Police and Tech Giants Wrangle Over Encryption on Capitol Hill WASHINGTON — Cyrus R. EU commission proposes facial recognition for refugees

In its attempts to bring the refugee crisis to heel, the European Commission wants to expand its fingerprint database, introduce facial recognition software, store the information for even longer than before and include minors in the process. The EU is planning wholesale changes to the bloc’s asylum law. In addition to a “fairer” distribution system for refugees and an extension of border controls within the Schengen area, the Eurodac fingerprint database, which is currently used to identify asylum seekers and irregular migrants, is to be enlarged. The system is set to be supplemented with facial recognition software and personal data will be stored for a longer period of time, with the aim of ensuring that irregular migrants stay on the authorities’ radar; the information of underage refugees will also be kept. The upgrade will cost some €30 million. [...] Besides increasing the amount of time data can be stored, from 18 months to five years, border authorities will be allowed to use facial recognition tools as well. The scheme insists that police and border guards will be able to establish the identity of people more efficiently and quickly using the specialist software. In the Commission’s view, fingerprint collection is no longer sufficient, as third country nationals often use means “to deceive” the curent system. For example, the US in 2014 experienced the largest measles outbreak in nearly a generation, which led to the passing of the nation's most conservative vaccine legislation, eliminating the personal belief exemption in California. Research has identified online misinformation about vaccines as one of the risk factors for this outbreak. Through three big data case analyses on water fluoridation, the Ebola epidemic, and childhood vaccinations, we analyze the influence of scientific evidence and the influence of “social proof,” a form of imitation where individuals ascribe to the behavior of others in order to resolve uncertainty. Our work aims to answer the question, how can we employ network science to develop social communication strategies for public health that build on the strengths and opportunities provided by today's Internet? In other words, instead of asking "How can we share our message with our target audience?" should we be asking "How can our target audience share our message?" About Brittany Dr. Brittany Seymour is an Assistant Professor at Harvard School of Dental Medicine. She holds a full-time appointment in the Department of Oral Health Policy and Epidemiology and the Office of Global and Community Health. She earned her Doctor of Dental Surgery degree from the University of Colorado School of Dental Medicine and completed her Masters in Public Health from Harvard School of Public Health with a concentration in Global Health and Population. Her overall research focus is in interdisciplinary approaches for oral health improvement at the global level through prevention, policy, and health promotion. She has held Fellowships at the Harvard Global Health Institute and the Harvard Berkman Center for Internet and Society, and conducts funded research on how misinformation online impacts important public health programs such as community water fluoridation and childhood vaccinations. She is a member of the American Public Health Association and the American Association of Public Health Dentistry where she holds a position with the Council on Practice. She is the Director of the Consortium of Universities for Global Health’s Global Oral Health Interest Group and was a contributing author to the FDI World Dental Federation’s Oral Health Atlas 2nd Edition. Dr. Seymour has won numerous honors and awards, including the Award for Community Dentistry and Dental Public Health and the Herschel St. Horowitz scholarship by the American Association of Public Health Dentistry, and an Outstanding Achievement in Teaching Award from HSDM.

This is the troubling truth about information workers in Silicon Valley and around the world, who find themselves “automated” by the gig economy — not just clickworkers on Mechanical Turk and drivers on Uber, but even “inside” the biggest and most established companies on the plant. It also is a dangerous tendency for the kind and scale of information projects that tech companies are willing to take on, without having the infrastructure and personnel to adequately support them. It is not uncommon now for a company to debut a new feature or service, only weeks in development and supported only by its design team, with the assumption that it can quickly hire and train a team of independent, hourly workers. Not only does this put a huge onus on those workers, but it means that, if the service finds users and begins to scales up quickly, little preparation was in place, and the overworked team must quickly make some ad hoc decisions about what are often tricky cases with real, public ramifications." -- Antonio A.
