Bom, visto che l'argomento (il Decreto Pisanu) è saltato fuori, iniziamo a discuterne, anche perché, ormai, è anche il tempo giusto. È il primo messaggio di una chiamata alle armi per provare a organizzare qualche cosa che chiamerò "Stati Generali del Wi-Fi". Può rimanere anche solo un thread su questa ml ma mi auguro che diventerà ben altro: barcamp, conferenze, articoli ecc. ecc. Siete tutti invitati. Facciamo il punto della situazione sulla diffusione del Wi-Fi in Italia e facciamo una proposto seria (ho scritto SERIA), che parta dal basso (ho scritto DAL BASSO) e che metta tutti, gestori di Wi-Fi e Governo, nella migliore delle condizioni possibili. Pianeta Italia, Pianeta Pisanu, dunque. Qual'è *oggi* la issue? Noi [full disclosure: sono fondatore e CEO di Trampoline - http://www.trampolineup.com] offriamo una soluzione chiavi in mano, automatica, personalizzabile, per la gestione completa del Decreto Pisanu. L'offerta commerciale parte da un servizio che costa €1 al giorno, tutto compreso. Poco più di un caffè e meno di un quotidiano. Non siamo gli unici a offrire soluzioni di questo tipo per la "gestione del Decreto Pisanu". C'è WiFiGest, InWya, Noody e tanti altri, tutti più o meno venuti fuori a partire dalla scorsa estate. Tutti con listini più o meno paragonabili. Direi che il costo di gestione, dunque, non è più un problema. Abbiamo eliminato server di autenticazione e tracciamento, registrazione manuale degli utenti, fotocopie de documenti & co, backup e compagnia bella. Il gestore del hotspot non ha più niente da fare: gli utenti si connettono alla rete Wi-Fi, vengono catturati da un portale Web e, tramite una procedura guidata basata su Web e SMS, vengono registrati, identificati e autorizzati. Nel nostra offerta, i famigerati log vengono generati su una network appliance grande come una moleskine, che costa €50 (ma che presto speriamo di riuscire a regalare), e vengono spediti su sistemi ridondati ad alta affidabilità attualmente ospitati preso TOP-IX, Amazon AWS o Linode. Backup giornaliero, affidabilità 99.5%. Tutto il sistema è basato su open source, standard aperti e interoperabili di IETF e offre un'esperienza di navigazione di alta qualità (802.11n) e a 360 gradi (sono aperte e loggate tutte le porte, non solo 80 e 443). Come noi, anche gli altri (più o meno). E direi che anche l'amministrazione non è più un problema. Che cosa rimane? Rimane la cultura. La cultura dei baristi, degli esercenti, degli albergatori e di tutti quelli che vi vengono in mente. Volete sapere quel'è stata la caratteristica che tutti, dico tutti, ci hanno richiesto dopo l'installazione dei primi portali? Una password o un codice per chiudere la registrazione automatica. Tutti vogliono che, prima di effettuare la auto-registrazione, i clienti vadano al banco, alla cassa, ecc. a chiedere un codice "perché mica posso permettermi di far navigare chiunque se non entra a bere neanche un caffé"? ACTA: Rejection is the only option *** Paris, September 8th, 2010 - The adoption by the European Parliament of Written Declaration 12 opposing the ACTA agreement sends a strong political signal. European Commission shows its will to quickly conclude the negotiations of this agreement that includes harmful provisions for fundamental rights. ACTA aims at circumventing democracy to impose now and later repressive legislation through secret negotiations. The European Parliament now has a unique occasion to firmly oppose it.*** Citizens from all around Europe[1] helped to raise awareness about ACTA among Members of the European Parliament (MEPs) by collecting, one by one, more than 369 signatures[2]. With Written Declaration 12/2010[3], the European Parliament as a whole takes a firm position to oppose the un-democratic process of the Anti-Counterfeiting Trade Agremeent (ACTA), and its content harmful to fundamental freedoms and the Internet ecosystem. As the latest text of the agreement was leaked by Knowledge Ecology International[4], it is clear that even if some explicit wording about Internet provider's liabilty was modified, the threat is still maximal that ACTA installs private copyright police of the Net taking orders from the entertainment industry, while creating major legal uncertainty over all Internet operators and users. The European Commission is willfully participating and about to accept this, as it also preparing more repression of Internet users, according to the lobbies wishes, with the upcoming enforcement directive[5]. "Written Declaration 12 is a strong political signal sent by the EP to the Commission that ACTA is not tolerable as a way of bypassing democratic processes. Legislation related to