by Antonio Casilli Jan. 22, 2018

Jan. 22, 2018

-- Antonio A. riconoscimento facciale in Cina e india
by Alberto Cammozzo Jan. 22, 2018

Jan. 22, 2018

<https://www.bloomberg.com/news/articles/2018-01-17/china-said-to-test-facia…> China’s state surveillance apparatus is trying out a new tool in one of its favorite test beds, the restive region of Xinjiang. The Muslim-dominated villages on China’s western frontier are testing facial-recognition systems that alert authorities when targeted people venture more than 300 meters (1,000 feet) beyond designated “safe areas,” according to a person familiar with the project. The areas comprise individuals’ homes and workplaces, said the person, who requested anonymity to speak to the media without authorization. [...] The alert project is another example of how Xinjiang -- a region boarding Pakistan and Afghanistan that’s home to about 10 million Muslim ethnic Uighurs -- has become a laboratory for technologies that track large groups simultaneously. Spurred on by President Xi Jinping’s orders to “strike first” against Islamist extremism after deadly attacks involving Uighurs in 2013 and 2014, as well as reports of some fighting in Syria, the region has become one of the world’s most heavily policed places. Aadhaar to have facial recognition <https://fusion.werindia.com/hot-from-the-oven/aadhaar-facial-recognition> For quite a while, the recognition requirement for a person’s Aadhaar card has been a fingerprint recognition. However, this form of identification is beginning to cause problems, since people with fingerprints that have worn from age or people with fingerprints that have faded from intense agricultural labor cannot have their identity recognized for their Aadhaar card. The Unique Identification Authority of India (UIDAI) has been coming up with some alternative identification methods in order to solve this problem.[...] 3/ Il mercato registra la sostituzione delle impronte digitali con riconoscimento facciale: Report says fingerprint sensors market facing a major disruption: The number of traditional standalone fingerprint sensors shipped has peaked, as in-display sensors and 3D facial recognition replace them, according to research by IHS Markit.<http://www.biometricupdate.com/201801/report-says-fingerprint-sensors-marke…> 4/ Uso del Blockchain per memorizzare le features biometriche <https://medium.com/@dzakipurwanto97/biometrids-decentralised-and-anonymous-…> Biometrids Decentralised and Anonymous ID by Facial Recognition on the Blockchain Alberto

by J.C. DE MARTIN Jan. 20, 2018

Jan. 20, 2018

South Wales Police first force to make arrests using facial recognition
by Alberto Cammozzo Jan. 19, 2018

Jan. 19, 2018

<https://www.itv.com/news/wales/2018-01-16/south-wales-police-first-force-ma…> [] Since then, there have been 50 charges and 12 arrests using the technology, with 8 prison sentences handed down. The charges include theft, sexual offences, burglary, robbery and drug offences. South Wales Police say they have addressed any concerns about privacy, and will continue the trial of the technology until March. The overall effectiveness of facial recognition has been high, evidenced in part by the positive match figures of AFR Identify and the number of charges being brought against offenders. Our confidence in AFR as a valuable addition to our operational toolkit means that we will be extending the trial until March 2018 when an evaluation will be done in order to develop our findings further. Throughout the trial South Wales Police has been very cognisant of concerns about privacy and we have built in checks and balances into our methodology to make sure our approach is justified and balanced. We have had detailed discussions with all interested regulatory partners, including the local Information Commissioner's Office (ICO), the Home Office Biometrics Programme, as well as the Surveillance Camera Commissioner, to ensure that we are considering the wider needs in relation to the Data Protection Act and to ensure that the deployment of this technology is proportionate whilst recognising the need to balance security and privacy." – Superintendent Alun Morgan, South Wales Police. Automated Facial Recognition (AFR) 'Locate' is a real time solution which utilises live feeds from CCTV typed cameras based either at specific, fixed locations or cameras secured to the top of a police vehicle to locate people on watch lists. Additionally, Automated Facial Recognition (AFR) 'Identify' allows officers to load images of persons of interest and compare them against half a million custody images for a possible match. The software isn't limited to criminal investigations. It can also help with identifying missing persons or those suffering from Alzheimer's or other similar health issues, which allow officers to safeguard the vulnerable, quicker.

European Union votes to ratify Marrakesh Treaty
by Alberto Cammozzo Jan. 19, 2018

Jan. 19, 2018

The Marrakesh Treaty requires Contracting Parties to introduce a standard set of limitations and exceptions to copyright rules in order to permit reproduction, distribution and making available of published works in formats designed to be accessible to the visually impaired and otherwise print disabled, and to permit exchange of these works across borders by organizations that serve those beneficiaries. <http://www.worldblindunion.org/English/news/Pages/European-Union-votes-to-r…> [] "Thanks to this legislation, the adaptation and cross-border exchange of copyrighted books will be assured for non-profit uses to serve blind and visually-impaired people," said the EBU. Over 90% of all published materials cannot be read by blind or print-disabled people, leading to a "book famine." Current copyright rules within most countries prevent the ability to reproduce published materials into accessible formats, such as Braille, large print, and audio editions. Working with WIPO, the WBU led the international campaign to develop the Marrakesh Treaty that would facilitate Access to Published Works by people with print disabilities. The Marrakesh Treaty signed in Morocco on 28 June 2013, is a legally binding international agreement that creates mandatory exceptions to national copyright law to protect the human rights of individuals with print disabilities. To date, 33 countries have ratified the Treaty. An addition of 25 EU countries will be a milestone achievement for the WBU's effort to enhance the human rights of print-disabled people. More information about the Marrakesh Treaty is available on our WBU website <http://www.worldblindunion.org/English/our-work/our-priorities/Pages/right-…>.
