But as the Covid crisis continues, and more and more employers postpone or cancel plans for a return to the office, some managers are deploying increasing levels of surveillance in an attempt to recreate the oversight of the office at home. “It has really ramped up,” says Dr Claudia Pagliari, a researcher into digital health and society at the University of Edinburgh. “People are home working, and many organisations are beginning to want to track what they’re doing.” Such surveillance comes in many forms. “Some of it is as simple as ‘checking in’,” Pagliari says, “stamping your timecard in a digital sense. You might have to do your work over the cloud, and it knows when you’ve logged on, for instance.” Tools such as Slack and Microsoft Teams report when an employee is “active”, and failure to open apps first thing in the morning is often taken by managers as the same as being late for work. One communications worker, who asked to remain anonymous, said that her employer had recently started to require all staff to join a videoconference every morning, with their webcams switched on. Employees were told the move was to reduce the number of meetings, but many feel as though its true purpose is to ensure that they stay at their desks all day. David Heinemeier Hansson, a co-founder of the collaboration startup Basecamp, which provides a software platform for companies to coordinate their remote workers, says he regularly has to turn down requests from potential clients for new methods of spying on their employees. “There is a depressing amount of demand and it’s mostly coming from dinosaur companies who have been forced through Covid to go remote,” he says. “They think that they have to replicate – or even increase – what they do in the office. “We went so far as to say that our API [interface which allows other developers to build additions to Basecamp] cannot be used for any form of employee surveillance.” Silkie Carlo, director of the anti-surveillance charity Big Brother Watch, says the trend is the natural progression of surveillance in the workplace. “Now that is morphing into home surveillance it takes on a new shape and is more worrying, because some employers aren’t realising that yes, some employees are working from home, but the home still remains a private space,” she said. “It’s important for people’s sense of autonomy and dignity, and their mental health, that the home remains a private space and we don’t go down the route of this really invasive constant monitoring of people’s homes.” Some employers say that the monitoring they have forced on employees is required for oversight or compliance reasons. But many employers are simply aiming for “workforce optimisation”, something Pagliari warns could have the opposite effect of that intended. “There’s not really any evidence that workers are more productive when they’re monitored,” she says. “But what we do know is that the sense of being in a panopticon can actually depress you, and make you less productive.” Earlier this year, the consultancy PwC came under fire for developing a facial recognition tool that logs when employees are away from their computer screens while working from home. How Signal Became the Private Messaging App for an Age of Fear and Distrust

DI Signal si è già detto molto, ma questo (imho) è un ottimo pezzo che va più in profondità del solito: allarmante, fra l'altro, l'idea del nuovo bill che richiederebbe alle aziende che offrono crittografia end-to-end, di inserire delle backdoor. "Signal, by contrast, cannot comply with law enforcement even if it wanted to. In 2016, a Virginia grand jury subpoenaed Signal for data about a user, but because it encrypts virtually all its metadata, the only information Signal was able to provide in response was the date and time the user downloaded the app, and when they had last used it. “Signal works very, very hard in order to protect their users by limiting the amount of metadata that is available in the event of a subpoena,” Holmes says. The approach has not won Signal fans in the Justice Department, which is supporting a new bill that would require purveyors of encrypted software to insert “backdoors” to make it possible for authorities to access people’s messages. Opponents say the bill would undermine both democracy and the very principles that make the app so secure in the first place. Ironically, Signal is commonly used by senior Trump Administration officials and those in the intelligence services, who consider it one of the most secure options available, according to reporters in TIME’s Washington bureau.(...) Why Computing Belongs Within the Social Sciences

