In this paper, we explore the specific phenomenon of DDoS attacks on independent media and human rights organizations, seeking to understand the nature and frequency of these attacks, their efficacy, and the responses available to sites under attack. Our report offers advice to independent media and human rights sites likely to be targeted by DDoS but comes to the uncomfortable conclusion that there is no easy solution to these attacks for many of these sites, particularly for attacks that exhaust network bandwidth. La reazione isterica degli Stati Uniti e di altri governi contro Wikileaks lo conferma. Siamo entrati in una nuova fase della comunicazione politica. Non tanto perché sono stati rivelati segreti o pettegolezzi, quanto per la loro diffusione attraverso un canale che sfugge al controllo degli apparati. La fuga di notizie riservate è la fonte del giornalismo investigativo sognata da qualsiasi mezzo d’informazione in cerca di uno scoop. Dai tempi di Bob Woodward e della gola profonda del Washington Post, la diffusione di informazioni teoricamente segrete viene protetta dalla libertà di stampa. La differenza sta nel fatto che i mezzi d’informazione tradizionali fanno parte di un contesto imprenditoriale e politico soggetto a delle pressioni. Internet è più libera. La rete è protetta dal principio costituzionale della libertà di espressione, e i giornalisti dovrebbero difendere Wikileaks, perché i prossimi a essere attaccati potrebbero essere loro. Such a property logic tends to neglect conflicting interests and fundamental rights like the freedom of expression and information. Among other reasons, this tendency is due to an asymmetric distribution of interests, power and institutions in IP politics. In order to counterbalance these conditions, this article suggests the establishment of a European Public Domain Supervisor as an independent authority within the EU institutions and the creation of parallel authorities on the national level. This proposal is modeled on data protection supervisory authorities. European and national Public Domain Supervisory Authorities would act as special "guardians" of the fundamental rights and freedoms relating to a lively, easily accessible public domain. He was 58. The cause was a heart attack, his family said. Further details were not immediately available. For seven years Mr. Chapman was the executive director of Computer Professionals for Social Responsibility <http://cpsr.org/>, a nonprofit group concerned with the impact of technology on society. Under his guidance, it grew into an influential organization with international reach. In the 1980s, the group cast a particularly skeptical eye on the application of computers to decision-making in military systems and took a public stand against the Reagan administration's Strategic Defense Initiative, popularly known as Star Wars. Mr. Chapman was on the faculty of the Lyndon B. WikiLeaks, the swashbuckling new-media organization whose motto is "We open governments," relies on a technology of extreme reticence called Tor Hidden Services --- a part of the Tor Project, a nonprofit organization dedicated not to light and clarity but to shadows and opacity, to the increasingly difficult art of keeping secrets online. A deliberately byzantine system of virtual tunnels that conceal the origins and destinations of data, and thus the identity of clients, Tor has been around since 2001, when programmers from M.I.T. <http://topics.nytimes.com/top/reference/timestopics/organizations/m/massach…> and the U.S. Naval Research Laboratory introduced it at a California security conference. In the past year, supported by grants from the U.S. government and other funders, the Tor Project has prolifically expanded its networks. The software has been downloaded more than 36 million times this year, and thousands of nameless volunteers --- many of them Tor clients --- now help to relay mind-bogglingly diverse Tor data in nearly every country on earth. Peaceniks and human rights groups use Tor, as do journalists, private citizens and the military, and the heterogeneity and farflungness of its users --- together with its elegant source code --- keep it unbreachable. When a communication arrives from Tor, you can never know where or whom it's from. Tor is by design not a media project or a human rights one or (anymore) a military one. Jacob Appelbaum, a developer for Tor who travels the world explaining Tor to human rights and social-justice activists, tells me that users periodically complain about the politics and motivations of other (self-identified) users. What they don't grasp is that if Tor were cohesive --- physically or ideologically --- its members could be identified. As Appelbaum explained, "If it's only the military using the Tor network" --- say --- "it's not anonymous." A Tor transmission these days might start in Addis Ababa, hop to Dallas, then to Stockholm and finally Johannesburg. (There are some 2,000 Tor relay nodes at any one time across the globe.) The only thing the Johannesburg recipient can discover is that the data came from Tor, and Tor has successfully identified itself with no person or group, only with ideological incoherence. For the person trying to get a message out through Tor, this means he communicates exactly as much as he chooses and no more. With Tor, you "only reveal the information that you type," Appelbaum says. "As opposed to all the other information that comes along when you use your computer. Riscontro con "piacere" come l'idea di limitare la libertà di espressione in Italia si stia progressivamente ampliando... dalle piazze telematiche a quelle reali. Adesso non ci resta se prendere come modello giuridico la Russia o la Cina, entrambe molto efficienti nel prevenire che le manifestazioni pacifiche vengano turbare ed anzi ad evitare che le manifestazioni stesse turbino il quieto vivere dei cittadini indifferenti, come lamentano anche autorevoli politici italiani.
