At its core, the notion of network-neutrality determines the extent to which Internet trafﬁc management practices (TMP) may be regarded as legitimate, insofar as they do not qualify as discriminatory practices and they are consistent with the full enjoyment of human-rights. Yet, throughout the last decade, this polysemous formula has acquired different meanings, invading the province of telecommunications, content and security regulation. The Network Neutrality debate is gaining great political momentum. Indeed, many legislators are currently scrutinizing the opportunity of elaborating and adopting legislation on network neutrality. While everyone agrees that the fundamental rights of Internet users have to be safeguarded, the question remains as to how this end could be achieved, and what are the most effective means to achieve such an objective. CallThe Dynamic Coalition on Network Neutrality, created under the auspices of the United Nations Internet Governance Forum, invites researchers and practitioners to submit a position paper on the issue of net neutrality and human rights. Position papers should provide relevant background information together with one or more propositions on how to preserve fundamental human rights (such as the right to privacy or freedom of expression) on the Internet of tomorrow. Suggested topics include, inter alia:Implementation of the Network Neutrality principle:• How to approach network neutrality? Regulation or co-regulation? • Is fair competition a sufﬁcient safeguard for fundamental rights?• Can current examples of network-neutrality legislation be deemed as efﬁcient?• Is there a difference between “open Internet” and “neutral Internet”? Impact of Network Neutrality on human rights:• Analysis of network neutrality case-law: Current violations of the Net Neutrality principle and their impact on human rights• How to reconcile anti-network neutrality arguments with the protection of human rights ?• From gateways to gatekeepers: assessing the role of ISPs with regard to access to information.• Net Neutrality and global access to the Internet: a “digital divide” issue• Digital democracy: the impact of network neutrality regulation on civic participation • Beneﬁts and risks of Deep Packet Inspection as an Internet trafﬁc management technique Submission Guidelines:Research papers, including analytical and theoretical papers, position papers, or case studies will be considered for inclusion in the report, even if they have been previously published.The length of the submissions should be between 3000 and 6000 words. To facilitate the reviewing process, papers should not include author names or other information that would help identify the authors.All paper should be in English language, and formatted according to the HWPiL style template.Submissions are due on September 15th, 2013. They should include the following elements:- Title- Short abstract (250 words)- Original contribution- Author’s name, afﬁliation and short bibliographical note (in the body of the email).Submissions should be sent to contact(a)networkneutrality.infoAuthors will be notiﬁed within approximately two weeks from the deadline as to the status of their contributions.All submitted papers will be subject to a rigorous double-blind peer review, whereby each paper will be reviewed by at least two reviewers. Everyone who submitted a paper will be asked to peer review another submission, which will be judged according to the novelty of the contribution, the theoretical soundness and the quality of presentation.Authors will be given the opportunity to improve their contributions based on peer comments.Selected papers will be published into the Dynamic Coalition report, which will be published under Open Access conditions. All authors must ensure that their contribution can be licensed under one of the Creative Commons licenses of their choice.Some of the authors will also be invited (at their own expenses) to present their work at the ﬁrst DC meeting to be held at the United Nation Internet Governance Forum 2013 in Bali.

We propose a model for thinking of Internet governance within the context of the Internet's layered model. We use the example of the negotiations in Dubai in 2102 at the World Conference on International Telecommunications as an illustration for why it is important for different institutions within the governance system to focus on their respective areas of expertise (e.g., the ITU, ICANN, and IGF). Several areas of conflict (a "tussle") are reviewed, such as the desire to promote more broadband infrastructure, a topic that is in the remit of the International Telecommunications Union, but also the recurring desire of countries like Russia and China to use the ITU to regulate content and restrict free expression on the Internet through onerous cybersecurity and spam provisions. The US government has betrayed the internet. We need to take it back Bruce Schneier Government and industry have betrayed the internet, and us. By subverting the internet at every level to make it a vast, multi-layered and robust surveillance platform, the NSA has undermined a fundamental social contract. The companies that build and manage our internet infrastructure, the companies that create and sell us our hardware and software, or the companies that host our data: we can no longer trust them to be ethical internet stewards. This is not the internet the world needs, or the internet its creators envisioned. We need to take it back. Some of the key findings: * 86% of internet users have taken steps online to remove or mask their digital footprints---ranging from clearing cookies to encrypting their email. * 55% of internet users have taken steps to avoid observation by specific people, organizations, or the government. The representative survey of 792 internet users also finds that notable numbers of internet users say they have experienced problems because others stole their personal information or otherwise took advantage of their visibility online. Specifically: * 21% of internet users have had an email or social networking account compromised or taken over by someone else without permission. * 12% have been stalked or harassed online. * 11% have had important personal information stolen such as their Social Security Number, credit card, or bank account information. * 6% have been the victim of an online scam and lost money. * 6% have had their reputation damaged because of something that happened online. * 4% have been led into physical danger because of something that happened online. "Users clearly want the option of being anonymous online and increasingly worry that this is not possible," said Lee Rainie, Director of the Pew Research Center's Internet Project and an author of a report on the survey findings. "Their concerns apply to an entire ecosystem of surveillance. In fact, they are more intent on trying to mask their personal information from hackers, advertisers, friends and family members than they are trying to avoid observation by the government." About the Survey This survey by the Pew Research Center's Internet Project was underwritten by Carnegie Mellon University. The findings in this report are based on data from telephone interviews conducted by Princeton Survey Research Associates International from July 11-14, among a sample of 1,002 adults ages 18 and older. Telephone interviews were conducted in English by landline and cell phone. For results based on the total sample, one can say with 95% confidence that the error attributable to sampling is plus or minus 3.4 percentage points and for the results from 792 internet and smartphone users in the sample, the margin of error is 3.8 percentage points. More information is available in the Methods section at the end of this report.

Il d.l. contiene (soprattutto nel capo I) talune disposizioni che possono interessare alcuni di voi (in particolare: le disposizioni sulla digitalizzazione di archivi pubblici, sull'open access dei risultati di ricerche finanziate con fondi pubblici, sulle utilizzazioni libere di opere dell'ingegno). The tech giants filed suits in a US federal court in June, arguing a right to make public more information about user data requests made under the auspices of the Foreign Intelligence Surveillance Act (FISA). The technology giants agreed six times to extend the deadline for the government to respond to the lawsuits, the Microsoft's general counsel, Brad Smith, wrote in a blog post.
