Il governo UK ha rilasciato (alpha) il seguente bel sito: https://www.gov.uk/designprinciples A parte il contenuto, due parole sul metodo. Mi viene facile immaginare il team che ha prodotto un sito simile: persone competenti (con skill di vario tipo), risorse adeguate (non serve molto, ma comunque certamente più di zero), cronoprogramma, milestones e, infine, il rilascio. Nulla di straordinario. Anzi, la normalità (come metodologia). Ma se è normale, perchè allora mi viene estremamente difficile immaginare qualcosa di simile in Italia? Penso soprattutto al governo nazionale (a livello locale, soprattutto regionale, per fortuna c'è maggior dinamicità). Intendiamoci, parlo sulla base di esperienze limitate. Eppure, per quel poco che ho visto (soprattutto ministero Brunetta), un progetto normale come quello del sito UK è virtualmente inconcepibile a Roma. Perchè da noi il normale è inconcepibile? Perchè, ammesso di aver deciso di fare la "cosa giusta", la si cerca sempre di fare coi fichi secchi? O senza alcuna attenta riflessione preliminare? Oppure sempre per "ieri", ovvero, con scadenze assurde e (quindi) senza attenzione per la qualità? Eccetera. Spero che conoscitori della macchina "romana" sappiano, se lo vorranno, illuminarci. Io sottolineo che forse è proprio l'ultimo punto, la scarsa attenzione per la qualità, a spiegare, se non tutto, molto. Perchè la qualità richiede organizzazione, metodo, tempi, risorse. Se la qualità non è un obiettivo riconosciuto, allora bastano tranquillamente le "bozzacce" (termine inconcepibile fuori dall'Italia), le slide fatte mezz'ora prima, frasi o addirittura interi documenti che in realtà non dicono nulla, piani poco meditati perchè tanto l'agenda cambia ogni giorno.... Ovvero, l'anomala "normalità" di un pezzo importante (e a volte cruciale) d'Italia. cosa ne pensate? Intanto auguri di Buona Pasqua e un caro saluto, juan carlos
