Why is South Korea beating coronavirus? Its citizens hold the state to account | Tae Hoon Kim | Opinion | The Guardian
by Alberto Cammozzo April 11, 2020

April 11, 2020

<https://www.theguardian.com/commentisfree/2020/apr/11/south-korea-beating-c…> outh Korea is one of the few countries that has succeeded in flattening the coronavirus curve. Its policy of testing, tracing and treating without lockdowns has been widely lauded. Some attribute this to South Korea’s experience of having dealt with previous epidemics such as Sars and Mers. Commentators in the US tend to stress the country’s effective leadership, contrasting it with that of Donald Trump’s. Others point to cultural factors, such as the willingness of the public to sacrifice privacy for the greater good. What is often overlooked, though, is that at the roots of South Korea’s success against Covid-19 are a well-funded and efficient system of delivering public services. Without this baseline infrastructure, the policy of test, trace and treat could not have been sustained or expanded to the degree that it has. Likewise, effective leadership cannot achieve much if it lacks a well-oiled public service system that can deliver. Take South Korea’s biggest international airport, Incheon. As a publicly managed airport, it is consistently ranked among the best in the world. Likewise, the Seoul metro system is world renowned for its cheap fares and efficiency, making it one of the top five underground systems. By far the most impressive aspect is South Korea’s single-payer healthcare system which was ranked the first among OECD countries in 2015. Although hospitals in Korea are mostly privately run, 97% of the Korean population is covered by the compulsory national health insurance scheme. This balance between privatised hospitals and public insurance system has ensured universal accessibility and ample resources, proving its effectiveness in the coronavirus crisis. How did South Korea achieve this? Unlike in western Europe after the second world war, establishing a welfare system was not the priority of the dictatorships that ruled the country. Like many developing nations in Asia, the emphasis was on industrialisation and economic growth. At the same time, the dictatorship invested heavily in public infrastructure, viewing it as indispensable to Korea’s growing industries. In 1977, the country’s first national health insurance system was introduced, although this was nothing like the comprehensive healthcare of today. [...]

L'app di Singapore rilasciata OSS Fwd: COVID19-Tracing/-Tracking App in Singapore under GPL-3.0
by Fabio Pietrosanti (naif) April 11, 2020

April 11, 2020

Dalla mailing list FSFE, ricevo e condivido, che la applicazione in uso a Singapore di CT bluetooth è stata messa in OSS in licenza GPL-3.0 . Fabio -------- Forwarded Message -------- Subject: COVID19-Tracing/-Tracking App in Singapore under GPL-3.0 Date: Fri, 10 Apr 2020 12:00:34 +0200 From: Jan Wey. <janwey(a)fsfe.org> To: discussion(a)lists.fsfe.org I was made aware of this just 5 minutes ago. Sorry, if this was already mentioned on this ML in the past few days. Singapore decided to release their Tracing-App under GPL-3.0 [0], which obviously would establish better trust and would benefit other countries and regions as well, as the software (or parts of it) could be re-used, being in line with PMPC[1] as well as the FSFE's call to release any COVID19 Tracking App under a Free Software License. Apple & Google partner on tracing API
by Giuseppe Attardi April 11, 2020

April 11, 2020

An interesting aspect of the #covid19 Tracing protocol, is that it includes a call-back to determine the risk of infection. This opens a great opportunity for AI solutions, that the epidemiologists of the Healthcare service can tune, to avoid false positives. Apple and Google partner on COVID-19 contact tracing technology
by Giovanni Battista Gallus April 11, 2020

April 11, 2020

"Across the world, governments and health authorities are working together to find solutions to the COVID-19 pandemic, to protect people and get society back up and running. Software developers are contributing by crafting technical tools to help combat the virus and save lives. In this spirit of collaboration, Google and Apple are announcing a joint effort to enable the use of Bluetooth technology to help governments and health agencies reduce the spread of the virus, with user privacy and security central to the design." https://www.blog.google/inside-google/company-announcements/apple-and-googl… Un commento al volo: nella documentazione leggo "Will only be used for contact tracing by public health authorities for COVID-19 pandemic management". Nella seconda fase, si tratterà di una funzionalità integrata nel sistema operativo... Cosa mai potrà andare storto? GB Gallus

Google tracked his bike ride past a burglarized home. That made him a suspect.
by Alberto Cammozzo April 10, 2020

