[1910.08604] Digital Democracy: Episode IV -- A New Hope, How a Corporation for Public Software Could Transform Digital Engagement for Government and Civil Society

<https://arxiv.org/abs/1910.08604> anche: <https://dl.acm.org/doi/10.1145/3342194> Though successive generations of digital technology have become increasingly powerful in the past twenty years, digital democracy has yet to realize its potential for deliberative transformation. The undemocratic exploitation of massive social media systems continued this trend, but it only worsened an existing problem of modern democracies, which were already struggling to develop deliberative infrastructure independent of digital technologies. There have been many creative conceptions of civic tech, but implementation has lagged behind innovation. This essay argues for implementing one such vision of digital democracy through the establishment of a public corporation. Modeled on the Corporation for Public Broadcasting in the U.S., this entity would foster the creation of new digital technology by providing a stable source of funding to nonprofit technologists, interest groups, civic organizations, government, researchers, private companies, and the public. Funded entities would produce and maintain software infrastructure for public benefit. The concluding sections identify what circumstances might create and sustain such an entity.

Aperte le iscrizioni per BIG DIVE 2020

Sono aperte le iscrizioni all’edizione 2020 di BIG DIVE, il programma di formazione intensivo in ambito Data Science, Data Visualization e Data Engineering ideato ed organizzato da TOP-IX <http://www.top-ix.org/> con la collaborazione con Axant <http://www.axant.it/>, Fondazione ISI <https://www.isi.it/> e TODO <https://todo.to.it/>. Nel 2020 BIG DIVE cambia il suo storico format: le 4 settimane consecutive diventano 4 moduli “stand alone” dedicati rispettivamente ai fondamenti di Data Science con Python, Machine and Deep Learning, Data Visualization ed infine Data Engineering. Ciascuno modulo sarà fruibile singolarmente oppure come parte di un percorso formativo completo ed unico nel suo genere mirato a fornire le competenze tecniche e l’approccio metodologico per valorizzare al massimo i progetti data-driven anche in ambito corporate. La nuova struttura, con moduli distribuiti tra maggio e settembre, è stata concepita a partire dai numerosi feedback ricevuti nel corso degli anni ed ambisce a soddisfare al meglio le necessità di clienti business (quali aziende ed organizzazioni che intendano formare i propri dipendenti) ed allo stesso tempo ad aprirsi a target eterogenei e con livello di conoscenza in ingresso differente.
