibniz made an analogy with instruments of visual magnification such as the microscope and telescope. He wrote: ‘Once the characteristic numbers are established for most concepts, mankind will then possess a new instrument which will enhance the capabilities of the mind to a far greater extent than optical instruments strengthen the eyes, and will supersede the microscope and telescope to the same extent that reason is superior to eyesight.’4 Although the purpose of this text is not to reiterate the opposition between quantitative and qualitative cultures, Leibniz’s credo need not be followed. Controversies cannot be conclusively computed. Machine learning is not the ultimate form of intelligence. [...] This is generally known as the debate on bias in AI, but the political implications of the logical form of machine learning are deeper. Machine learning is not bringing a new dark age but one of diffracted rationality, in which, as it will be shown, an episteme of causation is replaced by one of automated correlations. Le linee guida sulle reti ad altissima velocità sono uno scempio.

Buonasera, pare proprio che cablare come si deve l'Europa non sia tra le priorità delle istituzioni che dovrebbero regolare questo mercato. Per loro il 5G è il futuro, il futuro! :-D Sia mai che col 5G (e con sciami di satelliti?) riusciamo a balzare in avanti nel DESI/Connectivity [1], per poi ritrovarci con una rete in fibra scarsa, poco diffusa e in balia delle guerre tra gestori. «Le linee guida sulle reti ad altissima velocità sono uno scempio. Ma forse c’è un motivo» di Francesco Vatalaro, 14 Ottobre 2020 https://www.ilfattoquotidiano.it/2020/10/14/le-linee-guida-sulle-reti-ad-al… --8<---------------cut here---------------start------------->8--- Pochi giorni fa il Berec, l’associazione dei regolatori europei, ha approvato le linee guida sulle reti Vhcn (Very High Capacity Network), ossia le reti ad altissima velocità che dovrebbero accompagnare gli Stati Membri verso la diffusione generalizzata di accessi a casa a 100 Mbps e la disponibilità di accessi fino a 1 Gbps in luoghi selezionati, come le scuole, gli ospedali e i punti ad alta frequentazione. Presentate in bozza a marzo scorso, forse anche a causa dell’emergenza pandemica, sono passate quasi inosservate nonostante che il loro impatto sugli investimenti nelle reti europee possa rivelarsi non solo rilevante ma persino distorsivo della concorrenza e delle graduatorie fra Paesi benedette da quello strampalato indicatore di policy detto Desi (Digital Economy Society Index.) Le linee guida considerano essenzialmente due tipologie di rete Vhcn, quella in fibra ottica (o assimilate) e quella fissa senza fili o Fwa (Fixed wireless access). Nonostante che l’obiettivo europeo sia fissato al 2025, nel primo caso si stabilisce, fin da subito, che per ottenere “il bollino di qualità” Vhcn nel Desi si debba fornire la velocità di 1 Gbps, mentre nel secondo caso di soli 150 Mbps. Non solo. Nel primo caso la velocità è stabilita ad un punto di distribuzione posto all’edificio, nel secondo alla stazione radiobase, senza nessuna prescrizione su quali standard si debbano adottare per servire il cliente (quindi, ad esempio, anche il buon Wi-Fi su frequenze libere e dunque disturbate va bene e pare che ci sia qualche “furbetto del quartierino” fra gli Stati Membri che così fa, risalendo zitto zitto le classifiche). Con uno scatto di orgoglio certamente apprezzabile la nostra Agcom pare si sia astenuta nella votazione finale sulle linee guida, dopo uno strenuo ma purtroppo inefficace corpo a corpo con il grigio burocrate austriaco che le ha coordinate. Ma favorire una tecnologia così poco performante è un danno al cittadino europeo e, in particolare all’Italia che per quanto criticabile non bara le carte, salvo che non si adegui d’ora in poi alla scelta deteriore di abbandonare le soluzioni cablate Ftth e Fttc che sono più costose ma più performanti del Fwa per allinearsi alla scellerata scelta europea. Vi chiederete perché l’Europa possa compiere un tale scempio mentre è a tutti noto che le infrastrutture digitali sono alla base della ripresa del Continente per superare la crisi del Covid-19. Una spiegazione ci sarebbe. Il piano della Gigabit Society lanciato in pompa magna dalla Commissione europea nel 2016 per il 2025, che assume come perni la fibra ottica e le altre tecnologie Vhcn per il fisso e il 5G per il mobile, è stato valutato con attenzione negli anni successivi (chissà perché non prima…) in relazione al fabbisogno economico necessario per realizzarlo: ad esempio nel 2019 la Banca Europea per gli Investimenti ha stimato un fabbisogno fra 300 e 400 miliardi di euro in Eu-28 e, al contempo, una capacità del sistema degli operatori di impegnarsi per non più di un terzo della somma necessaria. Un risultato a dir poco preoccupante che preluderebbe a forti e distorsivi investimenti pubblici. Sarà mai che il trucco di considerare Vhcn la tecnologia Fwa, meno performante e inadatta a progredire verso il Gigabit, non consenta ai superburocrati di Bruxelles di sostenere che sono stati bravi e che l’obiettivo sarà raggiunto? Per quanto riguarda i clienti europei, invece, la qualità che giungerà davvero a casa così facendo sarà spesso ben al di sotto di 100 Mbps, e per l’Europa tutta si sarà andati nel verso del gambero. Non c’è che dire, si profila un altro grande successo della Ue!