Internet, freedom of speech and privacy cannot be negotiated in secrecy under the direct influence of entertainment industry lobbies." declares Jérémie Zimmermann, spokesperson of citizen advocacy group La Quadrature du Net. "The attacks on freedoms may become less visible in the final agreement, but they will be no less present. ACTA was put in place to circumvent democracy, and its governance provisions will make possible to extend the scope of this circumvention after an agreement is reached." declares Philippe Aigrain, co-founder of La Quadrature. pfie Logo CALL FOR PAPERS FOR SPECIAL ISSUE *Universities as Knowledge Institutions in the Networked Age *Guest Editors: PHILIPPE AIGRAIN, JUAN CARLOS DE MARTIN & URS GASSER The journal /Policy Futures in Education /(PFIE) -- available online at w ww.wwwords.co.uk/PFIE <http://www.wwwords.co.uk/PFIE> -- will publish a special issue on the impact of information technology and the Internet on universities: to keep and develop their role as knowledge institutions, how should universities reshape in this new environment? S ub-topics, such as open access to scientific literature and distance learning, have an established track of studies and proposals. However, it has not been common so far to aim at an integrated analysis of how universities will and should change to acco mmodate the changes brought by cyberspace in their specific role of knowledge user, processor, producer and disseminator. One topic to be addressed is how the process of learning within universities will change because of the Internet and digital devices. For centuries, college student were educated by listening to their professor read aloud selected books taken from the u niversity library ('lesson' comes, in fact, from 'lectio', Latin for 'reading session'). Gutenberg changed that by making books cheaper and therefore more amenable to individual ownership and private reading, but the typical university lesson ended up not changing much anyway. Thanks to technology, we are now experiencing, at least potentially, a Renaissance of learning methods: from ebooks to podcasts, from virtual worlds classrooms to streaming, from computer-assi sted learning to videogames, the avenues of learning have increased dramatically. Are we heading towards purely technology-mediated learning strategies? Is the old Socratic professor-student direct approach completely obsolete? Doesn't the wider s pectrum o A second topic is how research will be affected by the Internet. A major potential impact will be on the way research results will be communicated in the future. The scientific paper as a rhetorical device is increasingly under pressure in favour of mor e flexible, digitally-enabled forms of communication, mostly based on semantic web technologies. How would the decline of the scientific paper affect science? What about the role of search engines in the future of research? Will the Internet enable new forms of evaluation of scientific results ? How would that change the centuries-old mechanism of recognition and promotion within the scientific community? Moreover, the transition towards digital knowledge seem to affect trends towards commercializatio n of knowledge at universities and knowledge institutions, and the impact those trends have on knowledge generation. Additionally, the Internet seem to be increasing the tension between the growing specialization of research activities and the aspiratio n towards The third topic regards how should universities use cyberspace to best implement their mission with respect to society. In recent years society has been asking universities to do more than simply -- albeit crucially -- educate students and pro duce new academic knowledge. The list of new demands include life-long education, open access to scientific papers and educational resources, and encouragement and support for spin-offs and start-ups. But is that it? Of course not. Public education, at all levels, was born with a clear mandate to educate citizens and to increase social mobility, not simply provide students with marketable skills and bookshelves with new scientific journals. Moreover, in our age the increasingly complex problems that w e are facing as society, from global warming to water supplies, from the environment to energy issues, from the challenges (and opportunities) presented by bio-genetics and nanotechnology, don't call for a renewal of the concept of University as P ublic Ins The special issue builds upon the COMMUNIA 2010 Conference on University and Cyberspace -- /Reshaping Knowledge Insti tutions for the Networked Age/, held at Turin, 28-30 June 2010. awareness o privacy?

