[Responsible AI] Three Models of AI Regulation, Ignacio Cofone, University of Oxford
by Daniele Quercia July 16, 2026

July 16, 2026

Three Models of AI Regulation
Ignacio Cofone, University of Oxford Online Meeting on MS Teams<https://teams.microsoft.com/meet/389551308543117?p=dKSPSwX9fBDUSWhfjX> Format: 35 min talk + 25 min Q&A AI systems allocate credit, price insurance, screen job applicants, triage patients, and inform bail decisions by generating probabilistic inferences at population scale. The resulting harms are group-based, non-material, and produced by long chains of actors, so they slip past legal categories built for individual and tangible injury. Three regulatory traditions have crystallised in response. The individual rights model, exemplified by the GDPR, gives data subjects rights to access, explanation, and objection. The risk-tiered model, exemplified by the EU AI Act, classifies systems before deployment by projected risk. The public infrastructure model, exemplified by algorithmic registries and mandatory audits, treats AI as a governed utility. Each rests on a different theory of the relationship between AI systems and the people they affect, and each carries a blind spot that survives any amount of enforcement. Two of those blind spots reproduce across all three models. Cumulative harm, where thousands of individually unactionable outputs aggregate into systemic injury, escapes every framework. So does the inference lifecycle, which each model leaves ungoverned because all three regulate the data trail and leave the production of inferences unaffected. Ignacio Cofone is Professor of Law and Regulation of AI at the University of Oxford, jointly appointed between the Faculty of Law and the Institute for Ethics in AI. His research examines how AI produces inference-based harms that escape existing legalcategories, across privacy, data protection, and algorithmic accountability. He is the author of The Privacy Fallacy (Cambridge University Press, 2023) and has advised governments in Canada, the United States, and Europe on AI and privacy regulation. Re: R: Re: They are already like us (J Hinton)
by Giuseppe Attardi July 16, 2026

LLM do understand language much similarly like we do. He explains this in detail explaining in intuitive ways what are word embeddings and how they are a better alternative to the symbolic interpretation of the meaning of words. He also claims they are conscious in the sense that they can refer to their “subjective experience”, i.e. to the way they can conceive of reality or imaginary facts. He claims they do sometimes make mistakes, but does not call those hallucinations but rather as confabulations, as in psychology. People don’t have precise memory, but reconstruct recollections, which tend to fade with time, hence we might believe in recollections that we are just making up. He explains the benefits of digital models that can be replicated or their knowledge transfered to others through distillation, a capacity that is very inefficient and limited in humans. He believes machines will become smarter than us and possibly will evolve a language of their own to express concepts that our mind cannot grasp. But he has an unusual answer to the existential threat to humanity. While he is skeptical that governments or international collaboration will agree on blocking AI or cartain abuses, mostly because sadly they are the first to exploit those abuses. But there is hope. He makes the analogy of 5 year old children and their mothers. A child is less smart than an adult and can behave poorly or badly. But a mother cares for him and helps him to grow and achieve his goal with patience. We should train AI not just to be smarter, but to be caring like a mother. We cannot control them by fixing their algorithms because they are not algoritms but we can control how we train them. So, very much like we educate ourselves to become proper citizens, we should invest in developing better caring AI, instead of investing only in making smarter AI. https://youtu.be/g6AwGpfE2b0 > On 16 Jul 2026, at 00:00, nexa-request(a)server-nexa.polito.it wrote: > > From: GC F <gcfrosio(a)gmail.com> > > Cari tutti, > > (*1*) Devo ammettere che mi sorprende un poco la generalizzata reazione > negativa alle affermazioni di un Nobel che ha dedicato l'intera vita a fare > seria ricerca in materia di reti neurali. Fwd: EDRi-gram 16 July 2026: Turning up the heat – Commission backs social media bans, Apple held accountable, summer to-dos, & more!

