Il mondo del FOSS e piu` in generale quello dell'informatica non e` un universo a se` stante ma coesiste con il mondo della politica e ci interagisce. Il 16 settembre Linus con questa email http://lkml.iu.edu/hypermail/linux/kernel/1809.2/00117.html ha annunciato di prendersi una pausa dallo sviluppo del kernel. Inoltre si scusa per il suo comportamento aggressivo: "The above is basically a long-winded way to get to the somewhat painful personal admission that hey, I need to change some of my behavior, and I want to apologize to the people that my personal behavior hurt and possibly drove away from kernel development entirely. I am going to take time off and get some assistance on how to understand people's emotions and respond appropriately." Questo cambiamento, che non ha precedenti in 30 anni di benevola dittatura, rientra nel panorama molto piu` ampio dell'attuale conflitto ideologico fra le vecchie idee di selezione per merito e le piu` nuove idee di selezione per diversita`, fra il "technical coding" e il "social coding", alt-destre e la sinistra culturale. L’*Accesso Civico Generalizzato* o Freedom of Information Act (FOIA introdotto dal d.lgs. n. 97/2016) è il più recente e, per molti versi, anche il più controverso dei meccanismi di accesso. Nella gestione di questo particolare procedimento, l’opportunità di alimentare partecipazione e controllo diffuso a beneficio della collettività sovente *confligge con la necessità di tutelare interessi* pubblici e privati oppure con la protezione dei dati personali. Il legislatore ha individuato esclusioni e limiti all’accesso, ma non ha fornito particolari strumenti per la gestione del processo decisionale , il quale risulta spesso estremamente *dilemmatico* e altamente *discrezionale*. Il seminario sarà un'occasione per discutere dei pregi e delle ombre del FOIA con gli autori *Massimo Di Rienzo* e *Andrea Ferrarini*. Illustrare *uno dei primi volumi in materia* che costituisce un manuale operativo e che guida le amministrazioni a orientare dipendenti pubblici alle prese con la complessità della gestione delle istanze di accesso civico generalizzato. Durante l'incontro saranno presentati gli strumenti di analisi (la checklist, il test di pregiudizio, il test di interesse pubblico e il bilanciamento) e *sarà approfondito il rapporto tra privacy e trasparenza* con presentazione di casi concreti e provvedimenti del Garante privacy. Salve, e' stato pubblicato un nuovo exploit del bug che ho recentemente segnalato a Mozilla e Google. So why do they run departments in which researchers explore new means of blocking this capacity? I ask because, while considering the frenzy of consumerism that rises beyond its usual planet-trashing levels at this time of year, I recently stumbled across a paper that astonished me. It was written by academics at public universities in the Netherlands and the US. Their purpose seemed to me starkly at odds with the public interest. They sought to identify “the different ways in which consumers resist advertising, and the tactics that can be used to counter or avoid such resistance”. Among the “neutralising” techniques it highlighted were “disguising the persuasive intent of the message”; distracting our attention by using confusing phrases that make it harder to focus on the advertiser’s intentions; and “using cognitive depletion as a tactic for reducing consumers’ ability to contest messages”. This means hitting us with enough advertisements to exhaust our mental resources, breaking down our capacity to think. Intrigued, I started looking for other academic papers on the same theme, and found an entire literature. There were articles on every imaginable aspect of resistance, and helpful tips on overcoming it. For example, I came across a paper that counsels advertisers on how to rebuild public trust when the celebrity they work with gets into trouble. Rather than dumping this lucrative asset, the researchers advised that the best means to enhance “the authentic persuasive appeal of a celebrity endorser” whose standing has slipped is to get them to display “a Duchenne smile”, otherwise known as “a genuine smile”. It precisely anatomised such smiles, showed how to spot them, and discussed the “construction” of sincerity and “genuineness”: a magnificent exercise in inauthentic authenticity. [...]
