Carissimi, in vista della consultazione come centro Nexa vorremmo raccogliere sistematicamente articoli riguardanti la Dichiarazione, con particolare attenzione per le analisi e i commenti. Vorremmo raccoglierli a questa URL http://nexa.polito.it/dichiarazione-diritti-internet o comunque a un URL collegata, nel caso in cui l'elenco diventasse troppo lungo. Tra ieri e oggi sono già usciti numerosi articoli, ma di sicuro ne seguiranno anche altri. David Post, Nexa Center Trustee) *THE SEARCH FOR THE NEW MOOSE* Thomas Jefferson, while Ambassador to France, once arranged for the shipment of a moose carcass to display in the lobby of his Paris hotel. His aim was to demonstrate to the scientists of the Old World that, contrary to their views, the New World was rich with promising resources. It provides the idea that sparked this project. Today, in many parts of the globe, the penetration of mobile computers has overtaken the number of traditional personal computers. This trend and the always-on nature of these devices have resulted in increasing concerns over the intrusive nature of these devices and the privacy risks that they impose on users or those associated with them. In this paper, we survey the current state of the art on mobile computing research, focusing on privacy risks and data leakage effects. *"Law is Code: A Software Engineering Approach to Analyzing the United States Code"* written in collaboration with William Li, Pablo Azar, and Andrew Lo of MIT CSAIL and Berkman Alumnus Phil Hill. Abstract: The agglomeration of rules and regulations over time has produced a body of legal code that no single individual can fully comprehend. This complexity produces inefficiencies, makes the processes of understanding and changing the law difficult, and frustrates the fundamental principle that the law should provide fair notice to the governed. In this article, we take a quantitative, unbiased, and software-engineering approach to analyze the evolution of the United States Code from 1926 to today. Software engineers frequently face the challenge of understanding and managing large, structured collections of instructions, directives, and conditional statements, and we adapt and apply their techniques to the U.S. Code over time. Our work produces insights into the structure of the U.S. Code as a whole, its strengths and vulnerabilities, and new ways of thinking about individual laws. For example, we identify the first appearance and spread of important terms in the U.S. Code like "whistleblower" and "privacy." We also analyze and visualize the network structure of certain substantial reforms, including the Patient Protection and Affordable Care Act (PPACA) and the Dodd-Frank Wall Street Reform and Consumer Protection Act, and show how the interconnections of references can increase complexity and create the potential for unintended consequences. (Reuters) - Hungary plans to impose a new tax on Internet data transfers, a draft 2015 tax bill submitted to parliament late on Tuesday showed, in a move that could hit Internet and telecoms providers and their customers hard. The draft tax code contains a provision for Internet providers to pay a tax of 150 forints (37 pence) per gigabyte of data traffic, though it would also let companies offset corporate income tax against the new levy. Within hours of the tax provision being published over 100,000 people joined a Facebook group protesting the levy, which they fear providers will pass on to them. *Conversazione con Philippe Aigrain* Tiziano Bonini Questa estate ho letto Illusioni Perdute di Balzac, un grande classico che ritrae con precisione millimetrica la vita precaria e bohémien della “classe creativa” parigina degli anni trenta dell’Ottocento (scrittori, giornalisti, poeti, pittori, tipografi, critici teatrali, attori, editori). Sembrava di leggere le cronache dei lavoratori della conoscenza di oggi: squattrinati, costretti ad uscire tutte le sere per incontrare persone (faccio cose, vedo gente) che potrebbero darti un lavoro, un mese pieni di soldi il mese dopo al verde. Se è vero però che il lavoro nelle industrie creative è sempre stato difficile per sua natura, l’aumento della produzione di contenuti e la frammentazione del pubblico hanno messo in crisi il modello di sopravvivenza delle economie culturali e creative. Chi dà la colpa alla pirateria, chi alle reti p2p, chi alle vecchie industrie culturali incapaci di adattarsi, chi ad Amazon che rovina l’editoria e Google che rovina il giornalismo, ma nessuno ha soluzioni concrete, se non tassare (giustamente) di più i futuri media mogul. È un film già visto in passato: negli anni venti l’industria musicale aveva paura che la radio facesse vendere meno dischi, i giornali avevano paura che la radio facesse vendere meno giornali, la radio aveva paura che la tv le rubasse il posto, Hollywood che le videocassette le facessero vendere meno biglietti del cinema e così via, fino all’arrivo di Internet, che ha messo in crisi tutte le industrie precedenti. Uno dei più attenti analisti dei cambiamenti in corso nell’economia di prodotti culturali e creativi è Philippe Aigrain, autore del libro Sharing. Culture and Economy in the Internet Age (Amsterdam University Press, 2012), che Doppiozero aveva recensito qui. Aigrain, oltre ad analizzare il cambiamento, ha anche una sua soluzione, molto pratica (e molto complessa nell’applicazione), che consiste nella riforma del modo in cui finanziamo i lavori creativi, attraverso un contributo che lui chiama “creative contribution”.
