The narratives around big data and data science are overwhelmingly white, male, and techno-heroic. In /Data Feminism/, Catherine D'Ignazio and Lauren Klein present a new way of thinking about data science and data ethics—one that is informed by intersectional feminist thought. L’esecutivo UE presenterà entro la fine di gennaio la comunicazione “sul rilancio delle start-up e dell’innovazione nel campo dell’intelligenza artificiale”. La strategia può essere vista come un primo passo verso una politica industriale specifica per l’intelligenza artificiale, mentre dal punto di vista normativo l’UE si sta avvicinando all’adozione formale della legge sull’intelligenza artificiale. Il documento sottolinea come l’iniziativa sia stata resa necessaria dall’accelerazione rapida e dirompente dell’intelligenza artificiale, sottolineando il ruolo critico di modelli di base come GPT-4, che hanno dato origine a sistemi di intelligenza artificiale generici come ChatGPT di OpenAI e Bard di Google. “La padronanza degli ultimi sviluppi dell’intelligenza artificiale generativa diventerà una leva chiave della competitività e della sovranità tecnologica dell’Europa”, si legge nella strategia, che delinea un quadro di investimenti strategici che capitalizza le risorse dell’UE. “Fabbriche” di intelligenza artificiale Al centro della strategia della Commissione ci sono le cosiddette “fabbriche di intelligenza artificiale”, definite come “ecosistemi aperti formati attorno ai supercomputer pubblici europei e che riuniscono materiali chiave e risorse umane necessarie per lo sviluppo di modelli e applicazioni di intelligenza artificiale generativa”. I supercomputer dedicati all’intelligenza artificiale e i data center “associati” vicini o ben collegati costituiranno l’infrastruttura fisica. Queste “fabbriche di intelligenza artificiale” sono destinate anche a condurre non specificate “attività di attrazione di talenti su larga scala”. Supercomputer e data center All’interno della Commissione, l’impresa comune europea per il calcolo ad alte prestazioni, EuroHPC JU in gergo, è ampiamente considerata come una storia di successo per questo tipo di partenariato pubblico-privato. Una volta completato, creerà una rete di otto supercomputer interconnessi. Pertanto, l’idea è quella di modificare la base giuridica dell’impresa comune EuroHPC per introdurre il concetto di “fabbriche di intelligenza artificiale” che dettaglia come l’iniziativa dovrebbe fornire un’infrastruttura di servizi di supercalcolo specificatamente per addestrare modelli su larga scala, riducendo i tempi di formazione da mesi a settimane. Start-up e ricercatori potrebbero accedere a questa potenza di calcolo come servizio in tutta l’UE, ma prima devono dimostrare che il loro lavoro è “etico e responsabile”. L’adesione all’AI Pact, un’iniziativa volontaria per il rapido rispetto della legge sull’intelligenza artificiale, è una dimostrazione di questo impegno. “L’infrastruttura informatica è una componente proibitivamente costosa dell’intelligenza artificiale, che crea elevate barriere all’ingresso delle start-up nel mercato. Ecco perché la proposta della Commissione è così importante: fornendo l’informatica come bene pubblico, consente a più PMI di costruire i propri modelli invece di fare affidamento sui prodotti delle Big Tech”, ha detto a Euractiv Sebastiano Toffaletti, segretario generale della European DIGITAL SME Alliance. Inoltre, parte dell’infrastruttura sarà costituita da data center “consolidati” collegati agli spazi comuni europei di dati. Non vengono forniti dettagli sulla selezione dei data center, ma lo sviluppo di un’infrastruttura cloud europea è diventato sempre più politico. Comunità dell’innovazione Un altro filone delle fabbriche di intelligenza artificiale sono centri di servizi di supporto dedicati al supercalcolo per supportare le start-up e i ricercatori di intelligenza artificiale. L’impresa comune EuroHPC fornirà un punto di contatto unico per reindirizzare le start-up al centro di supporto pertinente. I servizi di supporto includono strutture di programmazione “supercomputer-friendly”, supporto algoritmico per lo sviluppo e la valutazione di modelli di formazione sull’intelligenza artificiale e supporto per lo sviluppo di nuove applicazioni in aree critiche come la robotica, la produzione e nuovi materiali. Tutte le fabbriche di intelligenza artificiale dovranno collaborare strettamente tra loro, con i centri di competenza EuroHPC e con altre iniziative rilevanti di intelligenza artificiale dell’Unione. Tuttavia, gli ambiti normativi dell’AI Act non sono esplicitamente menzionati. Assorbimento industriale Mentre le fabbriche di intelligenza artificiale si concentrano sul livello infrastrutturale e di input, la Commissione vuole anche lanciare GenAI4EU per promuovere l’adozione verticale