A, Volume 374, Issue 2083, December 2016 Abstract: This theme issue has the founding ambition of landscaping Data Ethics as a new branch of ethics that studies and evaluates moral problems related to data (including generation, recording, curation, processing, dissemination, sharing, and use), algorithms (including AI, artificial agents, machine learning, and robots), and corresponding practices (including responsible innovation, programming, hacking, and professional codes), in order to formulate and support morally good solutions (e.g. right conducts or right values). Data Ethics builds on the foundation provided by Computer and Information Ethics but, at the same time, it refines the approach endorsed so far in this research field, by shifting the Level of Abstraction of ethical enquiries, from being information-centric to being data-centric. This shift brings into focus the different moral dimensions of all kinds of data, even the data that never translate directly into information but can be used to support actions or generate behaviours, for example. It highlights the need for ethical analyses to concentrate on the content and nature of computational operations — the interactions among hardware, software, and data — rather than on the variety of digital technologies that enables them. And it emphasises the complexity of the ethical challenges posed by Data Science. Because of such complexity, Data Ethics should be developed from the start as a macroethics, that is, as an overall framework that avoids narrow, ad hoc approaches and addresses the ethical impact and implications of Data Science and its applications within a consistent, holistic, and inclusive framework. Only as a macroethics Data Ethics will provide the solutions that can maximise the value of Data Science for our societies, for all of us, and for our environments. US govt can't stop Microsoft taking its Irish email seizure fight to the Supreme Court

In an even split of 4-4 judges, the Second Circuit Court of Appeals, based in New York, denied [PDF] the request for a full rehearing of the case in which Microsoft has refused to hand over to American investigators the emails of a non-US citizen held on a server in Ireland. The case is seen as a critical test of how far legal jurisdiction in the internet era can stretch. Back in 2014, the FBI used a law dating from 1986 (the Stored Communications Act) to ask for the emails; Microsoft refused to hand them over, arguing that search warrants did not reach beyond US borders. In July 2016, the appeals court sided with Microsoft when it concluded that "the Stored Communications Act does not authorize courts to issue and enforce against US‐based service providers warrants for the seizure of customer email content that is stored exclusively on foreign servers." That decision came following an unusual legal approach that Microsoft adopted in 2014, where it actively asked a New York judge to find it in contempt of court for refusing to honor the warrant. []

Gent.me/mi segnalo news di interesse in materia di cyberbullismo e bullismo: ogni tanto una bella notizia : Cyberbullismo, la proposta di legge torna alla Camera: eliminate le norme penali *ROMA - * Il Senato ha approvato la proposta di legge contro il cyberbullismo. Il provvedimento torna ora alla Camera in quarta lettura, visto che Palazzo Madama ha eliminato le norme penali introdotte e passate a Montecitorio lo scorso settembre <http://www.repubblica.it/politica/2016/09/20/news/cyberbullismo_camera_appr…>. Una serie di emendamenti che, secondo avvocati ed esperti <http://osservatorio-cyberbullismo.blogautore.repubblica.it/2016/09/21/cyber…>, avevano stravolto il ddl. E trasformato una legge dedicata alla prevenzione e alla tutela dei minori in uno strumento punitivo. Tanto che le critiche erano arrivate anche da oltreoceano: *Cory Doctorow*, giornalista e blogger canadese esperto di diritti digitali e sicurezza informatica, ha definito il provvedimento “la più stupida legge censoria nella storia europea". Così il testo è stato rivisto al Senato, dove è stata cambiata anche la definizione di cyberbullismo che, a differenza di prima, è specificatamente tarata sui minorenni. Da chi sono gestiti i siti dei comuni d'Italia? (Nomi, server, etc)

Salve a tutti. Ho da poco concluso un'analisi dei siti dei comuni d'Italia e, prima di pubblicarne i risultati, vorrei cercare di capire chi ha la responsabilità sugli stessi. Mi spiego meglio: Il 90% dei siti hanno un pattern comune,ossia www.nomedelcomune.provincia.it . Ho supposto fosse una direttiva del governo, ma non riesco in nessun modo a trovarla. Sapete se esiste e dove potrei cercare? Per quanto riguarda i server, la gestione degli stessi è indipendente in ogni comune o ricade sulla provincia? Anche qui suppongo che ci siano direttive e/o regolamenti. È possibile trovare anch'essi? Vi ringrazio per le eventuali risposte. -- Mr. Touch Amministratore di www.hacktips.it

One example from a user named emilg: I installed dropbox earlier tonight and I allowed it to do a full sync with my local folder. When I checked it out as it was close to finishing I found 2 extra folders in there. They are so old I initially didn?t even recognize them. Took me a couple of minutes to realize they?re a couple of folders with project files from about 6-7 years ago, so extremely old. I checked the event viewer and it tells me that I added those 2 folders 47 minutes ago ( about the time when I started dropbox after I installed it ). Has this happened to anyone else ? I assume there?s nothing to worry about but the whole thing just seemed somewhat surreal initially to be honest. In most cases we saw users discovered files they deleted around 2010 ? 2011, but some go back even to 2009. This is strangely at odds with Dropbox retention policy: By default, Dropbox saves deleted and previous versions of files for 30 days in case you want to recover them. After the 30-day mark, the deleted files are marked for deletion in our system and are purged from our servers. They can no longer be recovered after that point. The only exception mentioned on Dropbox help pages are Business and Pro accounts. About 24 hours after the first cases were reported online, Dropbox presented this explanation: A bug was preventing some files and folders from being fully deleted off of our servers, even after users had deleted them from their Dropbox accounts. While fixing the bug, we inadvertently restored the impacted files and folders to those users? accounts. This was our mistake; it wasn?t due to a third party and you weren?t hacked. Well, this does not look good. If we get this right, it took Dropbox about 7 years to realise some files are not deleted properly. Looking at the number of users complaining about the bug online, this was not a very limited case. Looks like users have the reason to be angry. Progetto "Copyright for Education" (Communia) e lettera al Parlamento Europeo

