PP.AA: i "danni" indotti dalla mancata consapevolezza dello status-quo

Un amico di UniVerona mi ha appena segnalato questo articolo de "Il Post": => "I comuni stanno strapagando i loro nuovi siti finanziati dal PNRR" https://www.ilpost.it/2022/10/17/spesa-siti-internet-comuni-pnrr/ un estratto che rende l'idea è qusto: "Un buon esempio riguarda il comune di Settimo Torinese, di 45mila abitanti, che inaugurò il nuovo sito un anno fa, il 13 settembre 2021. Per la realizzazione del nuovo sito, lo spostamento dei dati dal vecchio al nuovo, la manutenzione triennale e l’attivazione di servizi come il riconoscimento via SPID e l’app IO, cioè un lavoro basato sugli stessi criteri e requisiti del bando del PNRR, furono spesi complessivamente 22.900 euro. Lo stesso comune, nonostante abbia inaugurato il nuovo portale un anno fa, ha partecipato al bando e ha ricevuto 280.932 euro." Da persona che conosce la PP.AA. (alcuni piccoli comuni sotto i 5k abitanti; un paio di comuni sotto i 60K abitanti; un comune sopra i 100K) mi ritrovo _MOLTISSIMO_ con quello che è riportato nell'articolo. Come da oggetto, il piano in questione e' nel link. mia prima impressione: l'autore non lo conosco affatto, fino a prova contraria e' assolutamente in buona fede e competente nel suo mestiere. Pero' il piano mi sembra davvero un "TINA digitale". In sostanza, dobbiamo diventare come la Silicon Valley, in tutto e per tutto. Su quanto sia necessario, giusto, inevitabile, nessun dubbio, nemmeno l'ombra di sospetto che si possa o si debba provare qualsiasi cosa di diverso. The body of the robot is made in a ratio of 1 to 3 - height to width. This option, as well as the low center of gravity, ensured maximum vehicle stability when firing. The Belarusian drone is equipped with a four-channel optoelectronic station "Chizh". It works in video and thermal modes and has wide and narrow fields of view. A wide field of view provides a search for a target, and a narrow field of view - capture and tracking. The detection range of a target the size of a helicopter reaches about ten kilometers, and a small drone or a person - up to two kilometers. A tank or armored personnel carrier is recognized at a distance of six kilometers. The operator can remotely control the robot via radio. But there is also the option of autonomous movement along a pre-programmed route, the car is able to move within 24 hours. At the same time, the drone can automatically detect targets and destroy them. The Berserk is armed with a coaxial four-barreled 7.62 mm rapid-fire aircraft machine gun. It is mounted on a rotating platform and is designed to destroy small unmanned aerial vehicles and enemy manpower. The weapon has a high rate of fire - up to 6 thousand rounds per minute. The effective firing range is about 600 meters, and the maximum is up to a thousand. The machine gun can hit an air target that flies at speeds up to 300 kilometers per hour. The combat robot has an anti-interference radio transmitter, both for telemetry signals and for high-definition video signal. The radius of stable control of Berserk in the city reaches approximately two kilometers, and in open areas - more than five.
