My cent!

Cari Amici, Sono iscritto da qualche giorno a questa mailimg-list, e sino ad ora ho ascoltato in silenzio. Vorrei fare una proposta "balzana": secondo me questa lista dovrebbe essere una sorta di "think-thank" trasversale (come per altro lo è abbastanza), dove costruire idee per il rilancio italiano. Questo senza etichette e senza supplenze politiche (nel senso di creazione di partiti o liste o quant'altro). Dico questo perché, secondo me, quel che serve adesso è recupero di senso civico e buone idee e programmi, e non certo l'ennesimo partito o lista civica. Un incubatore insomma, che generi quelle buone idee e programmi di cui sopra. D'altra parte, adesso, dopo la dimissione di questo governo (speriamo presto!), quel che serve è un patto di fine legislatura, trasversale, generazionale e sociale, che faccia le cose realmente necessarie al paese: rilancio dell'economia, cambio della legge elettorale. Quel che serve, e che secondo me, noi possiamo dare contributo, è il far capire ai partiti che oggi la rete con la sua immediatezza, trasparenza e in-fottibilità (mi scuso per il termine colorito, intendevo che non si può barare), ha cambiato le regole del gioco. Ovvero i politici, oltre a capire che o giocano con queste regole o non interessano più ai cittadini, devono farsi una ragione che la necessità è un cambio generazionale. Scusatemi per lo sproloquio e mi ritiro in buon ordine! ;-) Ciao. Gb

She cited in particular an initiative by Russia, Tajikistan and Uzbekistan, among others, to introduce an “international code of conduct for information security”, a proposal they would like to see adopted as a United Nations resolution. “Especially worrying is the draft code requesting States to curb ‘the dissemination of information that incites terrorism, secessionism or extremism or that undermines other countries’ political, economic and social stability, as well as their spiritual and cultural environment,’” Mijatoviã said. “This neglects the fact that any country’s ‘spiritual and cultural environment’ is enriched by a free flow of information and a vibrant civil society, as well as by a free and pluralistic media fostering debate, in particular on controversial issues of public interest. As is already the case with the national laws in the countries that support this initiative, the draft code relies on subjective and vague notions of ‘secessionism’ and ‘extremism’”. “Although States do have a legitimate right to ensure their own stability and protect themselves from all forms of crime, OSCE commitments rest on the core idea that freedom and security are intimately linked. There can be no freedom without security and no security without freedom,” she added. Mijatoviã also noted with concern that already in August the presidents of Armenia, Belarus, Kazakhstan, Kyrgyzstan, Russia and Tajikistan, citing security reasons, agreed to develop a common strategy to regulate and control the Internet, particularly social networks, on a regional level. In addition, the prosecutor-generals of several of these countries called for government control over social networks at a meeting in Minsk on 14 September. “Such proposals risk fragmenting the Internet, thus cutting off the users of those countries from access to the global information society and thereby interrupting the free flow of information,” Mijatoviã warned. “Free Internet, including social networks, blogs and online news media, leads to more transparency and political accountability worldwide – and this must be preserved.” Mijatoviã urged the respective governments to reconsider their Internet strategies, keeping in mind the borderless nature of the Internet, and to ensure that it remains an open and public forum for freedom of expression for their citizens, in line with OSCE commitments and international standards of media freedom. She advised the respective governments to apply the recommendations in the report produced by her Office on Freedom of Expression on the Internet as well as the Joint Declaration on Freedom of Expression and the Internet, adopted in June by the rapporteurs on freedom of expression of the UN, the Organization of American States and the African Union with the OSCE Representative on Freedom of the Media. The RTI Rating <http://www.rti-rating.org> is based on 61 Indicators drawn from a wide range of international standards on the right to information, feedback from an international Advisory Council of renowned experts on the right to information and comparative study of numerous right to information and related laws from around the world. The findings of the RTI Rating show that there is a significant variety in the quality of the legal framework, with scores out of a maximum possible 150 ranging from 37 (Germany) to 135 (Serbia). Some of the key results: Â» More recent laws protect the right to know more strongly; of the 20 countries with scores above 100, 11 adopted their RTI laws since 2005, and 7 since 2000 â?? these laws tend to have much stronger oversight, enforcement and promotion. Â» Of the 20 countries with scores above 100, 7 are in East and Central Europe, 5 in Asia, 4 in the Americas, 3 in Africa and only one is in Western Europe; Â» Europe overall accounts for 15 of the bottom 20, primarily the older European laws which are more limited in scope and have weaker appeals mechanisms; /â??Effective protection of human rights like the right to information requires a sound legal basis,â?? /said Toby Mendel, Executive Director of the Centre for Law and Democracy./â??This rating tool enables us to pinpoint areas of weakness in the legal framework for RTI, and to direct future advocacy at resolving these.â?? / The RTI Rating shows not only a countryâ??s overall score, but also but also its strengths and weaknesses in relation to seven main categories: Right of Access, Scope; Requesting Procedures; Exceptions and Refusals; Appeals; Sanctions and Protections; and Promotional Measures. The score for the legal framework did not always accord with overall levels of transparency in a country in practice.
