JUL 28 – Personal Data, Surveillance and Contagion David Lyon Director, Surveillance Studies Centre; Professor, Department of Sociology, Queen's University Contact-tracing apps have been much in the news during the pandemic and as they represent particularly intimate tracking systems they have naturally been seen as a rather controversial form of surveillance. Yet as a “second wave” attempt to mitigate the spread of the coronavirus they are frequently seen as a highly plausible tech solution by Big Data advocates. In this talk, David Lyon will discuss the reasons why such systems would be thought of as a potentially undesirable form of surveillance, the range of contexts in which they are being used—from Singapore to Israel/Palestine to the UK, as well as in Canada—and the sorts of safeguards that should be in place where such systems are mooted. Buongiorno. Il motivo è che nella configurazione di Android il Bluetooth è collocato sotto le impostazioni di localizzazione. Quindi chiudere tutta la localizzazione a livello di device chiude anche il Bluetooth. Android però permette di impostare le autorizzazioni di geolocalizzazione anche a livello di App - geolocalizzazione consentita sempre/solo durante l'uso/mai. Il kernel Linux adotta il Code Of Conduct

Il mondo del FOSS e piu` in generale quello dell'informatica non e` un universo a se` stante ma coesiste con il mondo della politica e ci interagisce. Il 16 settembre Linus con questa email http://lkml.iu.edu/hypermail/linux/kernel/1809.2/00117.html ha annunciato di prendersi una pausa dallo sviluppo del kernel. Inoltre si scusa per il suo comportamento aggressivo: "The above is basically a long-winded way to get to the somewhat painful personal admission that hey, I need to change some of my behavior, and I want to apologize to the people that my personal behavior hurt and possibly drove away from kernel development entirely. I am going to take time off and get some assistance on how to understand people's emotions and respond appropriately." Questo cambiamento, che non ha precedenti in 30 anni di benevola dittatura, rientra nel panorama molto piu` ampio dell'attuale conflitto ideologico fra le vecchie idee di selezione per merito e le piu` nuove idee di selezione per diversita`, fra il "technical coding" e il "social coding", alt-destre e la sinistra culturale. But enthusiasm for it mainly stems from a lack of knowledge and understanding. The blockchain is a solution in search of a problem. Sjoerd Knibbeler made this image for The Correspondent; the rest of the images in this piece are from his series 'Current Studies' (2013-2016), which you can read more about at the end of the article. In front of a sea of coders sitting on folding chairs, their laptops on folding tables, a man appears on a purpley-blue lit stage. “Seven hundred blockchaingers,” the man shouts at his audience. He points at each programmer in the room. “Machine-to-machine learning … ” And then, at the top of his voice: “Energy transition! Health! Public safety and security! Future of pensions!” We are at the Blockchaingers Hackathon 2018 in Groningen, the Netherlands. And something really, really big is happening here, according to the speakers. Earlier on, a film trailer voice asked those present if they could imagine that right here, right now, in this room, they were about to find solutions that would change “a billion lives”. A planet spontaneously combusted in the accompanying video. And then the Dutch state secretary for the Interior, Raymond Knops arrived, decked out in tech couture: a black hoodie. He’s here as a “super accelerator” (whatever that means). “Everyone senses that blockchain is going to change government drastically,” the state secretary said. I’ve been hearing a lot about blockchain in the last few years. I mean, who hasn’t? It’s everywhere. I’m sure I wasn’t the only one who thought: but what is it then, for God’s sake, this whole blockchain thing? And what’s so terribly revolutionary about it? What problem does it solve? That’s why I wrote this article. I can tell you upfront, it’s a bizarre journey to nowhere. I’ve never seen so much incomprehensible jargon to describe so little. I’ve never seen so much bloated bombast fall so flat on closer inspection. And I’ve never seen so many people searching so hard for a problem to go with their solution. ‘Agents of change’ in a small Dutch town They knew nothing about the blockchain yet in Zuidhorn, a town with just under 8,000 people in the north-east of the Netherlands. “What we did know is that it’s coming for us and that it’s disruptive,” a civil servant from the town told a Dutch weekly news magazine. “We could sit back and wait, or choose to move forwards.” In Zuidhorn they decided to move forwards. A municipal poverty aid package for children would “be put on the blockchain”. Maarten Veldhuijs, a student and blockchain enthusiast, was given an internship with the municipality. His first job was to explain what blockchain is. When I asked him, he said it is “a kind of system that can’t be stopped”, that it’s “actually a force of nature”, or rather, “a decentralised consensus algorithm”. OK, it’s hard to explain, he conceded eventually. “I said to Zuidhorn: ‘I’ll just build you an app, then you’ll understand’.” So he did. His first job was to explain what blockchain is ... OK, it’s hard to explain, he conceded eventually The children’s aid package gives families living in poverty the right to a bicycle, trips to the theatre and the cinema, and so on. In the past, that was a nightmare of bureaucracy, receipts and documentation. But thanks to Velthuijs’s app it became simple: you scan your code in the shop, you get your bike, and the shopkeeper gets their money. Suddenly, the tiny town was proclaimed “one of the international forerunners in blockchain technology”. There was national media attention and even awards: they won a prize for pioneers in municipal work and received nominations for an IT project award and a civil service award. Local administrators became more and more enthusiastic. Velthuijs and his team of “students” were the ones who shaped this new world. But that term didn’t show enough respect. In Zuidhorn some people already preferred to call them “agents of change”. [...]

