Il 19 novembre 2012 presso il Politecnico di Torino, nell'ambito delle attività del Centro Nexa, si svolgerà l'edizione invernale di e-privacy (http://e-privacy.winstonsmith.org/index.html) sul tema “E-government & e-democracy: prospettive ed implicazioni sulla privacy”. Di seguito riporto il testo della Call for Presentation invitando quanti fossero interessati a proporre eventuali interventi. A presto, AM ________________________ “E-government & e-democracy: prospettive ed implicazioni sulla privacy” Call for Presentation Su questo tema il comitato organizzatore di e-privacy apre una Call For Presentation formale, con inizio il 3 settembre 2012 e chiusura il 15 ottobre 2012. Da diversi anni ormai le amministrazioni pubbliche di tutti gli Stati investono significative risorse nella gestione informatica dei propri processi, tuttavia con il tempo il paradigma di riferimento è andato continuamente mutando. Si è infatti passati dalla semplice informatizzazione dei processi documentali, organizzativi e decisionali interni all'amministrazione, ad un'apertura verso il cittadino finalizzata alla divulgazione di informazioni ed all'erogazione di servizi. Più recentemente, infine, il modello dell'e-government, incentrato sull'incremento dell'efficienza dei servizi e della rilevanza del cittadino, sta evolvendo verso una concezione più ampia che guarda a forme di governo partecipato (e-democracy). Una visione partecipativa ed inclusiva, ma anche la più semplice interazione amministrazione-cittadino attraverso l'uso di tecnologie ICT, richiede l'acquisizione e la gestione di una notevole mole di informazioni, da qui alcuni interrogativi in merito ai profili inerenti la tutela della persona ed il controllo sociale. Mentre consideriamo i potenziali problemi di privacy di questi nuovi processi informatizzati, non dobbiamo dimenticare che essi si inseriscono in un panorama di gestioni informatiche già operative e non prive di ombre e problemi, dal processo civile telematico alle informazioni bancarie a fini fiscali, dalle banche dati DNA a quelle dei protesti, dalla cartella clinica elettronica alla P.E.C. Occorre a tal proposito interrogarsi su quali garanzie minime debbano esser assicurate al cittadino, che possibilità debba allo stesso riconoscersi di non essere coinvolto in processi di profilazione e controllo sociale, come debbano essere gestiti gli eventuali rapporti con i soggetti privati che cooperano con la pubblica amministrazione nella realizzazione dei servizi e nella gestione dei dati. L'edizione invernale 2012 si terrà il 19 novembre 2012 presso il Politecnico di Torino. I lavori saranno suddivisi in una sezione antimeridiana su “Scenari e prospettive”, cui seguirà una pomeridiana su “Implicazioni di privacy e data protection”. Nella prima parte i relatori delineeranno lo stato dell'arte ed i potenziali sviluppi delle forme di e-government ed e-democracy con riguardo ai diversi ambiti applicativi; nella seconda invece l'attenzione sarà maggiormente incentrata sui riflessi che tali soluzioni hanno sulla tutela della persona, dei gruppi sociali e delle informazioni che li riguardano. Termini di presentazione delle proposte La Call For Presentations ha inizio il 3 settembre 2012 e chiuderà il 15 ottobre 2012. Le proposte dovranno pervenire all'indirizzo di posta elettronica cfp-eprivacy(a)winstonsmith.org. Le proposte verranno valutate dal Comitato Scientifico e le accettazioni saranno comunicate agli autori entro il 1° novembre 2012. La consegna delle relazioni e/o slide degli interventi accettati dovrà avvenire entro e non oltre il 14 novembre 2012 all'indirizzo di posta elettronica cfp-eprivacy(a)winstonsmith.org. La proposta deve includere: 1. nome del relatore ed eventuale ente di appartenenza; 2. indirizzo di posta elettronica di riferimento; 3. recapito telefonico; 4. titolo dell'intervento; 5. abstract dell'intervento (max 1.500 battute); 6. outline dell'intervento (max 200-300 caratteri); 7. consenso alla pubblicazione del materiale prodotto sotto licenza libera sui siti web http://e-privacy.winstonsmith.org/ e www.polito.it; 8. consenso alla pubblicazione delle registrazioni audio e video della presentazione sotto licenza libera sui siti web http://e-privacy.winstonsmith.org/ e www.polito.it. Salve per chi di voi e' interessato a questioni di cybersecurity, segnalo l'ultimo report del Citizen Lab di Toronto che chiama direttamente in causa un'impresa italiana, Hacking Team, che avrebbe venduto malware and cybersurveillance equipment agli Emirati Arabi. The findings indicate that the software is a commercial surveillance backdoor distributed by an Italian company known as Hacking Team. Apart from direct costs savings, other benefits of open source result in reduced project failure and lower costs for code maintenance. Reinvestment of these savings leads to an increase in productivity and efficiency worth at least 342 billion euro a year, according to estimates published by open source researcher Carlo Daffara. "Decidedly not a marginal contribution to the European economy."* Daffara is a researcher in the field of IT economics. He focusses on collaborative development models. In the past fifteen years he was also involved in European Commission research projects involving open source. To assess the value of the use of open source, Daffara combines data from code reuse surveys with macroeconomic esimates. Quoting several sources, he estimates that about 35 per cent of the software used in the past five years is directly or indirectly derived from open source. To translate this into savings, the researcher draws on estimates for the total value of the IT sector. Industry groups and analysts estimate this to be between 374 billion and 399 billion euro. To this Daffara adds estimates on costs saved because using open source generally has a positive impacts on projects success rates. He also points to research showing that "code that is reused is substantially better in terms of quality". Such software also improves faster and its maintenance efforts are substantially lower, he writes. Based on earlier research models, the costs for reused code is about three-fifths that of traditional code. "Especially important is the effect of the reinvestments of these savings into IT itself", the researcher continues. Companies that use a lot of open source are more productive and efficient, he finds. The researcher suspects that there is a correlation between the use of open source software and the ability to attract customers of a relatively larger scale. The result is a long term increase in productivity and efficiency, of at least 342 billion euro per year. Daffara's estimates of the contribution of open source software to the European economy were published by the OpenForum Acadamy, a think-tank. His paper is part of the proceedings of the first OFA conference, which took place in Brussels on 24 September.