On October 23, 2008, Alan Greenspan, the Chair of the U.S. Federal Reserve, was testifying before Congress in the immediate aftermath of the September 2008 financial crash. Undoubtedly the high point of the proceedings occurred when Representative Henry Waxman pressed the Chair to admit "that your view of the world, your ideology, was not right," to which Greenspan admitted "Absolutely, precisely." Fast forward 10 years to another famous mea culpa moment in front of Congress, that of Mark Zuckerberg on April 11, 2018. In light of both the Cambridge Analytica scandal and revelations of Russian interference in the 2016 U.S. election, Zuckerberg also admitted to wrong: "It's clear now that we didn't do enough to prevent these tools from being used for harm. That goes for fake news, foreign interference in elections, and hate speech, as well as developers and data privacy." As far as mea culpas go, Greenspan's was considerably more concise, but also much more insightful as to the root problem. Greenspan admitted the problem was not due to misguided user expectations, or to poorly worded license agreements, or to rogue developers. Instead he recognized the problem lay in a worldview that seemed to work for a while ... until it didn't. In the immediate after-math of the financial crisis, there were calls for reforms, not only of the financial services industry, but also within universities, where it was thought that unrealistic models and assumptions within economics departments and business schools were also responsible for inculcating a worldview that led to the crisis. Firma con Spid

La ministra ieri ha twittato: "Complimenti a @LepidaScpA e alla @RegioneER ancora una vota in prima linea nella transizione al digitale." Passi per "vota", mi sono detto, sarà l'abitudine a leggere Montalbano (in siciliano "volta" è, appunto", "vota"). Vado all'articolo, ma non oltre l'incipit, non ce la faccio, mi rovinerebbe la giornata: "Lepida è il primo gestore di identità digitali (Idp) Spid a realizzare la firma elettronica ex art. 20 del Cad (Codice dell’Amministrazione Digitale) – la cosiddetta “firma con Spid” – e il servizio di sottoscrizione elettronica dei documenti attraverso l’utilizzo dell’identità digitale Spid." Per vent'anni ci hanno rotto i "cabbasisi" come scriverebbe, di nuovo, Camilleri, con il fatto che occorrevano società "ad hoc" per la firma digitale, quando tecnicamente si poteva firmare con la CIE già a fine del secolo scorso.

Linked Open Data e P.A., binario morto?

