Italy Case Study: Data & Society — Digital Identity in the Migration & Refugee Context

Da EDRI <https://datasociety.net/library/digital-identity-in-the-migration-refugee-c…> For migrants and refugees in Italy, identity data collection processes can “exacerbate existing biases, discrimination, or power imbalances.” /Digital Identity in the Migration & Refugee Context/ analyzes the challenges arising from this digital ecosystem and identifies three major areas of concern: bureaucratic bias in identity systems; privacy and mistrusted systems; and organizational data responsibility. The report is co-authored by Mark Latonero (Principal Investigator), Keith Hiatt, Antonella Napolitano, Giulia Clericetti, and Melanie Penagos. One key struggle is obtaining meaningful consent. Often, biometric data is collected as soon as migrants and refugees arrive in a new country, at a moment when they are vulnerable and overwhelmed. Language barriers exacerbate the issue, making it difficult to provide adequate context around rights to privacy. Identity data is collected inconsistently by different organizations, all of whose data protection and privacy practices vary widely. While /Digital Identity/ is grounded in the Italian context, it has implications for refugees and migrants’ data privacy globally. The authors offer recommendations for stakeholders—including international organizations, policymakers, civil society, technologists, and funders—seeking to build stronger data protections. Report findings are based on interviews in Italy with refugees and migrants, local NGOs, government agencies, and international organizations. Segnalo una nuova iniziativa che prova a rispondere a una esigenza generale spesso discussa su questa lista: la necessità di promuovere una adeguata competenza digitale di base. Cosa sono i dati digitali (e non) e a cosa servono? Quando i dati diventano una finestra sporca e opaca sul mondo, come facciamo a curarli? Qual’è il valore e il disvalore dei dati? Quale il loro potere? A chi appartengono? Così come nel passato l’alfabetizzazione linguistica dei testi letti e scritti è stata un obiettivo sociale considerato prioritario per la crescita delle persone e della società, l’alfabetizzazione in tema di dati digitali è diventata oggi un obiettivo politico fondamentale per dotare tutti coloro che possiedono le conoscenze di base della scuola dell’obbligo di strumenti critici per l’interpretazione della realtà rappresentata per mezzo di dati digitali. *Dal 23 febbraio al 15 giugno*, 9 lezioni e 2 approfondimenti costituiscono la prima edizione della *Scuola pop sui dati digitali, *organizzata dalla Scuola critica del digitale del CRS e dal Forum Disuguaglianze e Diversità. Qualche mese fa, l'ormai ex (a meno che non venga riconfermata) ministra per la Pubblica Amministrazione spiegava come "rendere più moderni gli uffici pubblici" [1]. "La prima questione irrisolta e mai affrontata dalla politica era l'interconnessione delle banche dati delle pubbliche amministrazioni: perché chi se ne è occupato non ha portato a compimento il progetto? .. significa avere database aggiornati, documenti digitalizzati e pubbliche amministrazioni che dialogano in autonomia fra loro. Questo significa rivedere il modo di lavorare, re-ingegnerizzare i processi amministrativi, adattarli ai portali web, dire addio al pdf da stampare e firmare" Orbene, dato che la prima questione è l'interconnessione delle banche dati, io proporrei al presidente del consiglio incaricato di scegliere, quale ministro della Pubblica Amministrazione, un informatico, possibilmente specializzato in database e reti. "minati" su blockchain Fuse.io (side-chain di Ethereum) sulla base di una "minting logic" legata agli interessi guadagnati su altre cryptovalute 4. per tutti quelli che scaricano l'app, si fanno fare il riconoscimento facciale accettando la privacy policy [2], vale a dire accettano di farsi riconoscere faccialmente da ZoOm Software Services developed by FaceTec, Inc., nel Delaware USA. 5. accettano i termini d'uso del servizio e successive modifiche pena la **perdita dei token** [3], incluso il location tracking 6. fanno gentile richiesta di essere messi IN CODA per ricevere la loro quota da poter comodamente spendere... 7. ... nel gruppo Facebook “GoodDollar Marketplace” [4], gruppi simili della Community o scambiarli con altri fortunati iscritti alla piattaforma Proprio una genialata, come non averci pensato prima?!? Nevada bill would allow tech companies to create governments

Democratic Gov. Steve Sisolak announced a plan to launch so-called Innovation Zones in Nevada to jumpstart the state’s economy by attracting technology firms, Las Vegas Review-Journal reported Wednesday. The zones would permit companies with large areas of land to form governments carrying the same authority as counties, including the ability to impose taxes, form school districts and courts and provide government services. The measure to further economic development with the “alternative form of local government” has not yet been introduced in the Legislature. [...] The Governor’s Office of Economic Development would oversee applications for the zones, which would be limited to companies working in specific business areas including blockchain, autonomous technology, the Internet of Things, robotics, artificial intelligence, wireless, biometrics and renewable resource technology. Zone requirements would include applicants owning at least 78 square miles (202 square kilometers) of undeveloped, uninhabited land within a single county but separate from any city, town or tax increment area. Companies would have at least $250 million and plans to invest an additional $1 billion in their zones over 10 years. The zones would initially operate with the oversight of their location counties, but would eventually take over county duties and become independent governmental bodies.