Ritorno sull’aspetto della “Consapevolezza in rete”, perché è a mio avviso il punto critico. Si intreccia con quello della privacy, ma è diverso. La privacy è un diritto e come tale deve essere (più o meno) tutelato da leggi e norme. La awareness, è invece, se mai, un dovere (oltre che un’opportunità). E’ in primis un dovere verso se stessi e di conseguenza anche verso gli altri. Ha a che fare con la scala di valori in cui ognuno si riconosce e si intreccia al concetto di reputation, Poiché stiamo parlando di Internet il tutto va declinato in veste tecnologica e si deve fare attenzione a non confondere i livelli. Le scale di valori sono diverse nelle varie culture, ma i mezzi e i modi per essere consapevoli della loro declinazione su Internet sono sempre frutto di padronanza del mezzo, conoscenza dei meccanismi tecnologici, comunicativi e sociali. Ed è quello che la scuola ed in genere i canali di educazione-formazione non danno, almeno in Italia. Provo a fare un esempio, volutamente banale, per spiegarmi meglio. Se in una cultura X fornire le proprie immagini agli sconosciuti è considerato peccato, sono fatti della cultura X. Ma se una persona, mantenendo fede alla sua scala di valori della cultura X, è interessato anche a stare su un social network e ha consapevolezza effettiva di com esso funzioni, potra’ trovare modi alternativi per fornire una immagine che non sia la sua fotografia, ma in cui si identifichi e si a riconoscbile. Se non conosce le regole del mezzo e non sa profilarsi resterà paralizzata alla richiesta di dare una sua fotografia e reagirà o decidendo di non entrare nel social network (con un atteggiamento conservatore, che porterà poi a teorizzare che quel mezzo sia un male) oppure trasgredendo ad una scala di valori in cui crede (con un atteggiamento poco critico, succube dei meccanismi che i fornitori di servizi attuano – penso in un altro ambito, alle considerazioni di Meo sulla faccenda skype-vodafone e relativi commenti). Quando parliamo dei tredicenni e della loro leggerezza parliamo della mancanza di consapevolezza delle implicazioni future (ed è un fatto culturale che va contestualizzato). E’ chiaro che la leggerezza dei tredici anni è e resterà tale, con i suoi rischi e come sempre è stato. Se però qualcuno, di autorevole, ha fatto riflettere sulla specificità del mezzo Internet si può instaurare un rapporto più consapevole fra quel tredicenne e il mezzo stesso. Vi ricordate la vicenda relativa alla sentenza italiana relativa all’episodio di bullismo su You-tube? Al di la della sentenza, la sua vulgata è stata quanto di più negativo potesse uscirne. Si è confuso il deplorare il fatto (di bullismo) con la sua messa in rete. L’ipocrisia sta nel focalizzarsi sulla pubblicazione del misfatto, non sul misfatto in sé. E se poi, peggio ancora, ci si concentra sul vietare perché si padroneggia poco e male il mezzo stesso (come avviene spesso proprio nel contesto scolastico) la situazione non va davvero bene. Un po’ di conoscenza seria di sicurezza e di privacy e, soprattutto, la loro corretta attuazione nelle reti delle scuole, sarebbero più efficaci per creare cittadini digitali attivi e consapevoli, di quanto non sia la caccia alle steghe dietro ai banchi Un sano “sigle sign on” sulla rete di una scuola funzionerebbe meglio di mille circolari sanzionatorie. Costerebbe anche meno alla collettività. Ma se provate a parlarne vi guarderanno come se chiedeste la luna. Risparmiamo davvero in questo modo? Se a scuola abitualmente si fornissero le conoscenze a monte che rendono (più o meno, tutto è relativo) l’utente libero davvero di usare la rete come vuole lui e non come vogliono i fornitori di servizi, sarebbe un bel passo avanti. I fornitori di servizi oggi vogliono prevalentemente dati su consumi e gusti personali, ma sempre di più li vogliono georeferenziati e domani chissa cos’altro vorranno; sono meccanismi che vanno capiti e padroneggiati, nel loro evolvere inesorabile, se si vuole essere power-user e non carne da cannone digitale. La scuola dovrebbe (e parlo di scuola perchè è l’unico luogo in cui è possibile oggi in Italia tale contestualizzazione) rapportare queste nozioni tecnologiche, che danno consapevolezza, al livello di età e di maturità degli adolescenti. Non si tratta né di instillare paure (che sono sempre frutto di mancanza di conoscenza e di padronanza dei meccanismi soggiacenti) né, all’ opposto, di guardare con cieco entusiasmo tutto ciò che è nuovo (ometto i commenti sull’ottusità con cui alcuni plaudevano a Second Life qualche anno fa, individuandolo come l’astro nascente delle tecnologie didattiche). C'è una straordinaria somiglianza fra i due estremi, che esistono nel mondo di chi deve educare: la cacci alle streghe dei censori che vogliono blindare e proibire tutto ed i “filoneisti” innamorati dell'effetto spettacolare dell'ICT che dovrebbe, a dire loro, creare attenzione nei giovani.. Entrambe sono poco consapevoli. Ed i diritti di cittadinanza digitale possono essere esercitati solo da persone consapevoli. Come sempre la valenza politica sta qui. Giovanna

