Interview with Manuel Castells *"The popular uprisings in the Arab world perhaps constitute the most important internet-led and facilitated change"* February 2011 / By Jordi Rovira The media has spent weeks concentrating first on Tunisia and now on Egypt. The popular uprisings which followed the sacrifice of the young Tunisian Mohamed Bouazizi soon led to the downfall of dictator Ben Ali and, like a stack of dominoes, the ousting of president Hosni Mubarak, opening up a democratic process in the country. Demonstrators also took to the streets in Yemen, Algeria and Jordan. What we are seeing is the Arab world rising up, calling for greater levels of freedom from its respective regimes. New technology plays a fundamental, even key, role throughout this process, particularly social networks which enable people to by-pass the prevailing censorship. In light of these historical events, Manuel Castells, university professor of Sociology and Director of the Internet Interdisciplinary Institute at the Universitat Oberta de Catalunya (Open University of Catalonia, UOC), reflects on what is happening and provides keys to understanding a citizens' movement which is exploiting fully the new communication channels available to it. *The spontaneous social movements in Tunisia and Egypt have caught political analysts on the hop. Caro Paolo, (questa mail non rappresenta una posizione ufficiale della Commissione Europea) sinceramente sono piu` confuso di te. La Commissione, sulla base di un'analisi effettuata dai servizi della Commissione, ha segnalato alcuni rilievi all'Ungheria. Quest'ultima ha effettuato/effettuera` delle modifiche alla famigerata legge (confesso che non so quale sia la situazione in questo preciso istante). Sulla base di queste modifiche, la Commissione valutera` se/come procedere. In tutto questo, credo sia importante sottolineare che la Commissione puo` entrare nel merito delle legislazioni nazionali solo nella misura in cui esse siano in conflitto con l'acquis dell'Unione Europea. I rilievi passati, presenti e futuri della Commissione devono essere letti in quest'ottica. In altre parole, a differenza del Parlamento Europe che prende posizioni "politiche" rispettabilissime, la Commissione si muove entro dei paletti a volte molto stretti. Per esempio, molte delle questioni sollevate durante le discussioni sulla legge ungherese, come per esempio la composizione del "media council", non sono normate dalla Direttiva di riferimento, la Direttiva sui Servizi Media Audio-Visuali (votata nella sua forma attuale dagli Stati Membri e dal Parlamento Europeo, giova ricordarlo). But they truly survive as black marks on a page, otherwise known as scores. Now a Web site founded five years ago by a conservatory student, then 19 years old, has made a vast expanse of this repertory available, free. The site, the Internet Music Score Library Project, has trod in the footsteps of Google Books and Project Gutenberg and grown to be one of the largest sources of scores anywhere. It claims to have 85,000 scores, or parts for nearly 35,000 works, with several thousand being added every month. That is a worrisome pace for traditional music publishers, whose bread and butter comes from renting and selling scores in expensive editions backed by the latest scholarship. More than a business threat, the site has raised messy copyright issues and drawn the ire of established publishers. The site (imslp.org <http://imslp.org>) is an open-source repository that uses the Wikipedia <http://topics.nytimes.com/top/news/business/companies/wikipedia/index.html?…> template and philosophy, "a visual analogue of a normal library," in the words of its founder, Edward W. Guo, the former conservatory student. Volunteers scan in scores or import them from other sources, like Beethoven House <http://www.beethoven-haus-bonn.de/sixcms/detail.php?template=portal_en>, the museum and research institute in Bonn, Germany. Other users oversee copyright issues and perform maintenance. Quality control --- like catching missed pages --- is also left to the public. "It's completely crowd sourced," Mr. Guo said. The site has recently begun adding recordings. And through a partnership with a freelance musician in Indiana who runs a publishing business, it offers low-cost, on-demand printing of the music, often at a tiny fraction of the cost of standard editions. The prices of major publishing houses range widely depending on the number of instruments in the work or its length. A set of parts for a mainstream string quartet, for example, can run from $30 to $50. The score library project has turned classical music into the latest wrestling mat for conventional information purveyors --- newspapers, book publishers, record companies --- and the new digital forces, like Apple, e-book sellers, music-sharing sites and Mr. Guo, now a 24-year-old Harvard <http://topics.nytimes.com/top/reference/timestopics/organizations/h/harvard…> law student. Salve! Sono un po' confuso sugli ultimi avvenimenti concernenti la legge sui media ungherese. Dopo le dichiarazioni del Commissario Kroes questo mi sembra un cambiamento di rotta che smentisce quanto era stato promesso alla Vice Presidente della Commissione: <http://www.techdirt.com/articles/20110221/02285613183/european-commission-c…> ma ci sono alcune contraddizioni. C'è per caso qualcuno vicino ad INFSO o con contatti in Ungheria che possa dare qualche chiarimento? Ciao, Paolo

consultazione publica su revisione Convenzione 108/81

Dal sito del Garante Privacy: In occasione del "Data protection day" il Consiglio d'Europa ha lanciato una consultazione pubblica sul processo di revisione della Convenzione 108/1981 sulla protezione delle persone rispetto al trattamento automatizzato di dati di carattere personale. La Convenzione 108 rappresenta uno strumento vincolante di diritto internazionale per più di 40 paesi e ha avuto una forte influenza sull'adozione di normative e policy in materia di protezione dei dati anche al di fuori dei confini europei. Come sta avvenendo per l'Ocse e per l'Ue, anche nell'ambito del Consiglio d'Europa, si è avvertita l'esigenza di verificare se, a trent'anni dalla loro approvazione, i principi della Convenzione 108 siano ancora in grado di fornire un'adeguata tutela per i diritti delle persone alla luce delle sfide che le nuove tecnologie hanno lanciato.
