Direttiva PSI - Atto III
by Cristiana Sappa June 25, 2019

June 25, 2019

E.U. Parliament Passes Measure to Break Up Google in Symbolic Vote - The New York Times
by Alberto Cammozzo June 24, 2019

June 24, 2019

<https://www.nytimes.com/2014/11/28/business/international/google-european-u…> Europe’s resentment of the American technology giant Google reached a new noise level on Thursday as the European Parliament passed a nonbinding vote to break up the company. Although merely symbolic — the resolution carries no legal weight — the move came the day after a separate European body sought to further expand citizens’ “right to be forgotten” privacy protections against Google. Both moves are also playing out against the backdrop of a long-running investigation by the European authorities of Google, on which the European Union’s new antitrust chief, Margrethe Vestager, is still getting up to speed. A breakup of Google in Europe will almost certainly not happen, legal experts say. And whether any of the various policy moves afoot will ever significantly curtail the company’s business operations across the region is still too soon to gauge. Subscribe to With Interest Catch up and prep for the week ahead with this newsletter of the most important business insights, delivered Sundays. But taken together, the level of policy-making activity being devoted to the company signifies the growing antipathy to American technological dominance in the European Union even as its citizens grow ever more reliant on its gadgetry and conveniences. Not since European officials spent years seeking to rein in the powers of an earlier tech titan, Microsoft, has an American company drawn such scrutiny on this side of the Atlantic. European fears of American technology giants have been stoked in the last 18 months by the revelations of Edward J. Snowden, the former National Security Agency contractor, about American intelligence agencies’ spying activities and perceived easy access to the world’s tech infrastructure. Chancellor Angela Merkel of Germany publicly complained when it was discovered last year that her cellphone had most likely been tapped by American intelligence. In one sense, Thursday’s vote amounts to little more than political posturing because the Parliament has no formal power over antitrust policy in the 28 countries of the European Union. That power rests with the European Commission, the bloc’s executive arm. Yet the vote could raise pressure on Ms. Vestager to speed a decision on whether to bring formal antitrust charges against Google in an investigation that began in 2010. That inquiry involves Google’s dominant position in Europe’s Internet search business and asks whether the company’s search results favor other Google-related services and hobble competing search advertising platforms. Morozov: "Facebook's plan to break the global financial system"
by J.C. DE MARTIN June 23, 2019

June 23, 2019

*Facebook's plan to break the global financial system** * /The tech giant knows its best weapon is mobilizing the faux-populism other Silicon Valley companies have used to defeat regulation// / Evgeny Morozov The Guardian, 22 giugno 2019 What should we make of Facebook’s sudden foray into the world of digital money? Just as regulators were beginning to wake up from their self-induced coma to discover that Facebook has grown too fast and too big for its own good, the company has decided to redouble its unbending commitment to “moving fast and breaking things”. The good old days when Facebook was merely breaking privacy and elections are now gone – and we’ll surely miss them. But how could they compete with the chance of breaking – once and for all – the global financial system? To that end, Facebook has announced Libra, a currency, an infrastructure, a network – an ambiguous digital entity capacious enough to be everything for everybody, and with the noble cover of a .org domain to boot. It’s the ultimate Schrodinger’s cat of the digital economy: a blockchain/non-blockchain, it will serve as money/non-money to save/bury Facebook/all of us. Researchers mix DNA with face recognition | Planet Biometrics News
by Alberto Cammozzo June 20, 2019

June 20, 2019

<https://www.planetbiometrics.com/article-details/i/10270/desc/researchers-m…> A team of Belgian and American researchers have devised a system that could use DNA from a crime scene in order to generate an image of the suspect’s face. An international team led by KU Leuven, published in Nature Communications, found that ur physical appearance, including our face, is hardwired into our genetic material. Peter Claes of KU Leuven, the senior and corresponding author of the study, said in a statement: "We believe that the shape of our face is determined by thousands of genes, but also by the food we eat and other living conditions. Therefore, it is unlikely that we will ever be able to accurately predict a lifelike face from DNA alone." The team noted that scientists have already identified multiple genes that determine the shape of our face—from the distance between our nostrils to the shape of our chin. However, they added that it was not accurate to identify people. “This method mostly helps rule people out,” Claes said. “In practice, we don’t usually get any further than a sort of reference face, such as ‘a European male.’ That’s not much use to a forensic investigator.”

Homeland Security fuses all biometric data on an Amazon server - what could go wrong?
by Alberto Cammozzo June 20, 2019

June 20, 2019

<https://www.rt.com/usa/462259-homeland-security-database-amazon-fusion/> The US Department of Homeland Security is upgrading its surveillance database to add DNA profiles and relationships to its massive cache of fingerprints and face scans. And Amazon is to host this trove of sensitive information. The DHS Office of Biometric Identification Management is replacing its Automated Biometric Identification System (IDENT), which cross-references fingerprints, iris scans, and facial recognition with biographical information, with the even more dystopian Homeland Advanced Recognition Technology System (HART), which adds DNA, palm prints, tattoos, scars, and other physical markings. The system will also contain data on people's "relationship patterns," possibly gleaned from social media profiles, which DHS has acknowledged will include "non-obvious relationships" - whatever that means - as well as data from "officer encounters," which often take place under dubiously legal circumstances. While IDENT, which contains information on over 250 million people, has been housed in government-run data centers since it was first developed in 1994, the new HART will live in "the Amazon Web Services FedRAMP certified GovCloud," according to DHS, which has contracted with Northrop Grumman to build the new database. Amazon will control the entire system, from "biometric matching capabilities for fingerprint, iris, and facial matching" to the biometric images themselves. It's not clear whether the facial recognition database is connected to Amazon's Rekognition software, which the company has sold to multiple law enforcement agencies. The DHS joins the CIA, Pentagon, NASA and other federal agencies in handing over its most sensitive information to Amazon. For those worried about their privacy, a top tech official at the CIA insists the cloud is actually more secure than the government's old systems. After all, the CIA has been trusting Amazon with its data since 2014, and it's never been hacked. Amazon, controlled by the country's wealthiest man, will never use the fact that it holds all the government's sensitive information against it. Presumably. DHS can also access and share data and tech with the Pentagon and FBI, which has its own treasure trove of 640 million photos for use in facial recognition systems. The agency can also access the State Department's Consular Consolidated Database, home to almost 500 million visa and passport records, and even have access to several foreign governments' databases, as well as the resources of local, state and tribal law enforcement. Last month, 95 million traveler records, including license plates and photos, were stolen from Customs and Border Protection (CBP) in a breach that targeted agency contractor Perceptics. While CBP scrambled to reassure Americans that their biometric data was safe and blamed Perceptics for not following its security protocols, it was the second major DHS hack this year, raising serious trust issues with an agency that has made itself responsible for the biometric identifiers of millions of law-abiding citizens. In April, the Federal Emergency Management Agency (FEMA) leaked the private data - including bank account numbers - of 2.3 million disaster survivors, leaving some of the country's most vulnerable people open to identity theft on top of their other problems.
