JUL 28 – Personal Data, Surveillance and Contagion David Lyon Director, Surveillance Studies Centre; Professor, Department of Sociology, Queen's University Contact-tracing apps have been much in the news during the pandemic and as they represent particularly intimate tracking systems they have naturally been seen as a rather controversial form of surveillance. Yet as a “second wave” attempt to mitigate the spread of the coronavirus they are frequently seen as a highly plausible tech solution by Big Data advocates. In this talk, David Lyon will discuss the reasons why such systems would be thought of as a potentially undesirable form of surveillance, the range of contexts in which they are being used—from Singapore to Israel/Palestine to the UK, as well as in Canada—and the sorts of safeguards that should be in place where such systems are mooted. Buongiorno. Il motivo è che nella configurazione di Android il Bluetooth è collocato sotto le impostazioni di localizzazione. Quindi chiudere tutta la localizzazione a livello di device chiude anche il Bluetooth. Android però permette di impostare le autorizzazioni di geolocalizzazione anche a livello di App - geolocalizzazione consentita sempre/solo durante l'uso/mai. Il mondo del FOSS e piu` in generale quello dell'informatica non e` un universo a se` stante ma coesiste con il mondo della politica e ci interagisce. Il 16 settembre Linus con questa email http://lkml.iu.edu/hypermail/linux/kernel/1809.2/00117.html ha annunciato di prendersi una pausa dallo sviluppo del kernel. Inoltre si scusa per il suo comportamento aggressivo: "The above is basically a long-winded way to get to the somewhat painful personal admission that hey, I need to change some of my behavior, and I want to apologize to the people that my personal behavior hurt and possibly drove away from kernel development entirely. I am going to take time off and get some assistance on how to understand people's emotions and respond appropriately." Questo cambiamento, che non ha precedenti in 30 anni di benevola dittatura, rientra nel panorama molto piu` ampio dell'attuale conflitto ideologico fra le vecchie idee di selezione per merito e le piu` nuove idee di selezione per diversita`, fra il "technical coding" e il "social coding", alt-destre e la sinistra culturale. In response to the COVID-19 epidemic in the Autonomous Province of Trento (Italy) a software was developed to standardize data collection and facilitate surveillance of contacts and outbreaks and map the links between bases and contacts. In this paper, we present the results of contact tracing efforts during Phase I of the epidemic (March-April, 2020, mostly under lockdown), including sociodemographic characteristics of contacts who became cases and of the cases who infected one or more contact. Methods A contact tracing website was developed that included components for geolocation and linking of cases and contacts using open source software. Information on community-based confirmed and probable cases and their contacts was centralized on the website. Information on cases came directly from the central case database, information on contacts was collected by telephone interviews following a standard questionnaire. Contacts were followed via telephone, emails, or an app. Results The 2,812 laboratory-diagnosed community cases of COVID-19 had 6,690 community contacts, of whom 890 (13.3%) developed symptoms. Risk of developing symptomatic disease increased with age and was higher in workplace contacts than cohabitants or non-cohabiting family or friends. The greatest risk of transmission to contacts was found for the 14 cases <15 years of age (22.4%); 8 of the 14, who ranged in age from <1 to 11 years) infected 11 of 49 contacts. Overall, 606 outbreaks were identified, 74% of which consisted of only two cases. Discussion The open-source software program permitted the centralized tracking of contacts and rapid identification of links between cases. Workplace contacts were at higher risk of developing symptoms. Although childhood contacts were less likely to become cases, children were more likely to infect household members, perhaps because of the difficulty of successfully isolating children in household settings.
