For a well-functioning market for blockchain applications to emerge, these have to be able to compete with current systems. Blockchain services need a legal definition and should be compliant with rules and regulation. The successful candidate will hold the Digital Innovation Chair financed by Google. The Chair is based in the Department of European Economics Studies in Bruges. We are looking primarily for a specialist on the economics of digital technologies and policies, who has multidisciplinary interests and track record. However, specialists from related disciplines are also encouraged to apply as the Chair will not focus exclusively on economic issues. Minimum requirements: * an appropriate academic qualification; * several years of university-level teaching experience in the field; * a substantial publication record in the field; * a very good command of English and French; * well established contacts with European institutions, business and other actors in the field. Tasks include: * teaching a Master's level optional course (30h, second semester) on digital innovation and digital policies in the European Economic Studies Programme in Bruges; * supervising Master's theses in the field; * research and publications in the field; * organising – also in cooperation with the other Departments of Studies of the College in Bruges and in Natolin - conferences and guest lectures on digital innovation and policies; * being present in Bruges on a regular basis. The College offers the following conditions: * a part-time contract under Belgian law (50%) of a three-year period; * half-time Research Assistant to help the Chair holder with research, teaching and dissemination activities; * an international working environment; * accommodation in Bruges; * round-trip travel between the European country of residence and the College. *Facebook and Falsehood* By Henry Farrell January 15, 2017 After the election, many people blamed Facebook for spreading partisan — and largely pro-Trump — "fake news," like Pope Francis’s endorsement of Trump, or Hillary Clinton’s secret life-threatening illness. The company was assailed for prioritizing user "engagement," meaning that its algorithms probably favored juicy fake news over other kinds of stories. Those algorithms had taken on greater prominence since August, when Facebook fired its small team of human beings who curated its "trending" news section, following conservative complaints that it was biased against the right. Initially, Facebook denied that fake news could have seriously affected the election. But recently it announced that it was taking action. The social-media giant said it would work with fact-checking organizations such as Snopes and Polifact to identify problematic news stories and flag them as disputed, so that people know that they are questionable. It will also penalize suspect stories so that they are less likely to appear in people’s news feeds. In each instance — the decision to remove human editors in August and the recent decision to use independent fact-checkers — Facebook has said that it cannot be an arbiter of truth. It wants to portray itself as a simple service that allows people and businesses to network and communicate, imposing only minimal controls over what they actually say to one another. This means that it has to outsource its judgments on truth — either by relying on "machine learning" or other technical approaches that might identify false information, or by turning to users and outside authorities. Progetto "Copyright for Education" (Communia) e lettera al Parlamento Europeo

Segnalo il Progetto "Copyright for Education <http://www.communia-association.org/c4ed/>” portato avanti da Communia. Dal sito: The aim of COMMUNIA’s project Copyright for Education is twofold. First, we will continue legal research on educational exceptions and limitations, based on the research done by Teresa Nobre. With the aim of providing reliable evidence to COMMUNIA and other stakeholders that wish to engage in discussions concerning the European Commission plans to make legislative proposals on the EU exception for “illustration for teaching”. This legal research will map the fragmented landscape of copyright rules in Europe. This enables us to see how copyright restricts teachers in doing what they do best. Secondly, we will conduct research on modern educational practices with relation to copyright. The digital era has created many opportunities for teachers to teach their students in new and engaging ways. We will interview teachers in different members states of the European Union that use digital technology in their classes to understand which outdated legal rules limit modern, innovative education. The outcomes of this research will help us understand what an education exception should encompass.
