As it becomes more and more obvious that women are disparately impacted by harassment on the Internet, harassment is framed as a civil rights problem, legal solutions are proposed, and vitriol is hurled at platforms for failing to protect female users. There is a pervasive feeling that there is a crisis on the Internet that pits the safety of women against the freedom of speech. Yet the Internet has long grappled with what to do when unwanted speech makes it unusable. The history of the Web—from its oldest forgotten communities to the decades of anti-spam technology—can offer a new lens through which to understand online harassment, along with lessons and caveats. About Sarah Sarah Jeong is a journalist who was trained as a lawyer. She writes about technology, policy, and law. She is the author of The Internet of Garbage, and has bylines at The Verge, Forbes, The Guardian, Slate, and WIRED. She graduated from Harvard Law School in 2014. As a law student, she edited the Harvard Journal of Law & Gender, and worked at the Electronic Frontier Foundation and at the Berkman Center for Internet & Society. She is currently a fellow at the Internet Law & Policy Foundry. In 2015, she covered the Silk Road trial for Forbes.

There are the coffee joints around Tahrir Square, Cairo, where hijab-wearing women hunch over their laptops. There’s the pubs in Pittsburgh, heaving on the days the Steelers play, carved out of the factories and workshops that once made the city great. All over the world, cities are being reborn. By one estimate, about 80% of global GDP is generated in cities – driven by a mixture of urbanisation, geographic sprawl and concentrated zones of innovation. As a result, a whole new market has opened up for so-called “smart cities”. The engineering consultancy Arup defines the smart city as one where “the seams and structures of the various urban systems are made clear, simple, responsive and even malleable” through technology and design. Specifically, a smart city happens when three specific networks interact: the communications grid, the energy system and the so-called “logistics internet” – which can track people and things through transport and supply systems. Australian security and counter-terrorism: Facebook photos could be taken for use in national biometric database <http://www.theguardian.com/australia-news/2015/oct/21/facebook-photos-could…> The projected national counter-terrorism database could include photos pulled from social media sites, government officials have told Senate estimates Images harvested from social media sites such as Facebook could be part of the latest counter-terrorism measures, the attorney general’s department has confirmed. In September, the justice minister, Michael Keenan, announced that the federal government would spend $18.5m to develop the national facial biometric matching capability, known simply as “the capability”. Under questioning in Senate estimates on Tuesday night, senior officials from the attorney general’s department said that photos could be pulled from social media sites and used in the new system. The Greens senator, Scott Ludlam, asked: “Is there any law that would prevent the system from ingesting [photographs] from publicly available sources like social media sites?” Andrew Rice, the assistant secretary of the department, answered: “It’s possible that still images out of these kinds of environments could be put into the system. That would be a choice for the users of the system.” [...] “This process will expedite putting a name to the face of terror suspects, murderers and armed robbers, and will also help to detect fraud cases involving criminals that use multiple identities. This initiative does not involve new powers for the commonwealth; it’s simply a mechanism to share existing information already held by jurisdictions.” The new powers do not need to go through parliament to be enacted. “I’m not aware that it requires legislation,” the attorney general, George Brandis, told Senate estimates on Tuesday.
