There are many different approaches for addressing the ethical issues related to robots (e.g., in both retrospective and prospective manners) as well as many different approaches to what ethics means in relation to robots (e.g., addressing quality of life issues versus usability and acceptance issues). Social robotics researchers need to address legal, societal and ethical issues before robots become widespread within our society. Not only should researchers focus on preventing undesired outcomes, but they also need to investigate the social roles that robots can (not) or should (not) perform in the future according to the opinions of potential future users and in the light of the ethical and societal values at stake. When ordinary people start using autonomous technologies, such as robots, in their everyday lives, robotics researchers need to map all possible interaction scenarios and their potential consequences for both individual users and society as a whole. If the rise of robotics is similar to that of personal computers a few decades ago, we can expect some important legal, societal and ethical issues to emerge from robotics as well. Therefore, robotics researchers need to attend to these issues if we want to anticipate the potential (negative) consequences of the ubiquitous use of robots in our society as well as to design robots that foster our preferred ethical and societal values. *Aim of the workshop* ------------------ This workshop aims to bring together HRI scholars from multiple disciplines to stress the need to incorporate the users’ needs not only from a usability perspective but also from an ethical perspective. We therefore believe it is vital to involve prospective users as active testers in the design process. Their opinions and perceptions help researchers, designers, and engineers to create social robots that fit the special needs and demands of potential future users. We believe that also philosophers, legal scholars, policy makers should be involved in the deliberation process about the design of future robots. *Call for papers* ------------------ Participants are invited to submit a short paper (max. 2 pages) on their ideas for the most pressing issues to address in robot ethics in the next decade including at least one case or scenario. The best ideas will be asked to give a 5 minute pitch during the workshop day to open new discussion topics. Please use the ICSR conference style when preparing your paper. As self-contained, non-connected portable servers, these devices can be used to circumvent governmental firewalls, distribute information in areas of political upheaval, reach the most remote areas to deliver healthcare information, and help recovery efforts after natural disasters. This presentation will be an overview of the LibraryBox project and its current state, goals and development roadmap, and a discussion of possible next directions and needs. About Jason Jason Griffey is the founder and principal at Evenly Distributed (http://evenlydistributed.net) a technology consulting and creation firm for libraries, museums, education, and other non-profits. Jason is a Fellow at the Berkman Center for Internet & Society at Harvard University, where he studies hyperlocal micronetworks such as his LibraryBox project. He has written extensively on libraries and technology, most recently a chapter in The Top Technologies Every Librarian Needs to Know: A LITA Guide. His previous book, Mobile Technology and Libraries, is a part of the award-winning Tech Set series. Named a Library Journal Mover & Shaker in 2009, Griffey has written and spoken internationally on topics such as the future of technology and libraries, personal electronics in the library, privacy, copyright, and intellectual property. A full list of his publications and presentations can be found on his CV. He is one of eight winners of the Knight Foundation News Challenge for Libraries for the Measure the Future project (measurethefuture.net) an open hardware project designed to provide actionable use metrics for library spaces. Griffey is the creator and director of The LibraryBox Project (librarybox.us), an open source portable digital file distribution system. He can be stalked obsessively online, and spends his free time with his daughter Eliza, reading, obsessing over gadgets, and preparing for the inevitable zombie uprising.

In other words, the Internet paradigm is compelling the local governments to consider the use of ICTs to make the governance of a city more inclusive, collaborative, efficient and effective. U.S. Judge Rules Microsoft Must Produce Emails Held Abroad Judge Rules Company Must Comply With a U.S. Warrant for Email Stored at Data Center in Ireland Microsoft must comply with a U.S. warrant for customer email stored in a company data center in Ireland, a federal judge ruled Thursday. The search warrant was issued as part of a criminal investigation whose details remain secret. It is unclear whether the customer targeted by the Justice Department is located in the U.S. The company's lawyers had argued that the Justice Department needed to obtain the emails through a legal treaty with Ireland, and that forcing Microsoft to retrieve them without the country's consent violated Irish sovereignty and international law. But Chief U.S. District Judge Loretta Preska in Manhattan federal court ruled that the location of the email was irrelevant, because Microsoft controlled it from the U.S. Microsoft General Counsel Brad Smith said Thursday, "The only issue that was certain this morning was that the District Court's decision would not represent the final step in this process.
