Bun Natale! una proposta di legge riguardante le cose discusse in questo thread, nell'ambito delle compatibilita' delle norme europee, fu presentata alcuni anni or sono, quando il tema non era di moda. non fu nemmeno calendarizzata, ovviamente. https://www.camera.it/_dati/leg17/lavori/schedela/apriTelecomando_wai.asp?c… premesso che una legge non esce mai come presentata ma e' sempre oggetto di emendamenti in n commissioni ed in assemblea, come chiunque sia stato in parlamento sa bene, la questione e' che non c'e' spazio per questi temi in parlamento. per questo, prima di qualunque proposta di merito, la prima proposta deve essere di metodo: inserire una commissione competente per l'innovazione tecnologica e la digitalizzione che sarebbe la sede naturale in cui trovare lo spazio per incardinare proposte di questo genere. in assenza di cio', l'attenzione e' e sara' sempre residuale (cosi' come la competenza del personale di supporto che organizza e prepara i lavori parlamentari). le commissioni e le loro competenzze sono stabilite dai regolamenti interni di ciascuna delle due camere. la riduzione del numero di parlamentari forza ad una revisione dei regolamenti che verranno quindi aggiornati. questo sara' il momento per prevedere una tale commissione. se non sara' colto, passeranno vari decenni prima che si possa determinare un altro cambiamento di regolamenti. se c'e' una campagna da fare, e su cui unirsi tutti, e' questa. anche aldila' di posizioni di dettaglio di merito diverse. my 0,2 cents. ciao, s. AIUCD 2021: La lotta informatica per la Democrazia cibernetica

Ciao a tutti, per chi fosse interessato, ho pubblicato l'abstract del talk che ho proposto all'AIUCD 2021 e su cui discuteremo online il 20 gennaio (non ho ancora idea dell'orario e la schedulazione è provvisoria). Mi permetto di segnalarvelo perché credo possa essere utile per interpretare meglio alcuni temi che trattiamo in questa lista. Ho tentato di ripercorrere rapidamente la storia dell'informatica, chiarendo concetti fondamentali come informazione, dato, algoritmo, programma, sicurezza, informatica... in modo semplice ma rigoroso. Al termine di questa analisi storica analizzo anche il presente, caratterizzato da una strenua lotta di classe fra il Capitale globale ed una nuova classe sociale, gli informatici, che costituisce un unicum nella storia dell'umanità: la prima classe di proletari a detenere il pieno controllo dei mezzi di produzione, saldamente ancorati sul collo. http://www.tesio.it/documents/2021_AIUCD_La_lotta_informatica.pdf Purtroppo non sono riuscito, per ragioni di spazio, a trattare anche la programmazione statistica (aka "Artificial Intelligence") ma sarei felice di riflettere con voi sui temi affrontati, sia su questa lista sia, se vi facesse piacere, durante la conferenza.