April 10, 2020

Questa notizia è di marzo, ma ci può aiutare a capire i rischi nell'uso della geolocalizzazione. <https://www.nbcnews.com/news/us-news/google-tracked-his-bike-ride-past-burg…> The email arrived on a Tuesday afternoon in January, startling Zachary McCoy as he prepared to leave for his job at a restaurant in Gainesville, Florida. It was from Google’s legal investigations support team, writing to let him know that local police had demanded information related to his Google account. The company said it would release the data unless he went to court and tried to block it. He had just seven days. “I was hit with a really deep fear,” McCoy, 30, recalled, even though he couldn’t think of anything he’d done wrong. He had an Android phone, which was linked to his Google account, and, like millions of other Americans, he used an assortment of Google products, including Gmail and YouTube. Now police seemingly wanted access to all of it. “I didn’t know what it was about, but I knew the police wanted to get something from me,” McCoy said in a recent interview. “I was afraid I was going to get charged with something, I don’t know what.” There was one clue. In the notice from Google was a case number. McCoy searched for it on the Gainesville Police Department’s website, and found a one-page investigation report on the burglary of an elderly woman’s home 10 months earlier. The crime had occurred less than a mile from the home that McCoy, who had recently earned an associate degree in computer programming, shared with two others. Now McCoy was even more panicked and confused. He knew he had nothing to do with the break-in ─ he’d never even been to the victim’s house ─ and didn’t know anyone who might have. And he didn’t have much time to prove it. McCoy worried that going straight to police would lead to his arrest. So he went to his parents’ home in St. Augustine, where, over dinner, he told them what was happening. They agreed to dip into their savings to pay for a lawyer. The lawyer, Caleb Kenyon, dug around and learned that the notice had been prompted by a “geofence warrant,” a police surveillance tool that casts a virtual dragnet over crime scenes, sweeping up Google location data — drawn from users’ GPS, Bluetooth, Wi-Fi and cellular connections — from everyone nearby. The warrants, which have increased dramatically in the past two years, can help police find potential suspects when they have no leads. They also scoop up data from people who have nothing to do with the crime, often without their knowing ─ which Google itself has described as “a significant incursion on privacy.” Do you have a story to share about how police use new technology or surveillance tools? Contact us Still confused ─ and very worried ─ McCoy examined his phone. An avid biker, he used an exercise-tracking app, RunKeeper, to record his rides. The app relied on his phone’s location services, which fed his movements to Google. He looked up his route on the day of the March 29, 2019, burglary and saw that he had passed the victim’s house three times within an hour, part of his frequent loops through his neighborhood, he said. “It was a nightmare scenario,” McCoy recalled. “I was using an app to see how many miles I rode my bike and now it was putting me at the scene of the crime. And I was the lead suspect.” [...]

Reports to help combat COVID-19 - The Keyword
by Alberto Cammozzo April 10, 2020

<https://www.blog.google/technology/health/covid-19-community-mobility-repor…> As global communities respond to the COVID-19 pandemic, there has been an increasing emphasis on public health strategies, like social distancing measures, to slow the rate of transmission. In Google Maps, we use aggregated, anonymized data showing how busy certain types of places are—helping identify when a local business tends to be the most crowded. We have heard from public health officials that this same type of aggregated, anonymized data could be helpful as they make critical decisions to combat COVID-19. Starting today we’re publishing an early release of our COVID-19 Community Mobility Reports to provide insights into what has changed in response to work from home, shelter in place, and other policies aimed at flattening the curve of this pandemic. These reports have been developed to be helpful while adhering to our stringent privacy protocols and policies. The reports use aggregated, anonymized data to chart movement trends over time by geography, across different high-level categories of places such as retail and recreation, groceries and pharmacies, parks, transit stations, workplaces, and residential. We’ll show trends over several weeks, with the most recent information representing 48-to-72 hours prior. While we display a percentage point increase or decrease in visits, we do not share the absolute number of visits. To protect people’s privacy, no personally identifiable information, like an individual’s location, contacts or movement, is made available at any point. We will release these reports globally, initially covering 131 countries and regions. Given the urgent need for this information, where possible we will also provide insights at the regional level. In the coming weeks, we will work to add additional countries and regions to ensure these reports remain helpful to public health officials across the globe looking to protect people from the spread of COVID-19. Snowden Warns Governments Are Using Coronavirus to Build 'the Architecture of Oppression' - VICE
by Alberto Cammozzo April 10, 2020

April 10, 2020

<https://www.vice.com/en_us/article/bvge5q/snowden-warns-governments-are-usi…> The future may be unpredictable, but global pandemics aren’t. There isn’t a single government on the planet that hasn’t been warned, repeatedly, that at some point a viral pandemic will sweep the globe, causing untold death and economic disruption. And yet most failed to prepare for the novel coronavirus. “Every academic, every researcher who's looked at this knew this was coming,” says famed whistleblower Edward Snowden in an exclusive interview with VICE co-founder Shane Smith. “Yet when we needed it, the system has now failed us, and it has failed us comprehensively.” Snowden is the first guest in the new “Shelter in Place” series debuting on VICE TV on Thursday at 10 p.m. EST, which looks at the global response to COVID-19 and its lasting impact around the world. Smith will discuss these themes, as well as how to survive quarantine, with a host of thinkers from science, entertainment, economics, and journalism. In the premiere episode, Smith talks to Snowden, who blew the lid off of the National Security Agency’s surveillance of the American people in 2012. In the interview conducted from Smith’s home in Santa Monica over video chat, the two tackle topics including the lack of preparedness in the face of a global pandemic, how long this will be a threat to humanity, and whether the power we’re handing to global leaders will come back and bite us in the ass. Smith: Why does it seem like we're so ill-prepared? Snowden: There is nothing more foreseeable as a public health crisis in a world where we are just living on top of each other in crowded and polluted cities, than a pandemic. And every academic, every researcher who's looked at this knew this was coming. And in fact, even intelligence agencies, I can tell you firsthand, because they used to read the reports had been planning for pandemics. Are autocratic regimes better at dealing with things like this than democratic ones? I don't think so. I mean, there are arguments being made that China can do things that the United States can't. That doesn't mean that what these autocratic countries are doing is actually more effective. If you're looking at countries like China, where cases seem to have leveled off, how much can we trust that those numbers are actually true? I don't think we can. Particularly, we see the Chinese government recently working to expel Western journalists at precisely this moment where we need credible independent warnings in this region. It seems that [coronavirus] may be the greatest question of the modern era around civil liberties, around the right to privacy. Yet no one's asking this question. As authoritarianism spreads, as emergency laws proliferate, as we sacrifice our rights, we also sacrifice our capability to arrest the slide into a less liberal and less free world. Do you truly believe that when the first wave, this second wave, the 16th wave of the coronavirus is a long-forgotten memory, that these capabilities will not be kept? That these datasets will not be kept? No matter how it is being used, what’ is being built is the architecture of oppression.
