May 10, 2018

France leads the European open source market, with penetration in IT services and software higher than that of other countries, says the French company Pierre Audoin Consultants (PAC) in a survey published during the Paris Open Source Summit (POSS 2017). In France, the open source market reached EUR 4.46 billion in 2017, with annual growth of 8.3%. Call for expression of interest: High-Level Group on the Impact of the Digital Transformation on EU Labour Markets
by Andrea Glorioso May 7, 2018

May 7, 2018

Cari tutti, scusandomi in anticipo per gli anglicismi, mi permetto di segnalarvi il lancio di una "call for expressions of interest" per i membri del neonato Gruppo di Alto Livello sull'Impatto della Trasformazione Digitale sui Mercati del Lavoro dell'UE (per gli amici "EU High Level Group on the Future of Work"). La scadenza per proporsi è il 4 giugno. Ulteriori dettagli a questo link: https://ec.europa.eu/digital-single-market/en/news/call-expression-interest… . Per inciso, si tratta di un progetto/tema che mi sta molto a cuore (so di non essere il solo) e di cui mi occuperò a tempo pieno, emergenze eurocratiche permettendo, nei mesi a venire. A disposizione per eventuali chiarimenti. Ciao, Andrea ec.europa.eu <https://ec.europa.eu/digital-single-market/en/news/call-expression-interest…> Call for expression of interest: High-Level Group on the Impact of the Digital Transformation on EU Labour Markets The Commission's Directorate-Generals for Communications Networks, Content and Technology (CONNECT) and for Employment, Social Affairs and Inclusion (EMPL) have set up the high-level expert group on the impact of the digital transformation on EU labour markets. The Commission is seeking expressions of interest for 9 members of the High-Level Group, who will act in a personal capacity, independently and in the public interest. The tasks of the group shall be to analyse and advise the Commission on the impact of the digital transformation on EU labour markets and explore policy options, including: - Analysis of how to shape the transformation and what framework conditions to be put in place to make it smooth and human-centric; - Identification of the potential social impacts (risks and opportunities) of digitalisation, in particular the large-scale application of artificial intelligence, and the expected job losses and gains; - Developing responses to the impact digitalisation has on skills requirements; - Exploring viable ways to manage digitalisation's impact on labour law and working conditions; - Identifying ways to use digitalisation (in particular artificial intelligence) to make labour markets more inclusive; - Assessing the impact of digitalisation on income distribution and existing inequality and ways to respond to it; - Defining ways to adapt social security systems to ensure a high level of social protection for all forms of employment; - Evaluating mechanisms to adapt the tax and benefit system to ensure that fair contributions are paid and loopholes are avoided e.g. revision of taxation models; - Breaking down the potential effects of digitalisation by industry and sector of the economy. The HLG will hold its inaugural meeting in June 2018 and is expected to produce a report, with policy recommendations, by early 2019. The Chair of the HLG will be appointed by the Directors-General of DG CONNECT and DG EMPL; the Commission is seeking expressions of interest for the 9 remaining members of the HLG. The deadline to apply is 4 June 2018. Further information can be found in the Register of Commission Expert Groups <http://ec.europa.eu/transparency/regexpert/index.cfm?do=groupDetail.groupDe…> and in the attached documents.

108° Mercoledì di Nexa | 9 maggio 2018
by Nexa Media May 7, 2018

2, 000 wrongly matched with possible criminals at Champions League
by Alberto Cammozzo May 5, 2018

May 5, 2018

<http://www.bbc.com/news/uk-wales-south-west-wales-44007872> More than 2,000 people were wrongly identified as possible criminals by facial scanning technology at the 2017 Champions League final in Cardiff. South Wales Police used the technology as about 170,000 people were in Cardiff for the Real Madrid v Juventus game. But out of the 2,470 potential matches with custody pictures - 92% - or 2,297 were wrong. Chief Constable Matt Jukes said officers "did not take action" and no one was wrongly arrested. South Wales Police have made 450 arrests in the last nine months using the automatic facial recognition (AFR) software, which scans faces comparing them to about 500,000 custody images <http://www.bbc.co.uk/news/technology-39735637>. * Policing Champions League final in Cardiff cost £5.7m <http://www.bbc.co.uk/news/uk-wales-south-east-wales-43410104> * Champions league brings record-breaking numbers to Cardiff <http://www.bbc.co.uk/news/uk-wales-south-east-wales-40259821> The technology has helped the force convict a criminal to six years in prison for robbery while another got four-and-a-half years imprisonment for burglary. But facial recognition was wrong on 92% of the faces it matched on the day of the Champions League Final, with 2,297 incorrect matches according to data on the force's website <https://www.south-wales.police.uk/en/advice/facial-recognition-technology/>. REGISTRATI ALLA CONFERENZA <https://www.eventbrite.it/e/biglietti-lindustria-del-software-libero-lesper…> Software is at the heart of our digital society and embodies a growing part of our scientific, technical and organisational knowledge. The mission of Software Heritage is to ensure that this precious body of knowledge will be preserved over time and made available to all. We do this for multiple reasons. To preserve the scientific and technological knowledge embedded in software source code, that is a precious part of our heritage. To allow better software development and reuse for society and industry, by building the largest and open software knowledge database, enabling the development of a broad range of value added applications. And we do this in particular to foster better science, by assembling the largest curated archive for software research, and building the infrastructure for preserving and sharing research software, a necessary complement to Open Access and a stepping stone for reproducibility. BIOGRAFIA [DICOSMO] ROBERTO DI COSMO <http://www.dicosmo.org/index.html>, after obtaining a PhD in Computer Science at the University of Pisa, was associate professor for almost a decade at Ecole Normale Supérieure in Paris, and became a Computer Science full professor at University Paris Diderot in 1999. He is currently on leave at Inria. He has been actively involved in research in theoretical computing, specifically in functional programming, parallel and distributed programming, the semantics of programming languages, type systems, rewriting and linear logic. His main focus is now on the new scientific problems posed by the general adoption of Free Software, with a particular focus on static analysis of large software collections, that were at the core of the european reseach project Mancoosi. Following the evolution of our society under the impact of IT with great interest, he is a long term Free Software advocate, contributing to its adoption since 1998 with the best-seller Hijacking the world, seminars, articles and software. He created the Free Software thematic group of Systematic in October 2007, and since 2010 he is director of IRILL, a research structure dedicated to Free and Open Source Software quality. In 2016, he co-founded and directs Software Heritage, an initiative to build the universal archive of all the source code publicly available. The Origins of “Artificial Intelligence”
by Giacomo Tesio May 2, 2018

May 2, 2018

Un saggio onesto ed interessante di Rodney Brooks sulla storia (e sul presente ;-) della intelligenza artificiale. Mi ha ricordato da vicino l'intervento di Carlo Batini al seminario del 4 marzo a milano. > Just because someone says they are working on AGI, Artificial General > Intelligence, that does not mean they know how to build it, how long it > might take, or necessarily be making any progress at all. These lacks have > been the historical norm. Certainly the founding researchers in Artificial > Intelligence in the 1950’s and 1960’s thought that they were working on key > components of general intelligence. But that does not mean they got close > to their goal, even when they thought it was not so very far off. > > So, journalists, don’t you dare, don’t you dare, come back to me in ten > years and say where is that Artificial General Intelligence that we were > promised?
