The designation freezes all A/I assets under US jurisdiction. After a wind-down deadline <https://home.treasury.gov/news/press-releases/sb0599> of 25 September, any US person or entity is prohibited from transacting with the collective. But the freeze itself is probably the least significant part of the measure. What matters is the compliance cascade it sets in motion: banks, payment processors, domain registrars, hosting providers, and certificate authorities that maintain any dollar-denominated nexus face obligations that make continued dealings with a designated entity commercially untenable. The effect is expulsion from the infrastructure of digital existence, without any court in Italy ever having issued a ruling. Early commentary has correctly identified the de-risking mechanism at work. I probably won’t. “We can’t stop technological progress.” I don’t want democratic consent to slow down something that benefits me. “People will need to adapt.” You need to reorganize your life around the thing I’m excited about. “The jobs will change, not disappear.” I have no idea what happens to your specific job, but this sentence sounds reassuring. “History shows new technology creates new jobs.” I’m comfortable gambling your present livelihood on a long-run historical pattern. “AI will free people from drudgery.” Assuming the people who own the machines decide to share the gains. “Everyone will have an AI assistant.” Everyone will have access to the tool. That does not mean everyone will have equal power, income, ownership, or security. “Productivity gains will benefit society.” First they will benefit whoever captures the productivity gains. “The cost of intelligence is going to zero.” The market value of some of your skills may also be going toward zero. “This will democratize expertise.” It may also destroy the economic position of people who spent 10–20 years acquiring that expertise. And use their intellectual property “Education will have to evolve.” The institution you relied on for mobility may become less valuable before we build a replacement. “You can’t put the genie back in the bottle.” Please stop asking whether we should do this. “If we don’t build it, China will.” National-security language is a very effective way to end conversations about restraint. “Acceleration is the safest path.” The people creating the risk should be allowed to move faster because slowing them down is itself being framed as risky. “The upside is too large to ignore.” Your downside is acceptable to me because the aggregate upside I imagine is enormous.

*Artificial Intelligence in the Hands of the People: The Rongjiang Experiment * /Rongjiang, once one of China’s poorest counties, is turning smartphones, mass training, and collective organisation into a people-centred experiment in artificial intelligence./ 4 September 2026 A small county folded into the mountains of south-west Guizhou, Rongjiang was among the last counties in China to be lifted <http://sjt.guizhou.gov.cn/xwzx/tzgg/202011/t20201125_68082574.html> out of extreme poverty, crossing the line only on 23 November 2020, and as late as 2022 its per-capita output <http://paper.people.com.cn/rmzk/html/2024-05/20/content_26059086.htm> stood at about a third of the national average. ‘Eight parts mountain, one part water, one part field’ is how an old upland saying counted the land in Guizhou — the only province in China without a plain. Its valleys are terraced and narrow, its villages strung along the rivers and ridgelines beneath Moon Mountain. There was never much land here to produce wealth, and no easy road to carry the little produce out. The Red Army crossed these mountains in 1934, on the march that would take it north. Football arrived a decade later, brought <https://www.gxu.edu.cn/info/1004/38867.htm> by students of Guangxi University, evacuated to Rongjiang to escape Japanese aggression. Villagers have organised their own matches nearly every year in the eight decades since. Within weeks of its launch, the stadium’s stands were filled to the brim, and footage carried by the short-video platforms drew the eyes of the whole country and then of the world. None of it ran itself. Packing a stadium every weekend, keeping order, feeding the broadcast — all of that took an organisational capacity the county had not required before. This organisational capacity became an engine for real economic outcomes. Tourism revenue rose <https://lac.tsinghua.edu.cn/info/1260/1935.htm> from 8.4 billion yuan in 2023 to 10.8 billion in 2024, and the county’s gross domestic product reached 10.496 billion yuan in 2024, a rise of 9.5 per cent. A. <https://www.theatlantic.com/magazine/archive/1947/01/a-scientist-rebels/656…> [...] SIR : — I have received from you a note in which you state that you are engaged in a project concerning controlled missiles, and in which you request a copy of a paper which I wrote for the National Defense Research Committee during the war. As the paper is the property of a government organization, you are of course at complete liberty to turn to that government organization for such information as I could give you. If it is out of print as you say, and they desire to make it available for you, there are doubtless proper avenues of approach to them. When, however, you turn to me for information concerning controlled missiles, there are several considerations which determine my reply. In the past, the comity of scholars has made it a custom to furnish scientific information to any person seriously seeking it. However, we must face these facts: The policy of the government itself during and after the war, say in the bombing of Hiroshima and Nagasaki, has made it clear that to provide scientific information is not a necessarily innocent act, and may entail the gravest consequences. One therefore cannot escape reconsidering the established custom of the scientist to give information to every person who may inquire of him. The interchange of ideas which is one of the great traditions of science must of course receive certain limitations when the scientist becomes an arbiter of life and death. For the sake, however, of the scientist and the public, these limitations should be as intelligent as possible. The measures taken during the war by our military agencies, in restricting the free intercourse among scientists on related projects or even on the same project, have gone so far that it is clear that if continued in time of peace this policy will lead to the total irresponsibility of the scientist, and ultimately to the death of science. Both of these are disastrous for our civilization, and entail grave and immediate peril for the public. I realize, of course, that I am acting as the censor of my own ideas, and it may sound arbitrary, but I will not accept a censorship in which I do not participate. The experience of the scientists who have worked on the atomic bomb has indicated that in any investigation of this kind the scientist ends by putting unlimited powers in the hands of the people whom he is least inclined to trust with their use. It is perfectly clear also that to disseminate information about a weapon in the present state of our civilization is to make it practically certain that that weapon will be used. In that respect the controlled missile represents the still imperfect supplement to the atom bomb and to bacterial warfare. The practical use of guided missiles can only be to kill foreign civilians indiscriminately, and it furnishes no protection whatsoever to civilians in this country. I cannot conceive a situation in which such weapons can produce any effect other than extending the kamikaze way of fighting to whole nations. Their possession can do nothing but endanger us by encouraging the tragic insolence of the military mind. If therefore I do not desire to participate in the bombing or poisoning of defenseless peoples — and I most certainly do not — I must take a serious responsibility as to those to whom I disclose my scientific ideas. Since it is obvious that with sufficient effort you can obtain my material, even though it is out of print, I can only protest pro forma in refusing to give you any information concerning my past work. However, I rejoice at the fact that my material is not readily available, inasmuch as it gives me the opportunity to raise this serious moral issue. I do not expect to publish any future work of mine which may do damage in the hands of irresponsible militarists. I am taking the liberty of calling this letter to the attention of other people in scientific work. La notizia è abbastanza diffusa ormai. Che cosa ne pensate di questo fatto? È davvero così "sensazionale" come alcuni articoli riportano o uno dei tanti incidenti di percorso?
