Ciao Marco, inquadrerei l'argomento partendo dal tuo n° 5 un poco rivisto, cioè partirei dalla necessità di alfabetizzazione digitale ed inserirei i vari argomenti in questa cornice. Aggiungerei una domanda: quando cominciare? Per me l'alfabetizzazione digitale comincia (... dovrebbe cominciare ...) quando si comincia ad insegnare a leggere e scrivere, poi si adopra il digitale come si adoprano i libri, accompagnando ogni materia (italiano, storia, geografia ecc) con l'uso *CONSAPEVOLE e SICURO *del digitale, usando quest'ultimo ed evitando di essere usati. Tutti siamo andati a scuola, poi pochissimi sono diventati professionisti in una materia scolastica, analogamente l'alfabetizzazione digitale dovrebbe dare a tutti la conoscenza di base senza portare tutti a livello di programmatore. Mozilla warns Germany could soon declare ad blockers illegal

<https://www.bleepingcomputer.com/news/legal/mozilla-warns-germany-could-soo…> A recent ruling from Germany’s Federal Supreme Court (BGH) has revived a legal battle over whether browser-based ad blockers infringe copyright, raising fears about a potential ban of the tools in the country. The case stems from online media company Axel Springer’s lawsuit against Eyeo - the maker of the popular Adblock Plus browser extension. Axel Springer says that ad blockers threaten its revenue generation model and frames website execution inside web browsers as a copyright violation. This is grounded in the assertion that a website’s HTML/CSS is a protected computer program that an ad blocker intervenes in the in-memory execution structures (DOM, CSSOM, rendering tree), this constituting unlawful reproduction and modification. Previously, this claim was rejected by a lower-level court in Hamburg, but a new ruling by the BGH found the earlier dismissal flawed and overturned part of the appeal, sending the case back for examination. Mozilla’s Senior IP & Product Counsel, Daniel Nazer, delivered a warning last week, noting that due to the underlying technical background of the legal dispute, the ban could also impact other browser extensions and hinder users' choices. “There are many reasons, in addition to ad blocking, that users might want their browser or a browser extension to alter a webpage,” Nazer says, explaining that some causes could stem from the need "to improve accessibility, to evaluate accessibility, or to protect privacy." As per BGH’s ruling, Springer’s argument needs to be re-examined to determine if DOM, CSS, and bytecode count as a protected computer program and whether the ad blocker's modifications are lawful. “It cannot be excluded that the bytecode, or the code generated from it, is protected as a computer program, and that the ad blocker, through modification or modifying reproduction, infringed the exclusive right thereto,” reads BGH’s statement (automated translation). While ad blockers haven’t been outlawed, Springer’s case has been revived now, and there’s a real possibility that things may take a different turn this time. Mozilla noted that the new proceedings could take up to a couple of years to reach a final conclusion. As the core issue is not settled, there is a future risk of extension developers to be held liable for financial losses. Mozilla explains that, in the meantime, the situation could cause a chilling effect on browser users’ freedom, with browser developers locking down their apps further, and extension developers limiting the functionality of their tools to avoid legal troubles.

Il prossimo Mercoledì di Nexa, 10 settembre, alle ore 17.00 spinge a rileggere l'articolo di Daniela Tafani https://zenodo.org/records/15522002. Concordo quasi interamente con le opinioni di Daniela, della quale apprezzo competenza, lucidità e passione sul continuo intersecarsi tra digitale e filosofia, politica, società. "Quasi" perchè 1- perchè ritrovo una critica contro efficacia ed efficienza, non le vedo antipolitiche, antidemocratiche, neppure vedo incompatibilità concettuali fra principio democratico e principio gerarchico. Sul punto condivido la critica di Daniela verso un docoumento JPMorgan - https://www.europe-solidarity.eu/documents/ES1_euro-area-adjustment.pdf - il quale contiene anche la critica contro l'inefficienza burocratica: "" the problem is as much about how the laws are interpreted by the bureaucracy and the judiciary, as it is about the laws themselves "": è un problema non soltanto italiano, questo di bilanciare le virtù democratiche con la gestione: si può praticare la democrazia ed anche non sprecare, gestendo con efficacia ed efficienza? Si, è la mia risposta. 2- perchè auspico più attenzione al fatto che gli stessi alfabeto, parola, linguaggio sono diventati oggetto di proprietà nella transizione da codice alfabetico a codice digitale: la privatizzazione di governi e politica va certamente avversata, Daniela lo fa in modo eccellente, con ancora più forza va avversata la privatizzazione della parola: con la parola “comincia” il genere umano che conosciamo, è la parola che segna l’inizio di politica e democrazia ed interagisce fortissimamente con loro. Protecting the Developing Mind in a Digital Age: A Global Policy Imperative

