Such evidence shows that EU Commissioner Neelie Kroes' “laisser-faire” approach on Net neutrality amounts to allowing operators to blatantly violate their users' freedom of communication. La Commissione per le politiche UE ha approvato ieri l'emendamento Fava alla comunitaria 2011. Non è il SOPA, ma non è lontano: http://www.guidoscorza.it/?p=3012 Mi sconvolge la risposta del Ministro Enzo MOAVERO MILANESI , che ha espresso parere favorevole, limitandosi ad osservare come l’emendamento in questione “affronti un tema - quello del commercio elettronico - di particolare delicatezza, che incontra sensibilità diverse e che avrebbe meritato di essere affrontato in uno specifico provvedimento”. Kuala Lumpur Mandates WiFi for All Restaurants In Kuala Lumpur, Malaysia, many still enjoy a simple breakfast of coffee and toast from modest and traditional-looking coffee shops for under RM2 (about 65 cents), while reading newspapers or chit-chatting with friends or family on a lazy morning. Currently, those that want wireless Internet services along with their meals usually opt to go to more expensive cafes such as Starbucks or restaurants in shopping malls. However, the pattern may change with a new ruling for almost all restaurants in the city to provide wireless Internet services. *In efforts to make Kuala Lumpur a city with full wireless Internet (WiFi) coverage, the city government recently required all food and beverage outlets to provide such services to customers by April this year.* The requirement is mandatory for all new food operators with premises bigger than 120 square meters in floor size, when they apply for an operating licence. They made a set of critical decisions to make the human genome data freely available in the public domain. In today's world, open data leveraged by networks is the fuel that powers important decisions at each level of society---from government, to business, to community, to households---but it is also a product of our every activity at every level of our existence. Channeling the power of this open data and the network effect can help: 1. Fight government corruption, improve accountability and enhance government services 2. Change the default setting of government to open, transparent and participatory 3. Create new models of journalism to separate signal from noise to provide meaningful insights 4. Launch multi-billion dollar businesses based on public sector data Technology enables the disruption of institutions that was structurally not even possible before. The adoption of social, mobile and cloud technologies is lowering the co-efficient of friction and giving rise to the network effect that has already changed the power dynamics between large institutions and the people. As part of its mission to promote policies that will improve the economic and social well-being of people around the world, OECD members adopted a Recommendation of the Council on Principles for Internet Policy Making <http://www.oecd.org/dataoecd/11/58/49258588.pdf>. The Recommendation was born at a U.S.-initiated high-level meeting <http://usoecd.usmission.gov/june2011_internet2.html> earlier this year. It was developed through the OECD's multilateral consensus-based process and is a successful follow-on to the June 28-29 High Level Meeting on the Internet Economy. A Communique' was agreed to by the member countries, Egypt, businesses, and Internet technical advisory groups, setting the principles to guide Internet-related policy making. This is an important deliverable on the U.S. open Internet agenda. In May, President Obama issued the U.S. International Strategy for Cyberspace <http://www.whitehouse.gov/blog/2011/05/16/launching-us-international-strate…>, an agenda for safeguarding the single Internet. Secretary of State Hillary Rodham Clinton has developed a groundbreaking Internet freedom agenda <http://www.state.gov/secretary/rm/2011/12/178511.htm>, a principled approach to preserving the freedom to connect -- the freedoms of expression, association and assembly online -- and to ensuring that the Internet can be a platform for commerce, debate, learning and innovation in the 21st century. The stakes are high. According to McKinsey and Associates, over the past five years, the Internet has been responsible for 21 percent of the growth in mature economies and has created 2.6 jobs for every job it has displaced. Its power to generate innovation is rivaled only by its potential to help people realize their rights and democratic aspirations, as the Arab Spring demonstrated. According to McKinsey, this platform produced more growth in its first 15 years than the Industrial Revolution did in its first 50. The United States plans to work with others to continue building consensus for global norms that promote a free future for the Internet.
