The rate of global investment in AI is rocketing, as companies and countries invest in what has been described as a new arms race. The Californian company Nvidia, which dominates the market in the chips needed for AI, has become the most valuable in the world <https://www.independent.co.uk/news/business/nvidia-shares-earnings-jensen-h…>. The trend has been dubbed an “AI frenzy”, with the components described by analysts as the “new gold or oil”. Everyone is getting in on the act, and politicians are desperate to stake their countries’ claim as global leaders in AI development. Safeguards, equitable access and sustainability are falling by the wayside: when countries gathered for the Paris AI summit in February 2025 <https://www.theguardian.com/technology/2025/feb/14/global-disunity-energy-c…> and produced an international agreement pledging an “open”, “inclusive” and “ethical” approach to AI, the US and the UK refused to sign it <https://www.theguardian.com/technology/2025/feb/11/us-uk-paris-ai-summit-ar…>. It is worth asking who is benefiting from this headlong rush, and at whose expense. One developer, who only goes by the name Lore in their communications with the media, described the open-source release of the large language model (LLM) Llama as creating a “gold rush-type of scenario <https://www.yahoo.com/news/meta-openai-spawned-wave-ai-140000660.html>”. He used Llama to build Chub AI, a website where users can chat with AI bots and roleplay violent and illegal acts. Or they can “chat” with a range of characters, including Olivia, a 13-year-old girl with pigtails wearing a hospital gown, or Reiko, “your clumsy older sister” who is described as “constantly having sexual accidents with her younger brother”. This million-dollar money generator is just one of thousands of applications of this new technology that are re-embedding misogyny deep into the foundations of our future. On other sites men can create,**share and weaponise fake intimate images**to**terrorise women and girls. Already, you can buy a self-warming, self-lubricating or “sucking” model: some manufacturers have dreamed up a “frigid” setting that would allow their users to simulate rape. Millions of men are already using AI “companions <https://www.bbc.co.uk/future/article/20241008-the-troubling-future-of-ai-re…>” – virtual girlfriends, available and subservient 24/7, whose breast size and personality they can customise and manipulate. Meanwhile, generative AI, which has exploded in popularity <https://www.reuters.com/technology/artificial-intelligence/openais-weekly-a…>, has been proven to regurgitate and amplify misogyny <https://articles.unesco.org/sites/default/files/medias/fichiers/2024/07/PR_…> and racism. This becomes significantly more of a concern when you realise just how much online content will soon be created by this new tool. Women are at risk of being dragged back to the dark ages by precisely the same technology that promises to catapult men into a shiny new future. This has all happened before. Very recently, in fact. Cast your mind back to the early days of social media. It started out the same way: a new idea harnessed by privileged white men, its origins in the patriarchal objectification of women. (Mark Zuckerberg started out with a website called FaceMash <https://www.washingtonpost.com/video/politics/zuckerbergs-prank-website-fac…>, which allowed users to rank the attractiveness of female Harvard students … a concept he now says had nothing to do with the origins of Facebook.) Women, particularly women of colour, raised their voices in concern: some of the earliest objections <https://www.thecrimson.com/article/2003/11/19/facemash-creator-survives-ad-…> to FaceMash came from Harvard’s Fuerza Latina and Association of Harvard Black Women societies. They were ignored, Facebook was born and the rest is history. Social media was rolled out at great speed. Back then, Zuckerberg’s famous catchphrase was “Move fast and break things”. We failed to prevent this crisis when we didn’t heed the warning calls in the early days of social media. We now risk squandering a similar opportunity. Without urgent action, we will be doomed to repeat the same mistakes with AI, only this time on a far larger scale. “One of the reasons many of us do have concerns about the rollout of AI is because over the past 40 years as a society we’ve basically given up on actually regulating technology,” Peter Wang, co-founder of data science platform Anaconda, recently told the Guardian <https://www.theguardian.com/technology/2023/jun/03/ai-danger-doomsday-chatg…>. “Social media was our first encounter with dumb AI and we utterly failed that encounter.” If women and marginalised communities have already learned from their frequent mistreatment on social media to self-censor, to disguise their real names and to mute their voices, these coping mechanisms and restrictive norms will follow them when they step into new technological environments. Nearly nine in ten women <https://onlineviolencewomen.eiu.com/> polled in a 2020 Economist study said they restricted their online activity in some way as a result of cyber-harassment, hacking, online stalking and doxing. **"Gli Europei: Pacifici Amanti della Guerra"** *di Un Sudamericano Sconcertato* Mio Dio, che meraviglia l’Europa! Un continente così *civilizzato*, così *progressista*, così *moralmente superiore* a noi poveri sudamericani che non sappiamo far altro che ballare la salsa e litigare per il calcio. L’altro giorno, mentre bevevo il mio caffè (senza zucchero, perché ormai sono stato influenzato dalla loro superiorità culturale), ho letto un articolo su come l’Europa sia la culla della pace e dei diritti umani. *Che bello!