Segnalo il Progetto "Copyright for Education <http://www.communia-association.org/c4ed/>” portato avanti da Communia. Dal sito: The aim of COMMUNIA’s project Copyright for Education is twofold. First, we will continue legal research on educational exceptions and limitations, based on the research done by Teresa Nobre. With the aim of providing reliable evidence to COMMUNIA and other stakeholders that wish to engage in discussions concerning the European Commission plans to make legislative proposals on the EU exception for “illustration for teaching”. This legal research will map the fragmented landscape of copyright rules in Europe. This enables us to see how copyright restricts teachers in doing what they do best. Secondly, we will conduct research on modern educational practices with relation to copyright. The digital era has created many opportunities for teachers to teach their students in new and engaging ways. We will interview teachers in different members states of the European Union that use digital technology in their classes to understand which outdated legal rules limit modern, innovative education. The outcomes of this research will help us understand what an education exception should encompass. One example from a user named emilg: I installed dropbox earlier tonight and I allowed it to do a full sync with my local folder. When I checked it out as it was close to finishing I found 2 extra folders in there. They are so old I initially didn’t even recognize them. Took me a couple of minutes to realize they’re a couple of folders with project files from about 6-7 years ago, so extremely old. I checked the event viewer and it tells me that I added those 2 folders 47 minutes ago ( about the time when I started dropbox after I installed it ). Has this happened to anyone else ? I assume there’s nothing to worry about but the whole thing just seemed somewhat surreal initially to be honest. In most cases we saw users discovered files they deleted around 2010 – 2011, but some go back even to 2009. This is strangely at odds with Dropbox retention policy: By default, Dropbox saves deleted and previous versions of files for 30 days in case you want to recover them. After the 30-day mark, the deleted files are marked for deletion in our system and are purged from our servers. They can no longer be recovered after that point. The only exception mentioned on Dropbox help pages are Business and Pro accounts. About 24 hours after the first cases were reported online, Dropbox presented this explanation: A bug was preventing some files and folders from being fully deleted off of our servers, even after users had deleted them from their Dropbox accounts. While fixing the bug, we inadvertently restored the impacted files and folders to those users’ accounts. This was our mistake; it wasn’t due to a third party and you weren’t hacked. Well, this does not look good. If we get this right, it took Dropbox about 7 years to realise some files are not deleted properly. Looking at the number of users complaining about the bug online, this was not a very limited case. Looks like users have the reason to be angry. Let it be a good moment to remind of the golden rule of cloud computing – what goes on the cloud stays on the cloud, even if it is “deleted“.

This is readily apparent in popular culture’s treatment of the future over the past 50 years. Several recurring themes of these fictional projections have become contemporary concerns in 2017: the specter of artificial intelligence, the rise of robots, virtual worlds, and the existential question of self in an increasingly distributed and fragmented reality. All of which points to an increasingly technological mediation of both *reality and identity, raising the larger question of how we are managing these changes culturally*. Are we teaching people to interrogate the way news is presented on social media? Are we teaching students to understand the basic infrastructure of the internet? Are we beginning to examine the ever-changing fault lines of the reality that is framed for us on the web? *This talk will examine one small project called Domain of One’s Own* happening at various universities and colleges in North America, Great Britain, and Australia that empowers faculty, students, and staff to both *manage and control their online digital presence through an integrated online domain*. An initiative that frames education as fundamental to preparing an entire generation for the shifting notions of identity and reality that that will everywhere shape our connected future. BIOGRAFIE - e informazioni supplementari [GROOM] JIM GROOM is the co-founder of Reclaim Hosting, an independent web hosting company focused on the higher education community. Previously he was the Executive Director of the Division of Teaching and Learning Technologies and adjunct professor at the University of Mary Washington in Fredericksburg, Virginia. He has been part of a number of exciting projects at the University of Mary Washington. In 2006 he started the web-based educational publishing platform ELS Blogs for the English Linguistics and Speech department at UMW. This pilot project led to the development of UMW Blogs in 2007 which has since become an enterprise level academic publishing platform. In 2008 the madness that was EDUPUNK was attributed to a series of posts he wrote on his personal blog. In 2010 he re-imagined the Computer Science 106 course on Digital Storytelling at UMW as an open, online community referred to as ds106—an experiment in teaching and learning on the web that is still going strong and has been celebrated internationally as a compelling community-based approach to online learning. Additionally, he also helped spearhead an initiative at the University of Mary Washington called A Domain of One’s Own that, starting in Fall 2013, provided all incoming Freshman their own domain and web hosting account. In 2015 he left Mary Washington to work full-time for Reclaim Hosting, a company he co-founded that helps individuals, groups, and institutions reclaim the web from the corporate silos.
