La Coalizione Internazionale della Società Civile discuterà degli Standard Globali della Privacy

FYI: La Coalizione Internazionale della Società Civile discuterà* degli Standard Globali della Privacy* Madrid, 3 novembre 2009 ‘The Public Voice’, la più grande coalizione mondiale della società civile, organizzerà una conferenza a Madrid, Spagna, il 3 novembre 2009, per discutere degli ‘Standard Globali della Privacy in un Mondo Globale’. La conferenza si svolgerà in coordinazione con la 31ª Conferenza Internazionale Annuale dei Garanti della Privacy e della Protezione dei Dati. Interverranno alla conferenza sia alcuni fra i principali attivisti ed esperti della comunità accademica, della protezione dei consumatori e dei diritti digitali e del sindacato, sia funzionari pubblici e rappresentanti del settore privato. Insieme, discuteranno su come mantenere alto l’interesse della comunità globale riguardo ai temi della privacy, e su come promuovere la partecipazione della società civile nei processi decisionali che hanno come obiettivo l’adozione di migliori standard globali di protezione della privacy e dei dati personali. La conferenza inizierà con la rassegna sia dei più recenti sviluppi riguardo la privacy e la protezione dei dati, sia delle principali campagne di attivismo. Stavros Lambrinidis, Vice-Presidente del Parlamento Europeo, è stato inviato a commentare i principali sviluppi in questo campo. La conferenza tratterà anche delle sfide attualmente poste dalle nuove tecnologie e dal alcune pratiche economiche: rappresentanti della società civile e del settore privato discuteranno le implicazioni per la privacy di pratiche quali il ‘cloud computing’ e i motori di ricerca internet. Verranno inoltri discussi i flussi transnazionali di dati nel settore pubblico e privato, dai dati dei passeggeri aerei e le transazioni finanziarie, al sub-appalto di dati personali. Durante l’ultima sessione della conferenza sarà presentata la ‘Dichiarazione di Madrid della Società Civile sugli Standard Globali’. La dichiarazione sarà discussa da funzionari responsabili della protezione dei dati personali dell’OCSE, del Gruppo di Lavoro Articolo 29 dell’UE, degli Stati Uniti e del Canada. Peter Hustinx, Garante Europeo della Protezione dei Dati, chiuderà la conferenza presentando alcune osservazioni finali. La conferenza è patrocinata dall’Agenzia Spagnola di Protezione dei Dati Personali, ed è gratuita per tutti i partecipanti. Una riflessione per la crescita di forme di auto-organizzazione della società . http://www.sistemapiemonte.it/innovazionetecnologia/osservatorioICT2007, Indicazioni per i governi delle reti Vanno, quindi, individuati meccanismi istituzionali di governo delle reti all'interno di un progetto di sviluppo locale, tali da consentire di superare l'esclusione, le frammentazioni e governare l'eterogeneità. L’obiettivo e la sfida consistono nell'individuare le modalità per indurre ad un gioco cooperativo di lungo periodo attori tecnologici, economici e istituzionali Elinear Ostrom nel suo libro, Governing the commons, individua i seguenti meccanismi istituzionali che possono essere applicati alla crescita di reti sociali e tecnologiche per lo sviluppo dei servizi sociali, di impresa. e, più in generale, per le reti che riorganizzano e facilitano la vita quotidiana (Ostrom,1 992). Esse sono : 1. individuazione dei confini del gruppo; 2. regole che governano l'uso dei beni collettivi che tengano in considerazione le condizioni e le necessità locali; 3. capacità di partecipazione per valutare e programmare le regole che hanno un impatto sulla loro condizioni; 4. sistemi di monitoraggio dei comportamenti dei gruppi della comunità. I membri della comunità devono sottostare ai sistemi e alle regole di controllo, sistemi che devono prevedere regole e sanzioni; 5. meccanismi di partecipazione che consentano la possibilità di accedere a meccanismi di risoluzione dei conflitti poco costosi. In particolare diventano sempre più necessarie specifiche forme di sostegno istituzionale come indirizzi di regolazione per la strutturazione delle reti . Infatti favorire la crescita di networks sociali aperti che interagiscono fra loro, con le istituzioni pubbliche e con il mondo esterno è una opoccasione per lo sviluppo di un capitale sociale e umano e economico.. Dalle ricerche sulle comunità locali e dalle ricerche sulle reti civiche si possono fornire alcune indicazioni per individuare i canali attraverso i quali il capitale umano e sociale si possono sviluppare a) incrementare i flussi di informazione (lavoro, delibere, procedure amministrative, scambio di idee e conoscenze); b) stimolare lo sviluppo di regole di reciprocità (mutuo aiuto e mutua informazione). Le forme di reciprocità possono orientarsi in modo specifico o generalizzato. Nel primo caso si sviluppano all'interno di gruppi omogenei, caratterizzati dalla somiglianza; nel secondo collegano reti con caratteristiche non omogenee; c) considerare positivamente le azioni collettive. L'azione collettiva è collegata alle reti sociali, ma l'azione collettiva può dare origine a nuove reti; d) incrementare le interrelazioni fra le reti sociali . La sfida è quella di ristabilire la rappresentanza dei cittadini a tutti i livelli della società. Una funzione importante la svolge, quindi, la politica, ma non quella con la P maiuscola, bensì politiche in grado di adeguare la tecnologia alle condizioni di contesto. In questo compito i governi regionali e locali, meno distanti del governo nazionale dai contesti territoriali, sono maggiormente in grado di definire pogetti e interventi finalizzati e adeguati meccanismi istituzionali di regolazione (Lowi, 1974).