-------- Forwarded Message -------- Subject: EDRi-gram 16 July 2026: Turning up the heat – Commission backs social media bans, Apple held accountable, summer to-dos, & more! Date: Thu, 16 Jul 2026 10:25:17 +0200 From: EDRi - European Digital Rights <edrigram(a)edri.org> EDRi-gram 16 July 2026: Turning up the heat – Commission backs social media bans, Apple held accountable, summer to-dos, & more! "EDRi-gram" <https://edri.org/> Dear supporters, We've only been away from your inbox for two weeks, and it's been a whirlwind of a time. Let's catch you up on how the EU is keeping the heat simmering on tech issues while undergoing record-breaking heatwaves. Earlier this week, the *European Commission's panel of experts on child safety disappointingly backed indiscriminate age verification* to exclude people under 13 from accessing online spaces – despite many young people across Europe calling for systemic change <https://www.brusselstimes.com/belgium/2089712/youth-organisations-demand-so…> rather than bans. All this does is create barriers for everyone rather than engendering real safety, which requires looking at root causes and making online services safer for everyone. Last week, the European Parliament was bullied – by its own President – to *vote on the interim ePrivacy derogration (sometimes known as "Chat Control 1.0") for a record-breaking third time* in four months. This law allows Big Tech companies to monitor their users' private communication to scan for child abuse materials – without warrants, suspicion or any legal basis or oversight. Although the temporary derogration was voted through due to procedural technicalities, the majority of Members of Parliament (MEPs) voted against it and excluded scanning of end-to-end encrypted message – sending *a strong message against mass surveillance.* In this EDRigram, you can read our open letter to the European Commission, urging them to *immediately reassess the EU-US adequacy decision* after the US Supreme Court ruled <https://www.theguardian.com/us-news/2026/jun/29/us-supreme-court-ftc-ruling…> that President Trump can remove the leaders of independent agencies and commissions. Also in this edition: a collective civil society call to the EU to *take much-needed action on spyware* after forensic analysis by the Citizen Lab <https://citizenlab.ca/research/member-of-committee-investigating-spyware-ha…> revealed that a former MEP was targeted with Pegasus spyware while investigating spyware abuse as a part of the PEGA committee. On a positive note, in what EDRi-member Free Software Foundation Europe (FSFE) hailed as a major win for computer users and developers, the *Court of Justice of the European Union (CJEU) has held Apple accountable* <https://fsfe.org/news/2026/news-20260708-01.en.html>*under the Digital Markets Act* and rejected the challenge to interoperability obligations. *This edition is our last hurrah before a necessary summer break*. But we're leaving you with an extended recommendations list to explore, and the reassurance that we'll still be hard at work to protect our rights and freedoms online and building a more just digital future. If you'll miss us over the summer, show us some love by supporting us with a donation <https://edri.org/take-action/donate/> and/or sending this edition to friends who would enjoy your favourite digital rights newsletter! * *Privacy and Surveillance* o Hadopi law (2009–2026) <#privacyarticle1> o The digital rulebook is fit for purpose: better enforcement is needed, not simplification <#privacyarticle2> o The Digital Omnibus is going on summer break. With our long-term vision for digital futures in mind, *EDRi's work in 2025 focused on protecting digital rights legislation and advocating for human-centred perspectives*. We also adopted our new agile and responsive strategy which will guide our work for the next five years. *Explore our Annual Report for 2025* <https://edri.org/our-work/edri-annual-report-2025-championing-digital-right…>, validated by the EDRi network at our May 2026 General Assembly. <https://edri.org/our-work/hadopi-law-2009-2026/> Hadopi law (2009–2026) EDRi member, La Quadrature du Net <https://www.laquadrature.net/> The French Administrative Supreme Court ruled in favour of La Quadrature du Net, French Data Network (FDN), Franciliens.net and Fédération FDN *by recognising that the Hadopi law’s surveillance system that aims to combat illegal file sharing breaches fundamental rights protected by the European Union*. The government has been ordered to repeal the key provisions of this decree. It is now up to the government to acknowledge the end of this law and finally accept that the non-commercial sharing of culture online must not be criminalised. *Read more* <https://edri.org/our-work/hadopi-law-2009-2026/>. The digital rulebook is fit for purpose: better enforcement is needed, not simplification EDRi <https://edri.org/> EDRi responded to the European Commission’s consultation on the Digital Fitness Check, *emphasising the importance of the rights-based digital framework developed over the years*. Rather than simplifying people's rights protections, it should focus on stronger enforcement and closing gaps. Only in this way, the EU can continue to lead in building a digital environment that works for people, democracy and innovation alike. *Read more* <https://edri.org/our-work/the-digital-rulebook-is-fit-for-purpose-better-en…>. The Digital Omnibus is going on summer break. Your rights are not EDRi <https://edri.org/> In November 2025, the European Commission presented the Digital Omnibus as a simplification package for EU digital rules. Since then, *the AI Omnibus has been adopted, weakening the AI Act* before key safeguards fully apply. The Data Omnibus is still moving through the Council and European Parliament, covering the Data Acquis, GDPR and ePrivacy rules. Decisions on it will be waiting after summer, with the same basic problem: *a deregulation agenda sold as simplification, with weak evidence, rushed process and real risks for people*. *Read more* <https://edri.org/our-work/the-digital-omnibus-is-going-on-summer-break-your…>. Joint Statement: Pegasus in the European Parliament, the EU Must Act Now EDRi <https://edri.org/> A Citizen Lab analysis revealed that former MEP Stelios Kouloglou, a member of the PEGA committee investigating spyware abuse, was infected with Pegasus during that very inquiry. The incident confirms the EU's failure to tackle the spyware crisis, nearly three years after PEGA's recommendations. *Civil society is now calling for an independent investigation and urgent EU action*. *Read more* <https://edri.org/our-work/joint-statement-pegasus-in-the-european-parliamen…>. Proposed Europol reform dangerously erodes privacy, automates surveillance, and sidelines oversight Protect Not Surveil Coalition The plan legalises previously unregulated IT systems, lowers the threshold for processing biometric and other sensitive data, and lets Europol bypass its own data protection watchdog when it deems action "urgent." Oversight is further weakened as key checks shift to an internal, non-independent unit, *raising serious concerns for an agency already found guilty of rights violations.* *Read more* <https://edri.org/our-work/proposed-europol-reform-dangerously-erodes-privac…>. When the facts change, adequacy must be reviewed EDRi <https://edri.org/> and 36 civil society organisations Following the Supreme Court's ruling in Trump v. Slaughter, *EDRi and other 36 civil society organisations and academics have urged the European Commission to immediately reassess the EU-US adequacy decision*. The ruling undermines one of the safeguards on which the Commission relied when concluding that personal data transferred to the United States receives an adequate level of protection. *Read more* <https://edri.org/our-work/when-the-facts-change-adequacy-must-be-reviewed/>. To subscribe or unsubscribe via email, send a message with subject or > body 'help' to > nexa-request(a)server-nexa.polito.it > > You can reach the person managing the list at > nexa-owner(a)server-nexa.polito.it > > When replying, please edit your Subject line so it is more specific > than "Re: Contents of nexa digest..." > > Today's Topics: > > 1.
by J.C. DE MARTIN July 12, 2026

