This limitation has become the focal point of international political clashes, with various nations vigorously debating which direction to take in building new power plants. Meanwhile, the sector’s lobby is pressuring institutions to set aside predetermined environmental objectives to focus exclusively on data center development. The European Union, like other major global powers, sees cloud computing, big data, and artificial intelligence as the future of economy, work, security, and Defense. These digital resources often intertwine with one another but all rest on infrastructures that, with the progressive evolution of technology, require an increasingly large amount of energy resources. To understand how electricity demand is evolving, financial consulting firm S&P Global estimates that European data center energy demand will double by 2030. In response to this phenomenon, the influence of the European Nuclear Alliance is growing at the same pace, an organization that Italy also officially joined last year. According to the European Data Center Association (EUDCA) lobby, neither the renewed interest in nuclear power nor that in renewables will allow Europe to meet the urgency of energy production and distribution. E la sovranità? * Claudio Verzola 4 giugno 2026 Quando un comunicato aziendale arriva da Copenaghen e parla di Genova, conviene leggere oltre il titolo.L’undici giugno 2025 Milestone Systems annuncia <https://www.milestonesys.com/company/news/press-releases/project-hafnia-urb…>, con la firma di NVIDIA, l’arrivo in Europa del suo Project Hafnia, e la prima città del continente a entrarci è proprio Genova. Sulla carta è una buona notizia di innovazione urbana, di quelle che le amministrazioni amano esibire. Sotto la superficie c’è una questione che riguarda tutti, perché tocca la titolarità dei dati pubblici, la loro destinazione e il controllo di ciò che da quei dati viene generato. Il cuore tecnico dell’operazione è un Vision Language Model, un modello che impara a collegare immagini e testo per restituire interpretazioni e sintesi a partire da flussi video. Secondo il comunicato diffuso via Business Wire, l’obiettivo dichiarato è sviluppare soluzioni di intelligenza artificiale per la gestione del traffico e per città più efficienti, addestrando il modello con strumenti NVIDIA su infrastruttura cloud dedicata. Il primo servizio di Hafnia in Europa, si legge sempre nella nota ufficiale, è un modello europeo per la gestione dei trasporti addestrato su un ampio volume di dati di traffico raccolti a Genova. Ciao a tutti, è stato rilasciata la BETA dell'Osservatorio Nazionale Sovranità Digitale della Pubblica Amministrazione (c.a. 23.000 enti pubblici) . Il software, edizione italiana di MXMap https://mxmap.it , analizza tramite record DNS se i sistemi di posta elettronica delle PA Italiane sono o meno accessibili da Governi extra-UE (in via prevalente USA, per tramite di Microsoft e Google). Il progetto ha uno scopo politico di misurazione e di informazione a tutti gli stakeholders https://osservatorio.mxmap.it . L'attuale rilascio è da considerarsi BETA, rivolto allo sviluppo di una comunità di ricercatori nei vari ambiti tecnici, politici, regolatori, attivistici. Yet traditional human rights frameworks remain reactive, responding only after harm occurs. Protecting rights in AI-mediated contexts demands a fundamental structural shift: from post-deployment remedy to pre-deployment, system-specific accountability. Drawing on the design and global deployment of the UNDP AI Human Rights Impact Assessment (HRIA) Toolkit across various countries and regions, this talk unpacks how to embed human rights accountability directly into the design stage: which rights are implicated by which system architectures, how impact pathways can be traced from model behaviour to lived harm, and where the friction points lie between technical teams and human rights obligations. Finally, the session bridges these practical insights with the UN human rights standards and emerging regulations—including the EU AI Act and the Council of Europe Framework Convention on AI —exploring what "human rights by design" actually means for builders in contexts where technology rapidly outpaces oversight. Ainura Bekkoenova is a Policy Specialist in Rule of Law, Security, and Human Rights at the UNDP Istanbul Regional Hub, where she leads AI governance programming across Europe and Central Asia. Operating at the critical intersection of international human rights law, emerging algorithmic regulation, and on-the-ground deployment realities, she is the co-designer of the UNDP AI Human Rights Impact Assessment (HRIA) Toolkit. Developed in collaboration with regional experts and piloted across Europe, Asia, and other regions (Africa, Latin America), this practitioner-facing instrument operationalizes rights accountability directly into AI system design and deployment, particularly in environments with fragile oversight capacity. A member of the International Association of Privacy Professionals (IAPP), Ainura works closely with governments, data protection authorities, and international partners to ensure that emerging technologies are developed and deployed in alignment with the UN human rights standards, democratic principles, and emerging global regulations.
