*Data Portability, Interoperability and Digital Platform Competition: OECD Background Paper* 54 Pages Posted: 10 Jun 2021 James Mancini OECD *Abstract** * This paper describes the role that data portability and interoperability measures can play in promoting competition both within and among digital platforms. In particular, these measures can address consumer lock-in, promote unbundling, and enable multi-homing. However, they will not be effective in every market, and in some cases may unintentionally hamper competition. The implementation of portability and interoperability measures with regards to digital platforms is still limited in some cases, and at its early stages in others. However, these limited experiences point to some lessons learned. In particular, the objective of portability and interoperability measures matters. When implemented with objectives other than competition (such as data protection), these measures may not have procompetitive impacts unless designed with market dynamics in mind. Further, these measures may have unintended consequences if they create new entry barriers or entrench incumbent technologies. In addition, implementation mechanisms will be determinative of the effectiveness of these measures; for example, competition authority or independent third party oversight may be needed to set interoperability standards and adjudicate disputes. Looking forward, the competition concerns motivating data portability and interoperability may be observed in a growing array of sectors, ranging from automobiles to finance. Buongiorno nexiane, voi non avete idea di quanto io sia ignorante in "alta finanza" [1]: ignorante sì ma cretino no. un articoletto buttato lì, quasi a caso, tipo riempitivo, sulla prima pagina di oggi del sito de "Il Fatto Quotidiano" (altri siti mainstream?!?) ha suscitato la mia curiosità da bertuccia: «Il leggendario finanziare statunitense James Simons si appresta a pagare oltre 7 miliardi di dollari al fisco americano» https://www.ilfattoquotidiano.it/2021/09/03/il-leggendario-finanziare-statu… --8<---------------cut here---------------start------------->8--- L'accordo con il fisco statunitense è il più oneroso di sempre e riguarda operazione messe in atto tra il 2005 e il 2015 per ridurre artificiosamente le tasse da pagare sui giganteschi guadagni ottenuti con operazioni finanziarie speculative Nel mondo della finanza James Simons è una sorta di divinità. Brillante matematico è stato il primo a utilizzare fondi quantitativi basati su algoritmi e gestiti quasi completamente da computer. [...] Il suo fondo Medallion [...] ha registrato tra il 1988 e il 2018 guadagni medi annui del 39%. [...] Simons, che ha lasciato le cariche operative nel 2018, starebbe per staccare un assegno da 7 miliardi di dollari per chiudere, a titolo personale, i contenziosi con l’Internal Revenue Service, agenzia governativa del fisco. [...] Il primo a darne notizia è stato il Wall Street Journal. Sono proprio sicuri sicuri che il sistema finanziario non sia un gigantesco abbaglio? Ora, io non vorrei portare sfiga, ma https://nooscope.ai/ ha già chiaramente e inequivocabilmente dimostrato c'è la concreta possibilità che tutto ciò (vedere il grafico sul sito) porti a una "scientific allucination", che in questo caso sarebbe una "economic allucination"... ma, come dice la firma in calce a tutti i miei messaggi: "Noi, incompetenti come siamo..."; tuttavia un suggerimento mi sentirei di darlo - tipo "message in a bottle" - ed è quello di tornare a livelli più /umani/, meno da "palloni gonfiati". Tornando alle tasse, mi sono chiesto "quanto cuba" 'sto mega-sistema che i mega-ricconi della terra han progettato e fanno implementare ai nostri governi e qualcosa ho trovato grazie al sito https://taxjustice.net/, che raccoglie un sacco di materiale e dati sulla questione, anche grazie a qualche leak di tanto in tanto di quelle /poche/ informazioni segretissime che i furboni non riescono a trattenere per sè.