Credo che la questione privacy sarà una delle sfide della società futura. Il fatto che una tredicenne non abbia la percezione della potenziale lesività del conferimento incondizionato dei suoi dati personali è sintomatico dellassenza di uneducazione attenta e sensibile sul punto. La protezione dei dati personali (e non la privacy!) è un diritto nuovo e come tale deve ancora entrare nella cultura della nostra società. Che sia nuovo lo dimostra il fatto che le Costituzioni più recenti (Brasile, Paraguay, Argentina), così come la Carta di Nizza, lo hanno inserito come una delle sfaccettature in cui si concreta la libertà personale. Gli Stati europei - come noto - ne affidano invece la tutela alla legislazione ordinaria con conseguente difficile ancoraggio a livello costituzionale. In questi Paesi, sebbene al diritto alla protezione dei dati venga ormai riconosciuta una garanzia come diritto inviolabile delluomo (in Italia, art.2 Cost.), la tutela passa sempre e comunque attraverso tecniche di bilanciamento con contrapposti diritti, spesso cedendone il passo proprio per la mancanza o linsufficienza di tutela espressa nelle carte fondamentali. Va peraltro riconosciuto che lintroduzione, in Europa, del concetto di legittimità del trattamento (da parte di chi acquisisce i dati) solo a fronte dellespresso consenso informato della persona che i dati conferisce (c.d. opt-in) è, a mio avviso, valido strumento per garantire una soglia piuttosto elevata di tutela. Del resto che luomo, oggi, non possa più essere lasciato solo è affermazione quasi retorica. Invero, nella c.d. società della conoscenza in cui linformazione è il fulcro di qualsiasi attività sociale e commerciale, ogni dato personale ha un valore economico intrinseco molto alto e la raccolta di informazioni personali, anche se frammentata in svariate banche dati, è fondamentale per il funzionamento e lo sviluppo dellintero sistema economico (occidentale). Il corpo digitale (inteso come linsieme di informazioni che ci riguardano che veicolano nel web) dei nostri giorni è merce esattamente come lo era il corpo fisico (degli uomini non liberi e delle donne) nellantica Roma! Tuttavia, a mio parere, lattenzione va concentrata piuttosto sui dati conferiti involontariamente (si pensi, ad esempio, alle immagini carpite dalle videocamere di sorveglianza sulle pubbliche vie o alle impronte che lasciamo ogni dove) con conseguente perdita di controllo degli stessi. Questi sono i dati potenzialmente pericolosi, specie se raccolti ed utilizzati a fini pubblici. Sotto legida della sicurezza pubblica e della lotta contro il terrorismo internazionale stiamo infatti assistendo alla crescita di una società della sorveglianza, in cui ogni movimento e comportamento delluomo tende ad essere sottoposto a controllo. Il corpo digitale, in questo caso, interessa perché è fonte di potere. La nuova società della sorveglianza ha aperto nuovi scenari e, sfruttando tecniche sempre più sofisticate di rilevamento dei dati, in special modo la biometria, propone conflitti e minaccia quei diritti e quelle libertà che, inopinatamente, diamo per scontati: basti pensare come a libertà di circolazione sia messa a rischio dalla videosorveglianza diffusa e dai sistemi RFID; la libertà personale sia minacciata da sistemi di perquisizione virtuale come i body scanner e dai sistemi biometrici di identificazione e la libertà di pensiero dai c.d. sistemi di deanonimizzazione. I moderni Stati di diritto si fondano sul principio secondo cui nulla di ciò che è privato deve entrare nella sfera di disponibilità del potere pubblico, se non in casi eccezionali ed espressamente previsti dalla legge (riserva di legge). Oggi tale principio è prepotentemente a rischio e se muta il rapporto tra Stato e cittadino, attraverso la violabilità da parte del primo del corpo (digitale?) del secondo, si sgretola anche il sacrosanto diritto alla libertà personale. Questa, a mio avviso, la vera sfida della privacy negli anni a venire. Questo il motivo per cui largomento non va sottovalutato. E' chiaro che bisogna anche tenere in considerazione i bassi costi di espressione delle preferenze (basso costo di espressione = alta probabilità di scelta superficiale) mediante questa funzionalità e i limiti della scelta dicotomica che possono estremizzare il giudizio.