RFC8890: The Internet is for End Users

Il principio "rough consensus and running code" è di per sé insufficiente a tener testa al potere (i "kings and presidents") di questa epoca per il semplice fatto che le aziende che lo detengono, dispongono di lobbisti per produrre consenso e programmatori per produrre il codice. QUIC (su cui verrà basato HTTP/3), cui lavora lo stesso autore, è un esempio: risolve problemi che esistono esclusivamente su scala planetaria, in aziende come Google, Amazon e Microsoft, ma rende molto più complesso implementare server indipendenti che lo supportino. L'RFC poi propone cone modello di successo Web: la competizione al servizio degli utenti degli user agent (aka browser) permetterebbe di servirli meglio. Solo un breve accenno viene fatto alla realtà fattuale: aumentando enormemente la complessita di Chrome, Google ha spazzato via la concorrenza (proprio come spera di fare con QUIC sui server). "Rough consent and running code" è dunque un principio che di per sé facilita il consolidamento del potere. La scelta del termine "end users" poi, è così limitante da richiedete una lunga chiarificazione del concetto nel RFC. "The Internet is for every human" sarebbe stato più chiaro... e più impegnativo. D'altro canto, accettare consapevolmente la responsabilità politica dell'architettura di Internet è un serio passo avanti. Giacomo

Rispetto ai *dati neurali*, si porranno interrogativi su quale *framework etico-normativo*, in particolare, si inscriva la loro acquisizione ed elaborazione, portando la riflessione sul concetto di *“privacy mentale”* e su quali *obbligazioni morali* questa comporti. Si concluderà quindi l’intervento con l’analisi del concetto di *“neurodiritti”*, domandandosi a quali *esigenze etico-regolative* tali diritti rispondano, e si rifletterà infine su quali siano i requisiti corretti per conseguire un’*unione responsabile di intelligenza naturale e artificiale*. BIOGRAFIE - e informazioni supplementari [mercoledì132] *Marcello IENCA* is a senior researcher at the Health Ethics & Policy Lab, Department of Health Sciences and Technology at ETH Zurich, Switzerland. He is the PI of the projects "Neurotechnology, Artificial Intelligence and Human Rights", "Digitalizing Elderly Care", and "Personalized and Preventative Care". His research focuses on the ethics and governance of biomedical data, ethically aligned artificial intelligence (AI) and responsible innovation for emerging technologies at the human-machine interface. Ienca has received several awards for social responsibility in science and technology such as the Vontobel Award for Ageing Research, the Prize Pato de Carvalho (Portugal), the Sonia Lupien Award (Canada) and the Paul Schotsmans Prize from the European Association of Centres of Medical Ethics (EACME). He has authored one monograph, one edited volume, +40 scientific articles in peer-review journals, several book chapters and is a frequent contributor to Scientific American. His research was published in academic journals such as Nature Medicine, Neuron, Nature Biotechnology, Nature Machine Intelligence, the American Journal of Bioethics and it was featured in interviews and articles appeared in media outlets such as Nature, The New Yorker, The Guardian, The Times, Die Welt, The Independent, the Financial Times and others.