Matteo Fortini si definisce un "civic hacker" ma è pure un assessore della sua città e vede quindi la P.A. anche dall'interno. In questo articolo [1] parla della sua esperienza con gli Open Data, vorrei qui riportare le sue conclusioni: "Quando la PA si rivolge all'esterno spesso viene percepita come “gelosa” dei propri dati. Anche fra gli esperti si commenta spesso sulla mancata apertura di questo o quel dataset, attribuendo implicitamente la colpa a una sorta di mala fede degli enti, che non vogliono privarsi di un bene essenziale. Ho capito che in generale le amministrazioni in realtà non sono padrone dei loro dati, che sono chiusi in archivi creati e gestiti dai software dei loro fornitori del momento, nei confronti dei quali hanno ridottissimi margini contrattuali, a maggior ragione nel caso in cui si vogliano ottenere risultati non necessari per ottemperare a qualche legge e pertanto interessanti potenzialmente per tutti i clienti. Aprire i dati non richiede solo buona volontà: richiede tempo, persone dedicate, e anche denaro. Tutto moltiplicato per gli adempimenti burocratici. È fondamentale, inoltre, avere una domanda di dati che venga dall'esterno. L’intenzione di aprire uno o più dataset si bloccherà molto più facilmente nelle pieghe di tantissimi adempimenti più urgenti, se non ci sarà qualcuno che abbia richiesto una loro pubblicazione per qualche motivo. Per questo, occorre anche diffondere la cultura dei dati aperti e in senso generale della filosofia che vi sta alla base: spesso gruppi di cittadini, associazioni, partiti, enti privati realizzano opere di ricerca producendo dati interessantissimi, che vengono purtroppo soltanto citati in occasione di qualche pubblicazione o conferenza stampa, restando ad ammuffire perché dimenticati in un hard disk, e non hanno neppure l’idea di richiedere dati alla pubblica amministrazione per fare ragionamenti." Nel 2006 Tim Berners-Lee ha coniato il termine Linked Data e successivamente ha suggerito una classificazione da 1 a 5 stelle per gli Open Data [2]. A fine 2012 la Commissione di Coordinamento SPC, formata da persone provenienti da varie amministrazioni ha presentato le "Linee guida per l'interoperabilità semantica attraverso i linked open data" [3]. Dal 2013 ad oggi? Chiudo sempre con le parole di Matteo Fortini: "Il nostro mondo è sempre più caratterizzato dalla pubblicazione di dati e contenuti online, spesso con licenze aperte. Purtroppo a quest’abbondanza non corrisponde in generale altrettanto impegno - politico, economico, tecnologico - perché questi contenuti siano disponibili sempre e per sempre. Basta un cambio di governo, una crisi economica, un aggiornamento normativo, un problema amministrativo o tecnico perché siano indisponibili anche per lunghi periodi. Pensiamo che la società civile debba riconoscere l’inestimabile valore dei dati aperti pubblicati e si debba adoperare perché non rischino in alcun modo di essere perduti o, con conseguenze simili, diventare non disponibili. Come accadde per i monaci benedettini in epoca medievale, è tempo di porsi il problema di mettere al sicuro tutti questi dati dall’impatto di qualsiasi catastrofe che li possa colpire, perché rimangano patrimonio pubblico." Si tratta di una manifestazione di vari movimenti e sigle sindacali e del mondo universitario che intende testimoniare la centralità della formazione a tutti i livelli per lo sviluppo civile e sociale del nostro Paese e, in particolare, vuole ribadire l'inadeguatezza delle attuali politiche universitarie fondate su modelli di governance competitivi e di valutazione premiale che mortificano la libertà di ricerca e accentuano le disuguaglianze territoriali. Si è detto nei mesi scorsi che niente sarebbe stato più come prima, ma di fatto il modello di università che abbiamo criticato nel documento "Disintossichiamoci - Sapere per il futuro" permane tuttora inalterato se non rafforzato. La VQR viene sostanzialmente confermata, la quota premiale del finanziamento universitario continua a crescere, nulla si è fatto per mettere in discussione il sistema dei dipartimenti di eccellenza. Inoltre, la ripresa affrettata e indiscriminata della didattica in modalità mista (in presenza e online) pone all’università ulteriori problemi tanto in prospettiva - dal momento che abbiamo ragione di credere non si tratti di una modalità transitoria limitata all’emergenza (per questo aspetto generale rimandiamo al nostro documentohttps://www.roars.it/online/didattica-blended-una-tappa-verso-luniversita-delle-piattaforme/) - quanto nell’immediato. Da una parte, costituisce un rischio per la salute pubblica (rischio che si sarebbe potuto evitare con un altro semestre di didattica di emergenza senza compromettere il funzionamento complessivo delle attività universitarie), dall'altra inficia la qualità dell'insegnamento dal momento che obbliga a pasticciati setting didattici che di fatto non sono né in presenza né a distanza. Di più, il fatto che non si sia provveduto, come avevamo auspicato nella nostra lettera del 27 marzo 2020 (https://www.roars.it/online/vqr-teledidattica-e-open-access-lettera-aperta-…) a incentivare l'uso di piattaforme non proprietarie per svolgere la didattica a distanza ci mette ancora di fronte a gravi questioni come la tutela della privacy e la telesorveglianza. A riguardo, segnaliamo che una recente sentenza della Corte di Giustizia dell'Unione Europea (16 luglio 2020 - causa C-311/18, Maximilian Schrems vs Facebook) ha ribadito che il trasferimento dei dati personali dei cittadini europei negli Stati Uniti può avvenire solo nel rispetto delle garanzie previste dal General Data Protection Regulation (GDPR) europeo, e ha stabilito che tali garanzie non sono attualmente assicurate dalla normativa statunitense. Ciò significa praticamente che l'uso di piattaforme come Meet di Google e Teams di Microsoft mette a rischio la privacy dei dati sensibili dei docenti e degli studenti che se ne servono. Sulla base della citata sentenza della Corte di Giustizia europea vi invitiamo a inoltrare reclamo al Garante per la protezione dei dati personali. E' possibile farlo senza oneri.
