Non ha l'arroganza di essere "la formula" ma, piuttosto, un punto di ancoraggio su cui imbastire la discussione. Le variabili sono: - (P)robabilità che il dataset venga usato - (B)enefici che l'apertura del dataset può dare - (D)overi, in realtà inteso più come "impatto globale" o "nell'ecosistema" - (C)osti necessari per aprire i dati Per ciascuna di queste variaibli sono visti poi i fattori Esempi per P: uso di standard, incentivi, adesione al quadro giuridico ecc... per B: ritorno sulla qualità del dato, la combinazione con altri dati ecc... per D: il dovere verso i cittadini, la responsabilità sociale per una azienda ecc.. per C: costi operativi, costi aziendali, rischi ... Il tutto si riassume così P x B + D > C Qualsiasi aumento di P,B o D ed una diminuzione di C faranno in modo che l’apertura dei dati porterà a maggiori benefici. In an historic 3-2 vote, the Federal Communications Commission said it would change the way the nation’s internet service providers are regulated. For net neutrality advocates the vote is a major victory; for the nation’s internet service providers, a rebuke. “The internet is the most powerful and pervasive platform on the planet,” said FCC Tom Wheeler during a public meeting ahead of the vote. “It’s simply too important to be left without rules and without a referee on the field.” The 317 page order, entitled Protecting and Promoting the Open Internet, will take effect 60 days after it is published in the Federal Register, a process that’s expected to take several weeks. L'organo di regolazione delle comunicazioni Statunitensi ha deciso oggi in tarda serata sulla net neutrality. Le proposte del Presidente Tom Wheeler ( fortemente richiesta, con un endorsement senza precedenti da Barack Obama) sono state approvate e prevedono l'impossibilità per i fornitori della banda larga di bloccare o rallentare il traffico web. Le stesse norme prevedono la riclassificazione del broadband come servizio pubblico, sottoponendo il servizio stesso ad una normativa più stringente. --- Questa e-mail è stata controllata per individuare virus con Avast antivirus. http://www.avast.com

*One in four students uses social media to contact university staff* 26 February 2015 | By Chris Parr /More than a quarter of university students now use social media to contact their lecturers// / This is according to a survey by the education technology charity Jisc, which found that 27 per cent of students are now using social networking sites to get in touch with their tutors. Some 500 students took part in the research, which found that among those who do communicate with lecturers online, Facebook is by far the most popular channel (85 per cent). Just over a third (36 per cent) said they used Twitter, and nearly a quarter (23 per cent) used the messaging application What’sApp. The survey also suggested that 32 per cent of students say technology played a part in their choice of university, and that more than a quarter (28 per cent) use their smartphones to edit university essays.
