Scuse per traffico eccessivo

Cari Amici, mi scuso di aver incoraggiato a generare un po' troppo traffico sulla lista [nexa] oggi: alcuni degli iscritti a questa lista sono giustamente interessati a ricevere aggiornamenti sulle attività del centro e news rilevanti, ma meno a questioni organizzativo/operative. Carolina, Ho fatto una traduzione in francese con un addattamento per essere piu vicino à la leggà HADOPI et piu precisa. Sarà publiccata in Libération / Ecrans se non sono banditi dello stampato primo. Philippe Une modeste proposition : la riposte graduée pour l'écrit sur papier Le Parlement Français a adopté hier une loi créant un système de riposte graduée en 3 étapes aboutissant à exclure de l'internet ceux qui sont accusés d'avoir commis ou laissé se commettre trois fois une violation du droit d'auteur. Cette idée est si bonne qu'elle mérite d'être appliquée également à d'autres médias. Voici donc une modeste proposition d'extension de la riposte graduée aux écrits sur papier. Le système proposé est la simplicité même. Le gouvernement mettra en place un registre des auteurs ou complices de contrefaçons. Chacun pourra adresser une plainte aux gestionnaires du registre, affirmant que quelqu'un viole leur droit d'auteur sur un texte écrit. Si le registre gouvernemental reçoit trois plaintes concernant la même personne; cette personne sera bannie pendant un an de l'usage de l'écrit. Comme dans le cas de l'internet, le bannissement s'appliquera à la fois à la lecture et à l'écriture, y compris celles qui sont de nature informelle : une personne bannie ne pourra plus rien écrire ou lire pendant un an. Quelques opposants systématiques prétendront peut-être que le bannissement de l'écrit physique sera difficile à mettre en œuvre et que l'exclusion de toute communication écrite sur la base de simples accusations pose quelques problèmes mineurs en matière de procédure équitable et de liberté d'expression. Mais si ces questions ne nous arrêtent pas dans l'univers de l'internet, pourquoi devraient-elles bloquer notre proposition ? Bien sûr, s'ils sont bannis de l'écrit, quelques élèves se trouveront dans l'impossibilité de faire leur travail scolaire, quelques adultes éprouveront certaines difficultés dans leur vie quotidienne et divers perturbateurs ne seront plus autorisés à participer au débat politique ou même à le suivre. Cela les fera peut-être réfléchir la prochaine fois qu'ils s'apprêteront à commettre ou à laisser se produire une contrefaçon du droit d'auteur. En bref, la riposte graduée est une idée tout aussi bonne pour l'écrit sur papier que pour l'internet. Quel sera donc le premier pays à l'adopter ? Lorsque la riposte graduée sera en place pour l'écrit sur papier, nous pourrons l'appliquer à d'autres médias en créant une riposte graduée pour les ondes sonores et pour les ondes lumineuses. Ces médias sont trop importants pour qu'on les laisse sans protection.