* Peccato che, se guardi la loro storia, ogni due per tre si scannavano tra loro per un pezzo di terra o perché a uno era venuto il capriccio di conquistare il mondo. **Ma no, no, loro ora sono cambiati!** Ora fanno summit, firmano trattati, e quando litigano lo fanno con eleganza, seduti in palazzi di vetro a Bruxelles. Poi, però, appena qualcuno in Medio Oriente o in Africa si muove nel modo sbagliato, *ecco che ripartono le missioni di pace* (con tanto di bombardamenti *umanitari*, ovviamente). Una volta ho chiesto a un mio amico francese: *"Ma voi europei non eravate quelli che hanno inventato la democrazia e i diritti umani?"* Lui, con aria serissima, mi ha risposto: *"Sì, certo! E infatti ora esportiamo la democrazia… anche con le bombe, se necessario. Per il loro bene, capisci?"* Ah, che nobiltà d’animo! Noi sudamericani, invece, siamo dei veri barbari: quando litighiamo, al massimo ci scambiamo insulti in uno stadio o ci rubiamo un po’ di rame dai cavi elettrici. Niente di paragonabile alla raffinatezza europea, che in due secoli si è fatta due guerre mondiali e una marea di colonialismo *illuminato*. E poi loro ci guardano dall’alto in basso perché abbiamo governi instabili e corruzione. *Giustissimo!* Però almeno noi non abbiamo mai avuto l’idea di invadere mezzo pianeta per *portare la civiltà*. The Walls Have Eyes: Surviving Migration in the Age of Artificial Intelligence Petra Molnar, York University & Harvard’s Berkman Join the meeting<https://teams.microsoft.com/l/meetup-join/19%3ameeting_Mzk1YTYwNDEtODkyZS00…> Migration is increasingly becoming digitized. From robodogs surveilling the US/Mexico border to drones flying over the Mediterranean Sea to biometrics being collected in refugee camps, untested and high-risk technologies have made their way into virtually every aspect of human movement. States around the world have developed and deployed these experimental projects without public scrutiny or accountability mechanisms, and the current governance and legislative frameworks around border technologies remain inadequate to safeguard people’s human rights. Political discourse around migration control also plays a central part in the normalization of surveillance and artificial intelligence to manage borders. Fears around migration and systematic exclusion of certain communities prevents people-on-the-move from Majority World countries from exercising their freedom of movement and animate the techno-solutionism at the centre of the decisions that powerful actors make to police migration and borders. The private sector is also a major player in normalizing surveillance, profiting in a multi-billion border industrial complex built on testing out new technologies in places like Occupied Palestinian Territories and exporting them out for border enforcement to places like the US/Mexico border and the fringes of the European Union. Based on 6 years of work across various borders around the world, this talk will explore how technologies are experimented with at the border, harming communities who are at the sharpest edges of innovation – and what we can do about it. <https://arxiv.org/abs/2407.02191>Bio: Petra Molnar is a lawyer and anthropologist specializing in border technologies. Buongiorno, vi sottopongo il preprint di un mio articolo su Governi privati e intelligenza artificiale: <https://zenodo.org/records/15522002> La tesi è che i tratti feudali dell'epoca presente fossero stati previsti, negli Stati Uniti, dal 1890, da chi difese e introdusse le prime leggi antitrust. È la legge giuridica a creare le corporations e le regole del mercato, e chi - anziché salvaguardare la concorrenza e alcuni beni comuni - opti a favore della regolazione dei monopoli, ponendo le basi giuridiche della loro esistenza, compie una scelta a favore di norme giuridiche che condurranno a oligarchie, a dispotismi e all'instaurarsi di relazioni feudali. La scelta è politica. A chi inquini il dibattito pubblico sull'intelligenza artificiale con inapplicabili linee guida, anemici standard tecnici e fantasie sulla moralizzazione di inesistenti menti artificiali, convogliando le istanze democratiche in qualche ininfluente consultazione pubblica, occorre ricordare che gli unici agenti artificiali esistenti sono le corporations, come Louis Brandeis osservava, e l'unico approccio democratico all'intelligenza artificiale è quello anti-monopolistico. È un'organizzazione non-profit. Anzi, secondo la legge americana, è una 501©(3): tecnicamente una charitable organization a scopo educativo. Tradotto per i comuni mortali: una ONLUS col pedigree. [...] E qui crolla la narrativa — non solo di Harvard, ma dell'intera Ivy League. Non sono eccellenti nonostante siano private. Lo sono perché sono no profit coccolate dallo Stato. E il bello è che, in cambio, non restituisce nulla. Nulla in termini di accesso, nulla in termini di equità, nulla in termini di responsabilità sociale. Al massimo qualche post su Instagram con studenti sorridenti sotto alberi secolari. [...] se non altro, questo scontro con Trump avrà avuto un merito: mostrarci come, nella terra del “privato che funziona”, il governo americano sia riuscito a collezionare oltre 33 trilioni di dollari di debito pubblico. Trump Wants Big Tech to Own the Dollar May 29, 2025 Yanis Varoufakis Two parallel monetary systems – one based on public monies issued in China, India, and maybe the eurozone, and the other comprising private money, increasingly dominated by dollar-pegged stablecoins – appear to be emerging. Central bankers are not the only ones who should feel anxious. ATHENS – The Spring Meetings of the International Monetary Fund and the World Bank are usually placid, forgettable affairs. Not this year. Several central bankers returned home with a visceral sense of dread. The reason? The specter of the GENIUS Act – the stablecoin bill barreling toward passage by