July 12, 2026

by karlessi July 12, 2026

July 12, 2026

-- transizioni digitali sostenibili - https://eudema.net pedagogia hacker - https://eleuthera.it/ph https://circex.org tecnologie conviviali - https://eleuthera.it/tc

Fazi, "EU Chat Control extension is an insult to democracy"
by J.C. DE MARTIN July 11, 2026

July 11, 2026

*EU Chat Control extension is an insult to democracy* Thomas Fazi On Thursday, the European Parliament “adopted” <https://www.euronews.com/next/2026/07/10/chat-control-10-passed-the-europea…> the extension of Chat Control 1.0. This is the temporary suspension of the EU’s ePrivacy rules that allows tech platforms to mass-scan citizens’ private communications, ostensibly to detect child sexual abuse material. “Adopted” is placed in quotation marks here because the word implies something that conspicuously failed to happen: a majority of MEPs voting in favour. In fact, 314 MEPs voted to reject the text, against 276 in favour. And yet it passed anyway. This was made possible through a procedural sleight of hand worthy of Brussels at its most cynical. The file was rammed through under an “urgency procedure”: European Parliament President Roberta Metsola unilaterally reopened a dossier that MEPs had already rejected in March, and the Council conveniently bounced it back at the start of the summer recess, when securing attendance is hardest. Rejecting it a second time would have required not a simple majority but an absolute one: 360 votes. The law was therefore approved despite a majority of MEPs voting against it. The regulation will now remain in force until April 2028, buying time for negotiations on its even more ambitious successor, Chat Control 2.0. Environmental cost of AI's energy use
by antonio July 11, 2026

July 11, 2026