dell’intelligenza artificiale in tutto il blocco perché “la mancanza di un approccio ecosistemico che metta in comune le necessarie competenze settoriali e di intelligenza artificiale rischia di ostacolare la capacità dell’Unione per padroneggiare gli ultimi sviluppi dell’intelligenza artificiale”. L’idea è quella di collegare le start-up dell’intelligenza artificiale con aziende affermate in settori tradizionali come la produzione. L’Ufficio per l’intelligenza artificiale istituito ai sensi della legge sull’IA monitorerà i progressi di queste applicazioni strategiche rispetto agli obiettivi prefissati. Il potenziale dei sistemi di intelligenza artificiale generativa si vede principalmente nella robotica, nella sanità, nelle biotecnologie – per le quali quest’anno verrà presentata un’iniziativa, nei prodotti chimici, nei nuovi materiali, nelle batterie, nell’industria manifatturiera, nell’ingegneria, nella mobilità, nel cambiamento climatico, nei mondi virtuali, nei gemelli digitali, nella sicurezza informatica, aerospaziale, agroalimentare, scienza, settore pubblico. I finanziamenti per GenAI4EU proverranno dai programmi Horizon Europe e Digital Europe per un totale di 500 milioni di euro. Si prevede che i Paesi dell’UE investiranno circa 100 milioni di euro nei consorzi di infrastrutture digitali europee dedicati a grandi modelli linguistici e gemelli digitali locali. Microchip L’addestramento dei modelli AI richiede microchip altamente sofisticati noti come Graphics Processing Unit (GPU). Una carenza globale di GPU ha costretto le start-up dell’intelligenza artificiale a lottare per procurarsele, mentre le grandi aziende tecnologiche hanno usato i loro fondi per rifornirsi a caro prezzo. In questo contesto, la Commissione vuole dare seguito alla sua iniziativa europea sui processori del 2019 con una “grande iniziativa” nell’ambito dell’impresa comune EuroHPC da lanciare quest’anno per sviluppare una nuova generazione di chip, anche per l’informatica quantistica. Investimenti Per quanto riguarda gli investimenti, la strategia afferma che il Consiglio europeo per l’innovazione fornirà “possibilità di investimento dedicate” alle start-up dell’intelligenza artificiale attraverso il suo programma di accelerazione attraverso sovvenzioni ed equità. InvestEU, il programma dell’UE per il finanziamento delle imprese a lungo termine, mobiliterà circa 1 miliardo di euro di investimenti in scale-up e PMI attraverso uno strumento dedicato per i fondi di venture capital. Attraverso l’EuroHPC JU, l’esecutivo dell’UE e gli Stati membri investiranno 2,1 miliardi di euro per acquisire nuovi supercomputer o aggiornare quelli esistenti con funzionalità di intelligenza artificiale, creare servizi di supporto e sviluppare microprocessori orientati all’intelligenza artificiale. Musician Ashley Beauchamp, 30, was trying to track down a missing parcel but was having no joy in getting useful information from the chatbot. Fed up, he decided to have some fun instead and began to experiment to find out what the chatbot could do. Beauchamp said this was when the “chaos started”. To begin with, he asked it to tell him a joke, but he soon progressed to getting the chatbot to write a poem criticising the company. With a few more prompts the chatbot also swore. Parcel delivery firm DPD have replaced their customer service chat with an AI robot thing. It’s utterly useless at answering any queries, and when asked, it happily produced a poem about how terrible they are as a company. I’ll do my best to be as helpful as possible, even if it means swearing.” Then in another instance, the chatbot calls itself a “useless Chatbot that can’t help you”. One post by Beauchamp, a classical musician from London, was viewed 800,000 times in 24 hours. Referring to the chatbot, he wrote on X: “It’s utterly useless at answering any queries, and when asked, it happily produced a poem about how terrible they are as a company.” DPD uses AI in its online chat to answer queries as well as human operators. The company said a new update had been behind the chatbot’s unusual behaviour and it had since disabled the part that was responsible and was updating its system as a consequence. “We have operated an AI element within the chat successfully for a number of years,” the firm said. “An error occurred after a system update yesterday. The AI element was immediately disabled and is currently being updated.” Beauchamp said that while his chatbot adventure had been “very amusing” there was a serious side to the exchange. “These chatbots are supposed to improve our lives, but so often when poorly implemented it just leads to a more frustrating, impersonal experience for the user,” he said. “I think it’s really struck a chord with people.” As for his parcel, DPD said it was in touch with Beauchamp to “resolve his issue”.

