Il web e la governamentalità algoritmica

Nelle scorse settimane si è fatto un gran parlare dello scandalo di Cambridge Analytica, l’azienda che si è sostenuto e confermato aver lavorato con il comitato elettorale di Donald Trump negli Stati Uniti e si presume abbia messo piede nell’affare Brexit in Europa raccogliendo milioni di profili degli utenti di Facebook nella più grande banca dati mai esistita, e usato gli stessi per costruire un software in grado di predire ed influenzare le scelte alle rispettive tornate elettorali. Dopo il tumulto avvenuto nel mondo dell’informazione si è scatenata una folle ricerca del capro espiatorio, un modo di fare limitato che porta ad individuare soltanto dei “meri strumenti”. Sarà necessario, dunque, andare a interrogarsi più a fondo sulle reali disposizioni coercitive che si sono intraviste nell’utilizzo del cyberspazio. Questa forma è riconducibile ad una vera e propria governamentalità, che Antoinette Rouvroy chiamerà algoritmica. Oggi, la WebFoundation ha rilasciato un report in cui ho avuto il piacere di collaborare anch'io. Il test è stato realizzato durante le elezioni Argentine e poi durante le proteste in concomitanza del WTO. Parla di circolazione delle informazioni tra newsmedia ed utenti, quando un algoritmo sta nel mezzo. Qui le sintesi: 1. *Large gaps between the number of stories published and seen by our profiles:* Our profiles were shown an average of one out six posts from across all the pages that they were following. 2. *No exposure to certain types of stories: *When algorithms curate content, critical social and political posts may not be shown to users. In a tweak to its terms and conditions, Facebook is shifting the responsibility for all users outside the US, Canada and the EU from its international HQ in Ireland to its main offices in California. It means that those users will now be on a site governed by US law rather than Irish law. The move is due to come into effect shortly before General Data Protection Regulation (GDPR) comes into force in Europe on 25 May. Facebook is liable under GDPR for fines of up to 4% of its global turnover – around $1.6bn – if it breaks the new data protection rules.
