il CONI disapplica (deliberatamente) la legge sulla fattura elettronica

Il CONI di autoconcede una proroga di qualche mese sulla fatturazione
elettronica, decidendo di disapplicare una legge dello stato in vigore
da 8 anni.
E' ora di finirla con i casi in cui le leggi sono cogenti solo per i
cittadini e non per le pubbliche amministrazioni.

learn, and debate without being monitored and recorded. Americans have
long cherished this freedom, but author Neil Richards says it's being
threatened by pervasive online tracking of digital habits and social
media discussions. /

Privacy may be one of the biggest casualties of the Digital Age. If it's
not the government that's storing records of cellphone calls, it's
advertisers tracking our every online clicks. While limiting government
and corporate snooping is now a matter of heated debate, the notion of
guarding intellectual privacy has yet to generate much fuss.
Yet, according to Neil Richards, this basic American value to "read and
think freely without surveillance" is in peril. Without it, he said,
we'll become less willing to test new ideas, challenge common
assumptions, and engage in rigorous debate. I recently spoke to Mr.
Richards, a professor of law at Washington University, about his new
book, "Intellectual Privacy: Rethinking Civil Liberties in the Digital
Age."

Caro Arturo,
Prima di tutto mi dispiace per i problemi di salute, che spero si risolvano
presto.
Grazie per gli articoli, che parlano di questioni che seguo da molto vicino
("ce campo" :). Sicuramente sarebbe interessante dibattere sull'attuale
forma del CISA e sulla causa contro l'NSA, ma mi sfugge la connessione
diretta con l'ordine esecutivo di cui stavamo parlando.
Spero riusciremo a discuterne in maniera più estesa quanto prima.

Il GARR cerca di intervenire in tutti i modi possibili, ma bisogna
tenere conto che il GARR è un consorzio tra Università ed enti di
ricerca, i quali condividono tra loro i costi di infrastruttura e servizi.
Per il collegamento delle scuole il GARR non riceve alcun contributo dal
MIUR, pertanto i costi ricadono attualmente sulle scuole stesse.
Il GARR offre accessi alle scuole da un minimo di 100Mbps simmetrici, a
seconda del tipo di collegamento fisico disponibile.
In alcuni casi il GARR cerca di sfruttare finanziamenti da altre fonti,
es. fondi europei infrastrutturali, per realizzare i collegamanenti,
come sta avvenendo col progetto GARR-X Progress in 4 regioni del sud.
La regione Emilia Romagna sta intervenendo tramite Lepida, anche se le
scuole non sarebbero di competenza della regione.
In altri casi, come si sta facendo a Pisa, il cablaggio sta venendo
realizzato attraverso una collaborazione tra Università, Comune e Provincia.
In sostanza, per il momento bisogna ingegnarsi, in attesa di un vero
piano generale.
Aggiungo poi la solita considerazione che la rete è solo un fattore
abilitante, ma non è la soluzione.
BTW, vi racconto un episodio indicativo della situazione.
Pochi giorni dopo che avevamo realizzato il collegamento in fibra con
uno dei licei di Pisa, per il brutto tempo è crollato un controsoffitto,
rendendo inagibile per mesi il piano dove si trovano le aule informatiche.
