Privacy Shield is up for review, and it’s not looking good

<http://www.irishtimes.com/business/technology/privacy-shield-is-up-for-revi…> Privacy Shield, the transatlantic data transfer agreement now used by more than 2,000 companies, comes up for its first annual review in September. This week, data protection authorities are already emitting warning growls. The 2016 agreement is the replacement for the weak and muddled EU/US Safe Harbour principles that were declared inadequate by the European Court of Justice (ECJ) in October 2015. [...] On Tuesday, the EU’s Article 29 Working Party (WP 29) – Europe’s data protection working group made up of national data protection supervisors and others – issued a statement outlining a letter it has sent to the commission. The WP 29 has an invited role in the review process and, as its letter makes clear, it intends to spend several days in the US soon on a fact-finding mission, talking to companies, US government representatives and civil society groups. Often shrugged off in the past for having more bark than bite, the WP 29 is now a far more influential group in the wake of those past ECJ rulings in which the justices essentially confirmed concerns the working group had stated for years. Now a weightier ethical watchdog, its contributory role in assessing Privacy Shield will make it a bellwether for indicating any serious problems. Spoiler alert: serious problems are expected. Not least as the group pointedly states that it reserves the right to issue its own independent report, in effect if it is not happy with the commission’s report or decisions. The WP 29 states several critical (and long-standing) areas of alarm in its letter to the commission, some already voiced in an opinion on the newly-minted Privacy Shield way back in pre-Trump era April 2016 (http://ec.europa.eu/justice/data-protection/article-29/press-material/press…) Post-Trump, some ill winds are blowing. In the Tuesday statement, the group flags an intention to examine both commercial and law enforcement/security access to, and management of, EU data. [...]

This phenomenon is known as “Big Data”. *Big Data can profoundly change the world we live in, bringing disruptive innovations in fundamental sectors such as science and economy*, and even a revolution in the way we conduct our lives and we perceive it. Formerly, he has been research fellow in the Software and System Engineering Department at Technische Universität München (Germany) and junior scientist at Fraunhofer Center for Experimental Software Engineering (MD, USA). He holds a PhD in Information and System Engineering from Politecnico di Torino (Italy). He is specialised in empirical methodologies and statistical analyses, applying such an empirical epistemological approach to study the impact of technology on society. After working for a few years on methodologies to improve the quality of software and data, he recently steered his research on how to transfer technological innovations to industry and public institutions. appello ai comuni: condividete il vostro software

Tra i tanti comuni italiani che sono stati chiamati al voto l'11 giugno uno ha la particolarità di averlo fatto per la prima volta. Mappano, in provincia di Torino, è stato promosso dallo status di "frazione" a quello di "comune" solo nel 2013, ed ha ora per la prima volta eletto un proprio consiglio comunale. Cui spetta il non facile compito di costruire una nuova amministrazione da zero, ma con la rara opportunità di poterlo fare senza vincoli pregressi. Il neo eletto Consiglio ha la necessità di allestire una propria infrastruttura informatica e di dotarsi di servizi digitali, sia per i cittadini che per il suo stesso funzionamento interno, ed in ossequio delle linee guida del Codice di Amministrazione Digitale ha deciso di adottare soluzioni libere ed opensource e riusare quanto già sviluppato da altre amministrazioni simili. Il lodevole intento è purtroppo ostacolato dalla mancanza di informazioni e riferimenti: a distanza di 11 anni dalla pubblicazione del suddetto Codice risulta ancora difficile, se non impossibile, reperire soluzioni libere e riusabili specifiche per la PA. Il Catalogo Nazionale dei Programmi Riutilizzabili, oggi in carico all’Agenzia per l'Italia Digitale, è scarsamente curato ed in massima parte riporta riferimenti ad applicazioni proprietarie o non più reperibili, né esiste una rete - ufficiale o ufficiosa - di soggetti cui rivolgersi. Il Comune di Mappano, insieme ad Italian Linux Society, lancia dunque un appello a tutti i comuni per raccogliere soluzioni ad-hoc per l’amministrazione: protocollo, anagrafe, gestione personale, servizi demografici e finanziari. http://www.linux.it/comune-from-scratch I comuni italiani con meno di 10.000 abitanti, e dunque con risorse e competenze interne troppo modeste per potersi autonomamente e rapidamente dotare di una completa struttura digitale, sono 6.700 su un totale di 8.000: obiettivo dell'iniziativa è quello di indicizzare in modo più efficace e conveniente il patrimonio software di pubblica utilità in uso e renderlo più facilmente accessibile a queste realtà, nonché di dare supporto tecnico ai comuni che hanno internamente implementato le proprie soluzioni e vogliono condividerle con gli altri. -- Roberto Guido http://www.madbob.org/

People are getting sick of working in the “sharing” economy

We may have already reached peak “sharing” economy.Average monthly earnings on “labor” platforms such as Uber, which use technology to match workers (like drivers) to people who need a service (like riders), peaked in June 2014, according to new data from the JPMorgan Chase Institute, the research arm of JPMorgan Chase. On “capital” platforms such as Airbnb, which help people rent out assets like a car or spare room, the share of US adults participating has declined from the previous year.On both types of online platforms, wages are growing more slowly as is overall participation.