the US Congress hot on the heels of President Donald Trump’s March 6 executive order establishing a strategic cryptocurrency reserve. Central bankers have hitherto seen cryptocurrencies as a nuisance that, thankfully, lacked the capacity to cause serious ruptures in the monetary systems under their care. But now they think that Trump’s team are counting on cryptocurrencies pegged to the dollar as part of their strategy to rejig the global monetary system (and make the boss and his family a fortune in the process). What unsettled central bankers this spring was the policy’s implications: a deliberate, chaotic unraveling of the twentieth century’s monetary order, under which central banks reigned as the sole architects of money. While the GENIUS Act allows private stablecoins, another bill would bar the US Federal Reserve from issuing a central bank digital currency (CBDC), thereby anointing corporate-issued tokens as the new guardians of dollar hegemony. This isn’t innovation; it’s a hostile takeover of the money supply. Lacking anything resembling serious regulation, stablecoins are neither stable nor merely an alternative dollar payment option. They are a Trojan horse for the privatization of money. The European Central Bank sees the danger. If securities migrate to the blockchain, with bonds, stocks, and derivatives becoming tokenized, then settlement must follow. The ECB’s solution is a tokenized euro, ensuring public money remains the bedrock of finance. So far, the ECB has faced resistance to this plan from German and French private banks. Now, the ECB has another, bigger headache: the United States is racing in the opposite direction. By banning CBDCs and green-lighting stablecoins, Trump’s team are not just rejecting public digital money; they are outsourcing dollar supremacy to the darkest forces within Big Tech. The irony is grotesque. The same libertarians who rail against government are now begging the state to anoint their stablecoins as de facto official currency. Worse, they demand access to the Federal Reserve’s balance sheet, allowing private issuers to back their tokens with central bank reserves. Imagine a world where Tether, Circle, or some non-scam “X Token” backed by Elon Musk enjoys the implicit backing of the US Treasury while operating outside banking regulations. This isn’t just regulatory arbitrage; it’s monetary feudalism. Lest we forget, nineteenth-century America was a monetary dystopia. With thousands of wildcat banks issuing private notes, frequent financial panics left the public, the working class in particular, holding worthless paper. Even J.P. Morgan was so appalled and felt so threatened that he decided to strong-arm the federal government and other bankers to establish the Federal Reserve as a public institution with a remit to stabilize money. Now, the US is hurtling backward – and dragging the rest of the world along. In a stunning reversal of reality, Trump’s January 23 executive order on Strengthening American Leadership in Digital Financial Technology defines dollar-backed stablecoins as instruments that will “promote and protect the sovereignty of the US dollar.” But the GENIUS Act (whose final draft is not yet public) is a formula for unleashing a digital wildcat era, where stablecoins – pegged to the dollar but controlled by private actors – flood the global economy with digital pseudo dollars. Private stablecoins stand no chance of maintaining their tokens’ dollar peg after they receive the official imprimatur of the federal authorities and their volume balloons. Even if countries ditch the greenback, they will remain trapped in its digital shadow. Europe is scrambling. The ECB, recognizing the existential threat, is fast-tracking a “wholesale CBDC”: a digital euro for institutional use that acts as a stopgap – a quick and dirty hybrid system that syncs traditional payments with blockchain infrastructure and buys time until true atomic settlement can be pushed past the resistance of private bankers who profit from the status quo. But it may be too late. While Europe dithers with committees, the US is acting. The Markets in Crypto-Assets (MiCA) regulation has already driven Tether out of Europe – not because MiCA is too strict, but because the EU’s political leadership still does not grasp the stakes. If stablecoins become the default money of crypto markets, decentralized finance, and emerging economies, the ECB’s half-baked digital euro will arrive to a battlefield where the war is already lost. Meanwhile developing countries face a brutal choice. Already struggling under the dollar’s dominance, they must now either ban stablecoins (thus forfeiting access to crypto capital flows) or create their own to compete with the dollar’s network effects. A third, unappetizing alternative, is to surrender to a new – even more perilous – form of de facto dollarization. The only central bank that has planned ahead is the People’s Bank of China. Having the luxury of its own, already functioning digital renminbi, the PBOC can afford to refuse lending legitimacy to stablecoins by banning them. But this sensible defiance leaves one gigantic dilemma unaddressed: China’s public and private institutions hold accumulated savings of approximately $4.5 trillion. Should they dump their dollars, thus giving a boost to the Trump team’s plan to devalue the greenback, or hold them and remain exposed to the turbulence that Trump is so adept at stirring up? In the longer term, the danger is that monetary bifurcation exacerbates geopolitical and geo-economic uncertainty. Two parallel monetary systems – one based on public monies issued in China, India, and maybe the eurozone, and the other comprising private money, increasingly dominated by dollar-pegged stablecoins – would inevitably clash.
