Lu Wei, China's departing internet czar, proved them all wrong./ By Bethany Allen-Ebrahimian June 29, 2016 On March 8, 2000, U.S. President Bill Clinton hailed the arrival of a new era, one in which the internet would mean the triumph of liberty around the world. He dismissed China’s fledgling efforts to restrain online speech. “Good luck,” quipped Clinton. “That’s sort of like trying to nail Jello to the wall.” More than 16 years later, however, it appears that China has largely succeeded in doing just that. Key to this achievement was Lu Wei, known as China’s internet czar. The charismatic head of the Central Leading Group for Cyberspace Affairs, China’s internet regulator, channeled the vision and confidence of strongman President Xi Jinping and, with a barrage of strict new policies aimed at corralling online speech, plugged the holes left by the prior administration’s half-measures, which left social media a flourishing space where government was often criticized. On June 29, state news agency Xinhua confirmed reports that Lu would be stepping down, an unexpected move. It’s unclear what prompted the move, or what’s next for Lu. Spesa ICT 2016: le indicazioni per l’acquisto di beni e servizi della PA Gent.me/mi segnalo dal sito Agid news di interesse Cordiali saluti Mauro Alovisio *Venerdì, 24 Giugno, 2016* La circolare definisce indicazioni essenziali per la programmazione di spese in beni e servizi informatici delle amministrazioni, fino all’approvazione del Piano Triennale di AgID. [image: Spesa ICT 2016: le indicazioni per l’acquisto di beni e servizi della PA] Pubblicata la circolare che definisce le modalità con le quali le amministrazioni pubbliche e le società inserite nel conto economico consolidato della pubblica amministrazione, possono procedere agli acquisti di beni e servizi ICT, in attesa delle indicazioni definite dal Piano triennale. Il Piano Triennale – a regime nel 2017 - è il documento di programmazione che definirà il percorso di attuazione del “Modello Strategico di evoluzione del sistema informativo della PA”, all’interno del quale verranno classificate le spese per amministrazione o categorie di amministrazioni in coerenza con gli obiettivi da raggiungere. Al fine di non pregiudicare la piena attuazione del Piano Triennale a partire dal 2017, sono stabiliti i principi fondamentali che dovranno trovare applicazione già nel corso del 2016, al fine di conseguire gli obiettivi fissati dalla legge di stabilità 2016. La circolare definisce dunque il percorso di “convergenza” che le amministrazioni dovranno seguire sin dal 2016 per adeguare i propri sistemi informativi al nuovo Modello Strategico. [] And Saturday’s strike was carried out not by the CIA, which runs and doesn’t acknowledge the U.S. drone campaign in Pakistan, but by the military—which means that unlike the supposedly covert strikes carried out by the intelligence agency, this one was publicized by the Pentagon spokesman, on Twitter. And it means that, like the 2011 commando raid into Pakistan that killed al-Qaeda leader Osama bin Laden, Saturday’s strike involved public celebration of an attack in a country with which the United States is not, technically, at war—and which, in theory, is an ally in the war on terrorism.

NATO and the Pentagon Want to Get Their Hands on the Technology Behind Bitcoin

The ledger is stored in multiple copies across a large group and changes are sent out to all of them immediately, using a mathematical protocol that makes the ledger tamper-proof. That creates an immutable record of the information, and since everyone has a copy of the data, records are still safe even if a few people are hacked. The two are looking at different implementations. The DoD’s Defense Advanced Research Projects Agency, or DARPA, wants to use blockchain to create a secure messaging service. The group recently put out a public request for pitches on the project, and wants a web or native messaging app to help secure communications between different departments and even potentially troops in combat. NATO is looking at more traditional uses—using blockchains to make military logistics, procurement, and finance more efficient.
