Overall, I’ve shared my genetic information with nearly a dozen companies. You might call me an oversharer. [] Recently, I started feeling uneasy about how freely my DNA**data flowed. So I decided to try to erase my DNA data footprint from all the websites and databases and laboratories in which it was stored. It turns out that isn’t so easy. When you send your DNA to consumer genetic-testing companies, the sample**typically is stripped of identifying details and sent to a third-party laboratory. The social-media giant said its security division had identified <https://www.bbc.co.uk/news/technology-45018516> 32 profiles and pages that were set up for the sole purpose of disrupting, subverting or otherwise influencing the American political process. At least seven more accounts were shut down on the Instagram platform –which is also owned by Facebook– for the same reasons. In the past 14 months, the suspect accounts generated nearly 10,000 posts and were liked or followed by over 290,000 users, said Facebook. In addition to producing memes that aimed to stir existing racial, political and religious tensions in American society, the suspect accounts are also believed to have generated approximately 150 paid advertisements, spending around $11,000 for that purpose. Moreover, close to 30 public events were organized, advertised and hosted by the suspect pages throughout the US in the past 14 months. One such event was subscribed to by 4,700 users, with another 1,400 users stating that they would attend. In a preliminary report <https://newsroom.fb.com/news/2018/07/removing-bad-actors-on-facebook/> posted on its online newsroom, Facebook said it was too early in the investigation to identify the party or parties behind the alleged effort to influence the US mid-term elections. Its security team had detected “one instance” of a connection between this latest operation and the Russian-based Internet Research Agency (IRA), which Facebook identified as being one of the main sources behind efforts to influence the 2016 US presidential elections. But the report cautioned that the instigators of this latest attempt to influence the US political process had gone to great pains to hide their identities, affiliations and geographical coordinates. For instance, they routinely employed virtual private networks in order to disguise their internet protocol addresses. They also used third parties to purchase advertisements on Facebook and Instagram. These and many other tactics severely limited the ability of security technicians to attribute these efforts to specific countries, governments or companies, said Facebook. Using unusually strong language to describe its ongoing probe, Facebook said that the exploitation of its platform for sinister political purposes resembled “an arms race” and that constantly changing tactics were needed to combat it. In addition to removing the suspect accounts, Facebook said it was working closer with law enforcement and leading online security firms in order to analyze and eliminate threats from what it described as “bad actors”. It added that it was “investing heavily” in more people and better technology in order to eliminate those who were trying to weaponize its communication platform for sinister goals

As you may know, the TED format prescribes a (roughly) 13 minute long “story-telling” talk and, of course, such format does not allow for an in-depth analysis. For those of you who might be interested in knowing more about the issues analysed in the talk, I am pasting below the short descriptions (with a brief list of references) of two lectures I will give in two weeks at CeTyS, Universidad de San Andrés, to analyse in further detail Net Neutrality evolutions and the concept of Network Self-determination. As usual, if you have any comments or questions, feel free to write me a private message. All the best Luca Net Neutrality Policies, Zero Rating and the Minitelisation of the Internet The Internet was designed as a general-purpose network grounded on openness, decentralisation and interoperability. Such features have allowed innovation to flourish, lowering barriers to communication, participation and cooperation, thus empowering end users. ‘General purpose’ means that the purpose for which the Internet is used is not predefined by the operator but can be autonomously decided by the end user. In this sense, the network neutrality (NN) principle mandates non-discriminatory treatment of Internet traffic to preserve an open environment, fostering the general-purpose nature of the Internet, unleashing end users’ creativity. This lecture will explore the evolution of the NN debate, stressing that the rationale of NN policies is to preserve an open and decentralised Internet architecture, empowering end users, fostering innovation and protecting users’ rights. The analysis of the different stages of NN policymaking will lead to one of the latest chapter of the NN saga: the emergence of zero rating (ZR) schemes and their compatibility with NN. The lecture will analyse how discriminatory practices with regard to both Internet traffic management and price differentiation may lead to a phenomenon defined as “Minitelisation” (Belli 2017) of the Internet, consisting of the shift from a user-centric, general-purpose network to one with a predefined purpose, thereby creating passive consumers of predetermined services (as in the old-fashioned Minitel), rather than active Internet users. This lecture will start by analysing the current state of play of Internet connectivity in the region while considering some local examples to identify the reasons why almost half of the world population is still offline. Subsequently, the lecture will focus on Community Networks, exploring the wide range of positive externalities triggered by such initiatives. Community Networks are better characterised by the fact that they are organised and deployed in a bottom-up fashion, in order to be utilised and managed by the local community as a commons. Lastly, the lecture will focus on the emergence of a “right to Network self-determination” (Belli 2017) that should be seen as the right to freely associate in order to define, in a democratic fashion, the design, development and management of network infrastructure as a common good, so that all individuals can freely seek, impart and receive information and innovation. Irish Supreme Court to hear unprecedented Facebook appeal over data transfers referral

<https://www.irishtimes.com/business/technology/supreme-court-to-hear-unprec…> The Supreme Court has agreed to hear an unprecedented appeal by Facebook over a High Court judge’s decision to refer to the European Court of Justice (CJEU) key issues concerning the validity of EU-US data transfer channels. The five judge Supreme Court, in a significant decision on Tuesday, said it would hear the appeal as a matter of urgency before the end of this year and would notify the High Court, which has already forwarded the reference to the CJEU, of its decision. Last May, the High Court’s Ms Justice Caroline Costello directed a referral “immediately” to the CJEU of 11 issues concerning the validity of European Commission decisions approving data transfer channels known as Standard Contractual Clauses. The questions raise significant issues of EU law with huge implications, including whether the High Court was correct in finding there is “mass indiscriminate processing” of data by US government agencies under the PRISM and Upstream programmes authorised there. If Facebook persuades the Supreme Court to make certain orders in its appeal, those could only be of value if the Supreme Court judgment is delivered well in advance of the likely hearing before the CJEU, the chief justice, Mr Justice Frank Clarke <https://www.irishtimes.com/topics/topics-7.1213540?article=true&tag_person=…> stressed on Tuesday.