The global rise in smartphone and social media use has dramatically reshaped childhood and adolescence, with algorithmically engineered digital environments increasingly influencing young people’s capabilities and functionings. This paper draws on data from the Global Mind Project to examine the population-level impacts of childhood smartphone ownership on mind health and wellbeing in young adulthood. Our analysis reveals that receiving a smartphone before age 13 is associated with poorer mind health outcomes in young adulthood, particularly among females, including suicidal thoughts, detachment from reality, poorer emotional regulation, and diminished self-worth. These correlations are mediated through several factors, including social media access, cyberbullying, disrupted sleep, and poor family relationships. This trend appears consistently across all global regions with the magnitude greatest in English-speaking nations. Based on these findings, we advocate for the adoption of a precautionary principle. We propose the implementation of a developmentally appropriate, society-wide policy approach, similar to those regulating access to alcohol and tobacco, that restricts smartphone and social media access for children under 13, mandates digital literacy education, and enforces corporate accountability. Strengthen the active identification of social media age violations and ensure meaningful consequences for technology companies (medium feasibility, high impact): Technology companies must be held accountable for enforcing age restrictions through improved age verification systems and meaningful penalties for non-compliance. While enforcement remains challenging, especially with respect to age verification, shifting responsibility toward technology providers to actively mitigate risk and protect users reduces the burden on families or individuals. Regulatory frameworks in other sectors (e.g. tobacco, alcohol) demonstrate that corporate accountability is achievable with sufficient political will. 3. Restrict access to social media platforms (medium feasibility, high impact): Social media platforms (i.e. platforms inviting posting of user-generated content and commenting) should be prohibited on all internet-connected devices for children under 13. This builds upon existing legal age restrictions but requires significantly enhanced enforcement mechanisms. Implementation challenges include technical difficulties with verifying users’ age reliably, and monitoring across multiple devices and platforms. 4. Implement graduated access restrictions for smartphones (most challenging, highest potential impact): Access to smartphones (defined as personal devices with internet access and apps beyond calling and text messaging that are easily portable) should be restricted for children under 13, with alternatives offered, such as “kids” phones’ that provide basic utility without social media or AI-powered content streams. By offering developmentally appropriate alternatives, this approach aims to minimise psychological reactance, offer access to developmentally appropriate opportunities afforded by digital devices (e.g. education apps), and avoid the counterproductive effects often associated with outright bans. This is the most challenging recommendation to implement due to socio-cultural norms around technology access, parental autonomy in decision-making, and practical enforcement challenges in private spaces. Così come lo è il fediverse. In altri termini, il problema sono i social media commerciali che profilano e manipolano gli utenti determinando chi vede cosa e quando, non tutti i social media. La 4 è ragionevole, ma posta in termini troppo vaghi e semplicistici. Prima dei 14 anni niente smartphone o tablet. Dopo, patente / porto d'armi in cui si verifica la capacità di configurare un client email, inviare una mail cifrata, usare un password manager, disabilitare i sensori dello smartphone, effettuare un backup offline, identificare le connessioni in uscita, identificare i dati condivisi durante l'uso di un App, disabilitare le notifiche, distinguere fra riservatezza, integrità e disponibilità di un dato etc... Certo, queste competenze mancano anche agli adulti che danno smartphone e tablet ai propri figli, esponendoli alle "tech company" che ne mutilano le menti.
