Il /logical layer/ di Internet svolge una funzione essenziale, ovvero assicurare che le migliaia di reti nel mondo appaiano come una rete globale e unica. ICANN (Internet Corporation for Assigned Names and Numbers) <https://www.icann.org/> è l'organismo senza scopo di lucro che lo rende possibile attraverso il coordinamento globale del sistema di identificatori unici di Internet attraverso il Domain Name System (DNS) <http://en.wikipedia.org/wiki/Domain_Name_System>. ICANN è stata creata come organismo privato e indipendente nel 1998 dall'amministrazione Clinton secondo il principio di privatizzazione del DNS. Il suo scopo è quello di assicurare sicurezza, stabilità e resilienza della rete Internet e lo sviluppo del DNS attraverso un modello di governance, multistakeholder, inclusivo, trasparente e secondo il principio di partecipazione egualitaria dal basso di tutte le parti interessate. ICANN ha svolto le sue attività finora sotto un contratto con l'agenzia dipartimento del Commercio (NTIA - National Telecommunications and Information Administration <http://www.ntia.doc.gov/>) per esercitare le funzioni chiave di mantenimento del sistema di identificatori unici (le funzioni IANA - Internet Assigned Numbers Authority <http://www.iana.org/>). Nel marzo scorso l'amministrazione USA ha deciso che il momento di *completare la privatizzazione del DNS fosse arrivato, preparandosi a rinunciare al rinnovo del contratto con ICANN* a termine della sua scadenza il prossimo 30 Settembre 2015, e chiedendo a ICANN di moderare un processo di consultazione globale con tutti gli stakeholder per elaborare una proposta di transizione che risponda ai criteri annunciati da NTIA. Il processo è in corso e procede a tappe serrate verso la transizione delle funzioni chiave del layer logico di Internet dagli USA ad una supervisione distribuita globale multistakeholder. Gli utenti di Internet e la società civile possono partecipare al processo di ridefinizione di un futuro immediato della gestione del DNS. La comunità di Internet sta giocando un ruolo fondamentale nell'assicurare la presenza di controlli e bilanciamenti nel sistema, con particolare attenzione all'/accountability/ del logical layer nei confronti gli utenti. Research data are subject to sharing and retention requirements by funding agencies and journals. Data from course management systems, faculty personnel records, security cameras, and social media are being used as indicators for decision making. This talk will identify some of the challenges faced by universities in managing and governing these complex categories of data. Material is drawn from Big Data, Little Data, No Data: Scholarship in the Networked World (Borgman, 2015, MIT Press) and the UCLA Data Governance Task Force (work in progress). In peer production, labour is communal and outputs are orientated towards the further expansion of the commons, an ecology of production that aims to defy and resist the hierarchies and rules of ownership that drive productive models within capitalism (Moore, 2011); while the commons, recursively, are the chief resource in this mode of production (Söderberg & O’Neil, 2014). > > Peer projects are ‘ethical’ as participation is primarily motivated by self-fulfillment and validated by a community of peers, rather than by earning wages. Their governance is ‘modular’, understood in a design sense (decomposable blocks sharing a common interface), but also in political-economy terms: participants oppose restricted ownership and control by individually socializing their works into commons. Conflicting interpretations of their societal impact have been articulated (O’Neil, 2015). Skeptics view the abjuration of exclusive property rights over the goods they produce as irrelevant, and ethical-modular projects as increasing worker exploitation: participants’ passionate labour occurs at the expense of less fortunate others, who do not have the disposable income, cultural capital, or family support to engage in unpaid labour (Moore & Taylor, 2009; Huws, 2013). In contrast, reformists, often hailing from a management perspective, suggest that the co-optation of communal labour by firms will improve business practices and society (Arvidsson, 2008; Demil et al., 2015). Finally activists celebrate the abjuration of exclusive property rights, and present ethical-modular projects as key actors in a historical process leading to the supersession of capitalism and hierarchy (Kostakis & Bauwens, 2014). > > This last perspective raises a central challenge, which is the avoidance of purely utopian thinking. How can peer production operate as a sustainable practice enabling people to live, if labour and work issues are not formally addressed? > > To advance this agenda, the tenth issue of the Journal of Peer Production, titled Peer Production and Work, calls for papers in two linked areas: > > *Peer production in a paid work society* > Nowadays firms attempt to monetize crowdsourced labour. The paradigmatic example is Amazon’s Mechanical Turk labourers (popularly known as ‘Turkers’, ‘cloud workers’ or ‘click workers’) who accomplish micro-tasks such as tagging and labeling images, transcribing audio or video recordings, and categorizing products. This extreme modularization of work results in their status being that of independent contractors rather than employees with rights, necessitating novel means of protection and redress (Irani & Silberman, 2013). The so-called 'sharing economy' also uses peer production methods, such as the self-selection of modular and granular tasks, to extract ever-more value from the labour of volunteer ‘prosumers’ (Frayssé & O’Neil, 2015). Capitalist firms are also increasingly engaging with ethical-modular organizations, in some cases paying wages to participants. Such labour is thus both ‘alienated’, or sold, and ‘communal’, as workers freely cooperate to produce commons. Carissimi, stiamo assistendo ad un interessante dibattito, con implicazioni economiche rilevanti, sulla questione della banda ultralarga. Ad innescare il dibattito e aprire prospettive industriali è stato l'obiettivo, definito a livello comunitario, di "dotare entro il 2020 di un accesso ultraveloce (100 Mbps) ad Internet il 50% della popolazione e di un accesso meno veloce (50 Mbps) il restante 50% ". A mio giudizio, quella definizione è tecnicamente sbagliata in quanto non basta dire "100 Mbps" seza specificare "per quanto tempo". Se porto una connessione da 100 Mbps ad un appartamento abitato da 2 persone, posso aggiungere 2 al numero dei cittadini che hanno accesso a 100 Mbps? Se poi in quello stesso appartamento vengono ad abitare 8 persone, posso aggiungere 8? Se una scuola da 500 allievi viene collegata a 100 Mbps posso aggiungere 500? Al limite, se nei comuni più importanti del nostro Paese - per l'equivalente di 50% della popolazione italiana - apro alcune sale ad accesso libero dotate di PC collegati a 100 Mbps, il governo italiano può affermare di aver ottemperato alla raccomandazione comunitaria? Inoltre manca la specificazione della percentuale della capacità di upload rispetto al download. Ho pensato che l'errore concettuale di quella definizione fosse presente soltanto nei documenti italiani e ho cercato in alcuni documenti comunitari una definizione più solida. Non la ho trovata neanche là. Qualcuno ne sa qualcosa? Grazie molte!!!!!!!!!!!!! Raf
