Indeed, with the current multiplication of devices, sensors, robots, and applications, and these emerging technologies, we have entered a new phase of the information age, a phase where the *hybridization between bits and other forms of reality is so deep that it radically changes the human condition* in at least four ways: - by blurring of the distinction between reality and virtuality; - by blurring of the distinction between human/machine/nature; - by reversing from scarcity to abundance, when it comes to information; - by reversing from the primacy of entities over interactions to the primacy of interactions over entities. As part of the Digital Futures <http://ec.europa.eu/information_society/digital_futures/index_en.htm> project launched by the *Directorate General Information Society and Media*, with a view to inspire future strategic choices of both the DG INFSO and the *European Commission*, the Onlife Initiative <http://ec.europa.eu/information_society/digital_futures/workshops/concept_r…> intends to explore the extent to which the digital transition impacts societal expectations towards policy making. *Speakers*: *Nicole Dewandre* is advisor for societal issues in the Directorate General Communications Networks, Content and Technology <http://ec.europa.eu/dgs/connect/index_en.htm> (DG CONNECT). She studied applied physics, engineering and economics at the University of Louvain, operations research at the University of California (Berkeley) and philosophy at the Free University of Brussels (ULB). She entered the European Commission in 1983, working as a scientific officer in the Directorate General for Research, in the field of prospective, linking societal concerns with technology policy until 1986. She became a member of the Central Advisory Group and then the Forward Study Unit, dealing with strategic analysis of research and industrial policy for the President of the Commission (1986-1992). In 1993, she supported the Belgian Presidency of the European Union in the areas of industry, energy, and consumer policies. Back in DG Research (94), she has been developing the "Women and Science" activities (97-03) and she has contributed to the opening of the EU research policy to STS and civil society(04-06), before being in charge of the "sustainable development" unit that has been put in place in DG Research between 2007 and 2010. *Luciano Floridi* is Professor in Philosophy at the University of Hertfordshire, where he holds the Chair in Philosophy of Information and the UNESCO Chair in Information and Computer Ethics. Floridi is Fellow of St Cross College at Oxford University. He is considered the founder of the Philosophy of Information. In 2009 he was the first philosopher to be nominated Gauss Professor by the Academy of Sciences of Gottingen. Il comma 1 dell'articolo 68 del codice dell'amministrazione digitale, di cui al decreto legislativo 7 marzo 2005, n. 82, e' sostituito dal seguente: «1. Le pubbliche amministrazioni acquisiscono programmi informatici o parti di essi a seguito di una valutazione comparativa di tipo tecnico ed economico tra le seguenti soluzioni disponibili sul mercato: a) software sviluppato per conto della pubblica amministrazione; b) riutilizzo di software o parti di esso sviluppati per conto della pubblica amministrazione; c) software libero o a codice sorgente aperto; d) software combinazione delle precedenti soluzioni. Solo quando la valutazione comparativa di tipo tecnico ed economico dimostri l'impossibilita' di accedere a soluzioni open source o gia' sviluppate all'interno della pubblica amministrazione ad un prezzo inferiore, e' consentita l'acquisizione di programmi informatici di tipo proprietario mediante ricorso a licenza d'uso. Hi all, <http://mgpf.it/2012/08/29/La-Leistungsschutzrecht-tedesca-la-Google-Tax.html> ma riporto per comodità: Sul tema "Google ed Editori" la Germania ha appena varato le norme che consentono agli Editori le "Cause per Google News" al pari del Belgio. Ribattezzata da molti "Google Tax" la Leistungsschutzrecht (lascamente tradotto "copyright ancillare", il mio tedesco fa pena) stabilisce che tutti i portali commerciali che processano news anche in modo automatico siano obbligati a pagare fee di licenza ai creatori dei contenuti e/o detentori del copyright. Pare che la versione approvata comprende espressamente anche citazioni e link, che no comparivano nell'ultima bozza. La presenza di contenuto pubblicitario in qualunque forma è sufficiente a stabilire la natura "commerciale" di un prodotto o servizio. Sarebbe interessante capire i risvolti anche internazionali di questa tendenza che pare andare per la maggiore e che comunque impatta su un problema reale della attribuzione commerciale della news, un po' come, qualche anno fa, i problemi con il feed di DOW JONES (che ricordo è a pagamento) ed ANSA. No Time to Read the Terms of Service? 'ToS;DR' Does the Hard Work for You For most of us, Terms of Service (ToS) are just a speed bump on the way to signing up for internet services. Terms of Service agreements are often monumentally long and are almost always written in horrible legalese that even lawyers have trouble parsing. So almost no one reads them; we all just click "agree" and move on. It's either that or don't participate. But what do you give up when you agree to a service's ToS? That's what a new project called "ToS;DR <http://tos-dr.info/>" wants to help you understand. The site's somewhat awkward name is a play on the common TL;DR abbreviation --- too long; didn't read --- which fits perfectly with most people's approach to ToS agreements.
