With so many details about personal lives, the social media site is a data trove for scientists looking to find patterns in human behaviors, tease out risk factors for health conditions and track the spread of infectious diseases. By analyzing emotional cues found in the tweets of pregnant women, for instance, Microsoft researchers developed an algorithm that predicts those at risk for postpartum depression. And the U.S. Geological Survey uses Twitter to track the location of earthquakes as people tweet about tremors. Until now, most interested scientists have been working with a limited number of tweets. Although a majority of tweets are public, if scientists want to freely search the lot, they do it through Twitter's application programming interface, which currently scours only 1 percent of the archive. But that is about to change: in February the company announced that it will make all its tweets, dating back to 2006, freely available to researchers. Now that everything is up for grabs, the use of Twitter as a research tool is likely to skyrocket. With more data points to mine, scientists can ask more complex and specific questions. Cari tutti, scusate se occupo la banda di questa lista con una email di natura prettamente personale, ma NEXA, ivi inclusa la comunità che vi ruota intorno, è stata - e mi piace pensare che ancora sia - una parte fondamentale della mia vita personale e professionale (posso fare l'hipster e dire che ero a NEXA prima che NEXA nascesse ufficialmente ;). Ci tengo dunque particolarmente a condividere questa notizia con tutti voi. Per farla breve: la Commissione Europea, nella sua infinita e imperscrutabile saggezza, ha deciso di nominarmi "ICT counselor" (o anche "digital economy counselor", "CONNECT counselor") presso la Delegazione dell'Unione Europea negli Stati Uniti D'America, sede di Washington DC. Dunque, il 16 giugno 2014 (giorno più, giorno meno) prenderò servizio dall'altra parte dell'oceano. Se mai voleste fare un salto a DC, fatemelo sapere. :) Sono anche bene accetti consigli su dove mangiare a Washington DC per non prendere 15 kg in un mese. Consiglio comunque la lettura della relazione (e non del post!) a tutti gli altri perché contiene una bella foto della condizione non entusiasmante italiana in termini di libertà di manifestazione del pensiero. In this article, we review recent literature documenting experiments to assess users’ valuation of personal data, with the purpose to provide policy-oriented remarks. In particular, contextual aspects, conflicts between declared and revealed preferences, as well as the suggestion that personal data is not conceivable as a single good, but instead as a bundle, are taken into account, also discussing potential shortcomings and pitfalls in the surveyed experiments. Data portability is supposed to increase consumer empowerment; still, several technological preconditions need to apply to make this right actually enforceable.