Meta documents show 100, 000 children sexually harassed daily on its platforms | Meta | The Guardian

The unsealed legal filing includes several allegations against the company based on information the New Mexico attorney general’s office received from presentations by Meta employees and communications between staff. The documents describe an incident in 2020 when the 12-year-old daughter of an executive at Apple was solicited via IG Direct, Instagram’s messaging product. “This is the kind of thing that pisses Apple off to the extent of threatening to remove us from the App Store,” a Meta employee fretted, according to the documents. A senior Meta employee described how his own daughter had been solicited via Instagram in testimony to the US Congress late last year. His efforts to fix the problem were ignored, he said. The filing is the latest in a lawsuit initiated by the New Mexico attorney general’s office on 5 December, which alleges Meta’s social networks have become marketplaces for child predators. Raúl Torrez, the state’s attorney general, has accused Meta of enabling adults to find, message and groom children. The company has denied the suit’s claims, saying it “mischaracterizes our work using selective quotes and cherry-picked documents”. Meta issued a statement in response to Wednesday’s filing: “We want teens to have safe, age-appropriate experiences online, and we have over 30 tools to support them and their parents. We’ve spent a decade working on these issues and hiring people who have dedicated their careers to keeping young people safe and supported online.” A 2021 internal presentation on child safety was also referenced in the lawsuit. According to the suit, one slide stated that Meta is “underinvested in minor sexualization on IG, notable on sexualized comments on content posted by minors. Not only is this a terrible experience for creators and bystanders, it’s also a vector for bad actors to identify and connect with one another.” The complaint also highlights Meta employees’ concerns over child safety. In a July 2020 internal Meta chat, one employee asked: “What specifically are we doing for child grooming (something I just heard about that is happening a lot on TikTok)?” According to the complaint, he received a response: “Somewhere between zero and negligible.” Meta’s statement also says the company has taken “significant steps to prevent teens from experiencing unwanted contact, especially from adults”. The New Mexico lawsuit follows a Guardian investigation in April that uncovered how Meta is failing to report or detect the use of its platforms for child trafficking. The investigation also revealed how Messenger, Facebook’s private messaging service, is used as a platform for traffickers to communicate to buy and sell children. Meta employees discussed the use of Messenger “to coordinate trafficking activities” and facilitate “every human exploitation stage (recruitment, coordination, exploitation) is represented on our platform”, according to documents included in the suit. Yet, an internal 2017 email describes executive opposition to scanning Facebook Messenger for “harmful content” because it would place the service “at a competitive disadvantage vs other apps who might offer more privacy”, the lawsuit states. In December, Meta received widespread criticism for rolling out end-to-end encryption for messages sent on Facebook and via Messenger. Encryption hides the contents of a message from anyone but the sender and the intended recipient by converting text and images into unreadable cyphers that are unscrambled on receipt. Child safety experts, policymakers and law enforcement have argued encryption obstructs efforts to rescue child sex-trafficking victims and the prosecution of predators. Privacy advocates praised the decision for shielding users from surveillance by governments and law enforcement.
