Difference engine *Say hello to the Ubernet** * /Net neutrality is the least of the internet’s problems /Oct 20th 2014 | LOS ANGELES | Science and technology THE decade-long debate in America over “net neutrality”—the assumption that all internet traffic, no matter its origin or purpose, should be treated equally—is inching towards some form of compromise. Internet service providers (ISPs) like Verizon, AT&T, Comcast and Time Warner Cable are adamant that the internet should remain free of regulations that would bar them from limiting or charging bandwidth-hogging users such as Netflix and YouTube. During the prime-time hours of 6pm to 10pm, these two popular websites for streaming video account for half of all internet traffic in America. On the other side of the acrimonious debate, open-internet activists have bombarded the Federal Communications Commission (FCC) with demands that the ISPs be prevented from doing anything that would erode the practice of treating all data packets travelling over the internet—whether for text, speech or video—the same for all comers. Without such provisions, they fear, two internets might emerge: a fast lane for content providers willing to pay for first-class service; and a slow lane for everyone else. They argue that, unable to afford the internet’s fast lanes, start ups and other innovators might not be able to compete effectively with established web giants—and that could hobble innovation. There is a good deal of mythology associated with the internet. One mistaken impression is that net neutrality is a hallowed principle espoused by the internet’s founding fathers. That is definitely not the case. Indeed, Vint Cerf, the most famous of the internet’s original developers, recently told the Washington Post that neither he nor any of his colleagues at the time ever said all packets of data should be treated equally. Today, in many parts of the globe, the penetration of mobile computers has overtaken the number of traditional personal computers. This trend and the always-on nature of these devices have resulted in increasing concerns over the intrusive nature of these devices and the privacy risks that they impose on users or those associated with them. In this paper, we survey the current state of the art on mobile computing research, focusing on privacy risks and data leakage effects. *"Law is Code: A Software Engineering Approach to Analyzing the United States Code"* written in collaboration with William Li, Pablo Azar, and Andrew Lo of MIT CSAIL and Berkman Alumnus Phil Hill. Abstract: The agglomeration of rules and regulations over time has produced a body of legal code that no single individual can fully comprehend. This complexity produces inefficiencies, makes the processes of understanding and changing the law difficult, and frustrates the fundamental principle that the law should provide fair notice to the governed. In this article, we take a quantitative, unbiased, and software-engineering approach to analyze the evolution of the United States Code from 1926 to today. Software engineers frequently face the challenge of understanding and managing large, structured collections of instructions, directives, and conditional statements, and we adapt and apply their techniques to the U.S. Code over time. Our work produces insights into the structure of the U.S. Code as a whole, its strengths and vulnerabilities, and new ways of thinking about individual laws. For example, we identify the first appearance and spread of important terms in the U.S. Code like "whistleblower" and "privacy." We also analyze and visualize the network structure of certain substantial reforms, including the Patient Protection and Affordable Care Act (PPACA) and the Dodd-Frank Wall Street Reform and Consumer Protection Act, and show how the interconnections of references can increase complexity and create the potential for unintended consequences. Hungary plans new tax on Internet traffic, public calls for rally

(Reuters) - Hungary plans to impose a new tax on Internet data transfers, a draft 2015 tax bill submitted to parliament late on Tuesday showed, in a move that could hit Internet and telecoms providers and their customers hard. The draft tax code contains a provision for Internet providers to pay a tax of 150 forints (37 pence) per gigabyte of data traffic, though it would also let companies offset corporate income tax against the new levy. Within hours of the tax provision being published over 100,000 people joined a Facebook group protesting the levy, which they fear providers will pass on to them. Per questo la nostra priorità adesso deve essere l’Etica* /Luciano Floridi/ Il 7 e 8 ottobre la Commissione Europea, con la partecipazione delle autorità portoghesi e il sostegno della Champalimaud Foundation, ha organizzato a Lisbona una conferenza di alto livello intitolato “The Future of Europe is Science”. Il Presidente della Commissione Europea, il portoghese José Manuel Barroso, ha inaugurato l’incontro. E io ho avuto l’onore di presentare uno dei discorsi di apertura. L’obiettivo esplicito della conferenza era duplice. Da un lato provare a fare un bilancio delle conquiste in scienza, ingegneria, tecnologia e innovazione durante gli ultimi dieci anni. Dall’altro esaminare le potenziali opportunità future che questi quattro elementi potrebbero portare in Europa, sia in termini economici (crescita, lavoro, nuove opportunità per le imprese) che in termini di benessere (benessere individuale e anche nel suo insieme). Uno degli aspetti più interessanti era la presentazione dell’ultimo rapporto intitolato “Il futuro dell’Europa è la scienza”, promosso dallo STAC, ovvero The PresidentScience and Technology Advisory Council. La relazione affronta interrogativi di grande rilievo: Come manterremo la salute? Come vivremo, impareremo, lavoreremo, e interagiremo nel futuro? Come produrremo e consumeremo e come gestiremo le risorse? Inoltre cerca anche di proporre uno schema sulle sfide principali che l’Europa dovrà affrontare nell’arco dei prossimi quindici anni. E’ ben scritto, chiaro, basato sui fatti e convincente.
