Il mondo del FOSS e piu` in generale quello dell'informatica non e` un universo a se` stante ma coesiste con il mondo della politica e ci interagisce. Il 16 settembre Linus con questa email http://lkml.iu.edu/hypermail/linux/kernel/1809.2/00117.html ha annunciato di prendersi una pausa dallo sviluppo del kernel. Inoltre si scusa per il suo comportamento aggressivo: "The above is basically a long-winded way to get to the somewhat painful personal admission that hey, I need to change some of my behavior, and I want to apologize to the people that my personal behavior hurt and possibly drove away from kernel development entirely. I am going to take time off and get some assistance on how to understand people's emotions and respond appropriately." Questo cambiamento, che non ha precedenti in 30 anni di benevola dittatura, rientra nel panorama molto piu` ampio dell'attuale conflitto ideologico fra le vecchie idee di selezione per merito e le piu` nuove idee di selezione per diversita`, fra il "technical coding" e il "social coding", alt-destre e la sinistra culturale. Buongiorno, è uscito il primo libro di C.I.R.C.E., firmato da Agnese Trocchi. Ma anche dai racconti ascoltati da amici, parenti o vissuti in prima persona. C.I.R.C.E. ha inserito tutte le storie in una cornice decameroniana. La cornice ci offre una lettura in chiave di fantascienza speculativa e ci offre allo stesso tempo la possibilità di porci alla giusta distanza dalle storie raccontate per vederle e vederCI dall'esterno. "Il contenuto è il metodo". IMA non è solo le storie che contiene, è anche una procedura creativa: è stato impaginato in LateX usando solo software libero. Il libro è molto di più dell'opera di una singola autrice, è il frutto della collaborazione tra macchine libere e umani desideranti; è frutto degli incontri con decine e decine di persone alla ricerca di un rapporto con le macchine non mediato dalle tecnologie del dominio. E le nostre storie non finiscono qui: C.I.R.C.E. continua a portare i suoi laboratori di Pedagogia Hacker in giro per il mondo per esplorare nuovi modi conviviali di vivere tra di noi e con le macchine e per cercare nuove storie da raccontare dopo il crollo che è stato ieri. In this talk we present an approach for legal knowledge representation and reasoning within a *Linked Open Data framework*. It is based on the distinction between provisions and norms and it is able to provide advanced reasoning facilities for advanced *legal information retrieval* (like implementing Hohfedian reasoning) and *legal compliance checking for deontic notions*. It is also shown how the approach can handle norm defeasibility. Such methodology is implemented by decidable fragments of *OWL 2*, while legal reasoning is implemented by available decidable reasoners. His main research interests include Semantic Web technologies for the legal domain, legal ontologies and knowledge representation, AI techniques for legal document classification and knowledge extraction, e-Government, e-Participation, semantic models for the document collections of the EU. <https://www.ft.com/content/84fcd9b4-e006-11e9-9743-db5a370481bc> Privacy campaigners have attacked plans by India to introduce facial recognition across the country, after the government invited bids for a system that would allow police to try to match people captured by CCTV cameras against a national criminal database. India’s National Crime Records Bureau at the home affairs ministry issued a tender deadline of October 11 for bids to create a system for all state police forces that will enable “fast and accurate face recognition” in a “live environment”. The tender documents call for a system that can take “face images from CCTV feed and generate alerts if a blacklist match is found”. It should also be able to upload photographs from newspapers or sent in by the public, and even artist impressions of suspects to its facial image database. The platform will access images collected by government agencies such as the Ministry of Women and Child Development. Officers in India’s disparate local police forces will be able to search the images through a mobile app, designed to speed up an otherwise tiresome process of sharing information across state lines. A graphic with no description The government did not respond to a request for comment. But in its tender, the NCRB says the programme would bring about a “sea change” in law enforcement. The facial recognition system “can play a very vital role in improving outcomes in the area of criminal identification and verification by facilitating easy recording, analysis, retrieval and sharing of Information between different organisations”, the NCRB said. Police are currently restricted from accessing biometric data from Aadhaar, India’s new national electronic identification system which includes facial images, though law enforcement have previously sought access. The initiative has sparked alarm among privacy advocates who, already skittish at trials of facial recognition cameras in airports and elsewhere, argue that the government is now seeking to create a mass-surveillance tool with little oversight. They pointed to the lack of existing personal data regulation in India to help ensure checks on such a programme and a lack of transparency on its aims. “There’s been no clear discussion besides the tender itself. It makes it difficult to know what the government actually wants to do,” said Raman Jit Singh Chima, Asia policy director at Access Now, an open-internet advocacy group. “We’re having this conversation in India with no clear [understanding] of what is the purpose, who’s in charge of it, who do you talk to and where does the buck stop if something goes wrong.” [...]
