Buongiorno, segnalo in questo post [1] del buon materiale di ricerca sulla storia dell'informatica italiana, dai suoi primi sviluppi cibernetici alle applicazioni in campo industriale, giuridico e amministrativo. É presente una breve review del saggio di Costanza su Informatica e PA, contenuto nel testo che segnalo.. Mostra come i problemi connessi alla digitalizzazione dell'amministrazione abbia una storia ben precisa che molto assomiglia a quella che stiamo vedendo negli ultimi anni. Il saggio, come il libro, sono particolarmente interessanti per chi si é occupato di ogov e Opendata in questi ultimi anni in Italia. Vedo che il tema ha destato un po' di interesse e mi fa piacere. Ma non sono sicuro che sia stato colto il senso del mio post (se volete leggerlo per intero, lo trovate qui: http://www.mysolutionpost.it/archivio/lavoro/2015/01/dottorati-e-master.aspx) La questione non è se master e dottorati sono utili per lavorare nella PA. Non è nemmeno quella più ampia e complessa del valore legale dei titoli di studio, su cui non mi avventuro. La questione era più che altro legata ad un'armonizzazione delle normative e una più adeguata proporzionalità. In sostanza mi chiedo: se master e dottorati sono riconosciuti dall'ordinamento dei titoli di studio in quanto step successivo alla laurea, perchè non dovrebbero essere considerati proporzionalmente e adeguatamente anche nei criteri di computo dei punteggi e "scatto di carriera" nella PA? In termini più spicci, perchè ad esempio ad un concorso pubblico il possesso di una laurea dovrebbe valere 20 punti su 70 e il possesso di un dottorato dovrebbe valere al massimo 2 punti, tra l'altro concessi a discrezione della commissione giudicatrice? Non dovrebbe essere più proprozionato il rapporto di valore? E ancora... vista la deriva che il mercato ha assunto in questi ultimi 10/15 anni che ha portato a un innalzamento (forse patologico, ma indiscutibile) dei titoli di studio, è accettabile che la PA applichi ancora parametri risalenti al 1990? Domani la Fondazione GEM di Pavia terrà un evento di presentazione e lancio della piattaforma OpenQuake: la prima piattaforma online basata su dati open (licenza CC) e su software libero (licenza GPL) e specificamente pensata per modellare, monitorare e gestire il rischio sismico a livello globale. But what has emerged is terrifying. Data brokers can use public records — of marriage, divorce, home purchases or voting — to draw inferences about any of us. And they can sell their conclusions to anyone who wants it. Naturally, just as we've lost control of data, a plethora of new services are offering "credit repair" and "reputation optimization." But can they really help? Credit scoring algorithms are secret, so it's hard to know whether today's "fix" will be tomorrow's total fail. And no private company can save us from the thousands of other firms intent on mashing up whatever data is at hand to score and pigeonhole us. New approaches are needed. What might those look like? I take some inspiration from a Virginia law that bars auto insurers from requiring their customers to release event-recorder data from their cars, or from raising their rates if they refuse. That is forward-thinking regulation that is getting ahead of algorithmic monitoring, rather than belatedly reacting to it. Some states have banned employers from demanding their employees' Facebook passwords. They could go further, requiring employers to share with applicants and current workers the types of outside intelligence they use when making decisions about them. We can't hope to prevent the collection or creation of inappropriate or inaccurate databases. But we can ensure that the use of that data by employers, insurers and other decision makers is made clear to us when we are affected by it. Pochi lo sanno ma... dottorati e master non hanno peso nella pubblica amministrazione. Perché? Perché non servono (allora diciamolo espressamente)... oppure perché chi è già dentro (e spesso ha una semplice laurea triennale) ha paura di sentirsi declassato? E' assurdo alimentare un mercato di "titoli di studio" sempre più elevati, senza poi dar loro il giusto riconoscimento in tutte le sedi. But at Politerain, the job posting calls for candidates with significantly different skill sets. We are, the ad says, "looking for interns who want to break things." Politerain is not a project associated with a conventional company. It is run by a US government intelligence organization, the National Security Agency (NSA). More precisely, it's operated by the NSA's digital snipers with Tailored Access Operations (TAO), the department responsible for breaking into computers. Potential interns are also told that research into third party computers might include plans to "remotely degrade or destroy opponent computers, routers, servers and network enabled devices by attacking the hardware." Using a program called Passionatepolka, for example, they may be asked to "remotely brick network cards." With programs like Berserkr they would implant "persistent backdoors" and "parasitic drivers". Using another piece of software called Barnfire, they would "erase the BIOS on a brand of servers that act as a backbone to many rival governments."
